1 Overview
The juxtaposition point of dynamotor unit and power grid of India Tengda 2×330MW
Coal-Fired Power Plant Project is arranged on the outlet 220kV side breaker at the side of high
voltage of main transformer. To totally check the secondary equipments, automatic devices and
indicating instruments of synchronous system to ensure that the automatic quasi-synchronization
can run into operation reliably through the dynamotor synchronous test.
2 Purpose of Commissioning
2.1 Find out the danger possibly hidden in the synchronization circuit.
2.2 Check and verify the correctness and integrality of synchronization circuit.
2.3 Check and verify the correctness of synchronous parallel process.

4 General Situation and Basic Technical Parameters of Equipment (parameters are not
available at present)
5 Commissioning scope
The commissioning scope contains the automatic devices and relevant secondary circuits of
synchronous system of dynamotor-transformer unit, including the circuit connecting the DCS
system and excitation system (control and signal).
6 Instruments & Equipment for Commissioning
M2000 3-phase microprocessor-based protective testing instrument, double-clamp phase testing
instrument, WFLC-2B transient recorded waveform analyzing instrument of China Electric Power
Research Institute, multimeter, etc.
7 Organization and Work Division
7.1 The commissioning unit should be responsible for on-site direction and test work.
7.2 The power plant should be responsible to contact the operator and harmonize the operating
mode.
7.3 The power plant should be responsible for the work related to equipment operation.
8 Requirements for commissioning

8.1 The installation and commissioning of the primary and secondary equipment of
dynamotor--transformer have been accomplished and are accordance with the regulations and
standards so that they are qualified with the conditions of start-up.
8.2 The name and code of the electrical equipment in electriferous area are complete; the
electriferous equipments have clear symbol; the transformer substation and each distribution
section are locked.
8.3 The commissioning site has been cleared up completely; the falsework has been removed; the
road is smooth; the lighting is sufficient; the cable holes have been plugged; the cover plate of
cable trench has been well covered; and the fireproofing facilities have been checked and
accepted.
8.4 The tap position of main transformer and factory higher voltage transformer has been placed in
the setting position according to the operating requirements, and the DC resistance of setting
position has been measured with a qualified result.
8.5 The failure oil discharge system of main transformer and factory higher voltage transformer is
qualified with using conditions. The gas relay has been blown off.
8.6 The fireproofing facilities in electriferous area are complete and qualified with using
conditions.
8.7 The big interlocking transmission test of dynamotor, boiler and electrical equipment is correct.
8.8 All electriferous area should be free of person and work ticket when the test is started up.
8.9 The relay protection device has been set in accordance with the Protection Setting List and is
qualified with the operating conditions.
8.10 The static commissioning of excitation regulator of dynamotor transformer unit has been

finished and is qualified with the requirements of manufacturer and relevant regulations.
8.11 The transmission test of the protection, excitation and control circuit of dynamotor
transformer unit has been accomplished with a correct result.
8.12 The static commissioning of synchronization device has been accomplished and the result is
accordance with the requirements of manufacturer and relevant regulations.
8.13 The commissioning and setting of synchronization lock relay is accomplished and the result
is accordance with the requirements of manufacturer and relevant regulations.
8.14 The inspection of synchronization secondary circuit is finished with a correct result.
8.15 The simulation of synchronization system and the breaker test of relay have been
accomplished with a correct result.
9 Commissioning method and working procedure
9.1 Preparation before test
9.1.1 All personnel taken part in the test work of synchronization system should read this measure
carefully to learn the duty and question the confused part of this measure before start-up.
9.1.2 The testing personnel should prepare relevant drawing, data, testing instrument, test
recording table for checking and recording.
9.1.3 In order to prevent incorrect electricity transporting and voltage stepping up, the high (low)
voltage breaker and isolating switch of transformer and dynamotor should be kept at the
disconnecting place and the 6kV side breaker and isolating switch of factory higher voltage
transformer should be kept at the out pulling place. No body could start the operation unless
there’s operating command from commissioning headquarters.

9.1.4 To verify there’s no open-circuit phenomenon in the secondary current circuit and
short-circuit phenomenon in the secondary voltage circuit.
9.1.5 To adjust and connect the recording oscillograph so as to check the correctness of
synchronization system and record the dynamotor voltage and the relationship between
amplitude, phase and frequency of system voltage at the paralleling point when the
dynamotor is in assumptive synchronous juxtaposition operation and synchronous
juxtaposition operation.
9.2 Assumptive synchronization test
9.2.1 To check and verify that the 220kV outgoing wire isolating switch at the side of high voltage
of main transformer is kept at the disconnecting place, the 220kV outgoing wire grounding
switch at the side of high voltage of main transformer is kept at the disconnecting place, and
the 220kV outgoing wire breaker at the side of high voltage of main transformer is kept at
the disconnecting place.
9.2.2 To check and verify that the switch at the neutral point of main transformer is kept at the
connecting place.
9.2.3 To check and verify that the PT and primary and secondary fuse have been put in the
dynamotor outlet; to check and verify that the power fuses of all protective circuit and
control circuit of dynamotor transformer unit should be well, the specification should be in
accordance with the design requirements, and enough spare parts should be provided.
9.2.4 To check and verify that all protections have been put in the dynamotor transformer unit.
9.2.5 To check and verify that the excitation system has been provided with the electriferous
conditions (Refers to Complete Set Starting Measure of Excitation for details).

9.2.6 To check and verify that the PT of 220kV bus has been electriferous.
9.2.7 To trigger the dynamotor and increase the voltage to a rating value, 24kV for primary and
110V for secondary; the primary voltage at the side of high voltage of main transformer is
235KV, and the secondary voltage is 110V.
9.2.8 To operate the synchronous operating switch on DCS to guide into the 220kV bus PT
synchronous voltage, and observe the action status of synchronous lock relay TJJ.
9.2.9 To use the automatic synchronous operating switch on DCS to operate the
microprocessor-based automatic quasi-synchronization device.
9.2.10 To observe whether the direction of voltage regulating and frequency regulating of
automatic quasi-synchronization device is coincident with the indicating of voltage difference
and periodic waveform difference or not. When the condition is qualified, use the
microprocessor-based automatic quasi-synchronization device to close the 220kV breaker at
the side of high voltage of main transformer.
9.2.11 To exit the automatic synchronizing switch and synchronizing switch on DCS.
9.2.12 To start aside the 220kV breaker at the side of high voltage of main transformer and revert
or verify relevant signal, and there should be no abnormal signal or failure signal.
9.3 The automatic quasi-synchronization juxtaposition of dynamotor and system
9.3.1 Close the grounding switch at the neutral point of main transformer in accordance with the
operating requirements.
9.3.2 Check and verify that the 220kV isolating switch at the side of high voltage of main
transformer is closed.
9.3.3 Check the voltage of dynamotor, the rating value should be: 24kV for primary and 110V for

secondary; the primary voltage at the side of high voltage of main transformer is 235KV, and the
secondary voltage is 110V.
9.3.4 Operate the synchronizing switch to guide into the 220kV bus PT synchronous voltage.
9.3.5 Contact the operator for approval of parallel operation and contact the technical personnel of
dynamotor, boiler and thermal equipment for preparation of parallel operation.
9.3.6 When the condition is qualified, use the automatic synchronous switch to operate the
microprocessor-based automatic quasi-synchronization device on DCS or control table, and
use the microprocessor-based automatic quasi-synchronization device to close the 220kV
breaker at the side of high voltage of main transformer.
9.3.7 After the parallel operation signal of unit is verified, disconnect the automatic synchronizing
switch and synchronizing switch.
9.3.8 After the juxtaposition of dynamotor and system is accomplished, the operation should be
done with the initial load. To revert or verify relevant signal, and there should be no
abnormal signal or failure signal.
10 Quality Control Measures
10.1 During the test, the simulation test of breaker, speed adjusting system and excitation system
of synchronization system should be operated and accomplished on the electric DCS. Check
and verify the correctness and integrality of microprocessor-based automatic
quasi-synchronization device and relevant circuit.
10.2 The relevant regulations and quality management and control documents should be strictly
implemented during commissioning.

11 Safety cautions during commissioning
11.1 Personal safety
11.1.1 Must wear safety helmet if entering construction site.
11.1.2 Strictly observe the Code of Electric Safety Operation and the Regulation for Fieldwork
Security of Relaying Protection and Power Grid Security Automatic Device.
11.2 Equipment safety
11.2.1 The personnel for testing must carefully learn the commissioning measures and
test scheme and know the test methods, steps and safety precautions well
specified in the measures.
11.2.2 All personnel taken part in the test must do examination and preparation works well before
test according to the division of labor.
11.2.3 The main equipments used in the test should be looked after by appointed person, and the
test should be carried out based on the procedures.
11.2.4 The connections should be strictly done in accordance with the requirements of the
scheduled scheme or drawings. The test should be stopped immediately if occurs abnormal
phenomenon. Do not carry on the test until the reasons have been found.
11.2.5 Pay attention to cooperate with the technical personnel of dynamotor, boiler and thermal
equipment during the test to prevent the unit from some abnormal status, e.g. abnormity in
speed adjusting circuit, reverse power of dynamotor, and ensure the safety of the unit.
11.2.6 Cut off the power supply and remove all temporary connections for test use after the test.
11.2.7 The works of fireproofing, burglarproof and safety protection should be done well.

11.3 Safety of testing instrument
11.3.1 The operation should be strictly done in accordance with the operating instructions and
regulations of instruments.
11.3.2 The power supply and voltage for test use should meet the requirements of instruments.
11.3.3 Clean the exterior of the instruments after use, pack the instruments and put
them into box.
