PRESIDENT RODRIGO ROA DUTERTE: CAMPAIGN SPEECH

Introduction
As a President of the Republic of the Philippines, leader must usually focus on the
improvement of the country. Rodrigo Roa Duterte also known as the former longest-serving Mayor
of Davao City due to he served seven (7) terms for a span of more than 22 years in the office,
unexpectedly decided to run for the position of President in the Republic of the Philippines last
2016 Presidential elections due to the platforms of the four Presidential candidates who does not
have any plans to retain and maintain the peace and order to the country especially to the Province
of Mindanao, to the cathedral of San Pedro in Davao City which the bombings are happened, 37
of the citizens died and 150 civilians are wounded because of that. He run as a President because
he was not able to see the good leader in the Presidentiable candidates who will expectedly leads
the country for a purpose of the improvement and by retaining again the peace and order to the
state and for the citizens.

The 2016 Presidential election is considered as one of the most historic events in Philippine
history because for the first time there is a Visayan candidate and grown up in Mindanao, that man
is Rodrigo Roa Duterte. Duterte served the three (3) branches of government which are legislative,
executive and judiciary, but he served the executive for almost 25 years. Rodrigo Duterte is a
revolutionary populist based on the article of Richard Heydarian of GMA news political analyst
resident. Duterte is known for the nickname of “DU30” when he campaigned last 2016. The
political adviser of Duterte used different tactics based on the region and used Davao City as an
imagery state if he will be elected as President. At the day before the election, the PDP-Laban
conduct a ‘miting de avance’ in Luneta Park last May 7, 2016. Duterte assign to address a last
speech before the election that tackled about the situation, problems and crisis of the Philippines
in the present time especially the illegal drugs, corruption and imperialism of the USA. Based on
the report of PNP, the estimated people attended the event was about 200,000 – 250,000 Filipino
people from different region in the country. The speech addressed the different issues, but he
mainly focused on the issue of illegal drugs that he will stop and make a change for the good of
this nation. Furthermore, Duterte voiced out how he loves the Philippines and its people, as a
matter of fact he even kissed the Philippine flag as it symbolizes of Duterte’s nationalism and
willingly to die for the sake of this nation.

Summary and main points of the speech

During his campaign period Former Mayor and now elected as President, Rodrigo Duterte
pointed out some major issues our country is facing some are as follows:

 He said during his speech that you cannot build a country by killing people, we must be a
peaceful nation.
 He will talk to the MILF and Normi Suarez about peace.
 He never wanted to be a President, he waited for the right person who will run to promote
peace in the land especially in Mindanao.
 If he will be elected as the President of our nation, he will make sure that his administration
would strive in correcting the historical injustice against the Moro people.
 He said that he is not a communist, he is not a part of any communist party. Instead he is a
socialist.
 He denied allegations of having plans in becoming a dictator, adding that would only
establish a revolutionary government.
 He wants to end crime and corruption in our country.
 People should never believe in what Trillanes is trying to say as he jeopardizes the peace
and order in Manila per se as he did rebellious acts.
 If you embark onto something, you must finish it.
 He questioned Aquino and Trillanes on what happened with the negotiation in China about
Scarborough Shoal.
 He even mentioned in his speech about the “ghost employees” in the City of Makati.
 He questioned the Aquino administration on what happened with the proposed budgets for
such projects.
 He will focus on the people his countrymen in particular rather than the infrastructures.
 He will provide the wealthy people and the less fortunate, but his main priority is the less
fortunate.
 If given the chance to win as the President of the country, he must protect his government.
 As for extrajudicial killings he wants nothing but to kill those drug lords and rapists.
 He will not hesitate to use the military and police to go after the drug lords, criminals, hold-
uppers and kidnapers including those foolish policemen.
 He would enforce existing laws in our country, due process will be given but he will not
allow that the children or his country will be destroyed.
 He swears to the flag that he will protect the integrity of the Republic and provide security
including the Moro and all people form harm.
 He promised for a clean government with no corruption involved.
 He will fire those government officials who will be involved in corruption.
 He promises to fix the government despite being an ordinary Filipino.
 Most of his programs if given the chance to be elected would mainly focus on the people
 He also reiterated 3 of his priority sectors: education, agriculture and health.

The speech was given to tell people what his platforms are if he is being elected as the
President of the Republic of the Philippines. He tried to explain to his fellow countrymen what are
the current problems that our country is facing over time. He wanted each and every individual to
have the proper knowledge on our current situation and some things must be done in order to give
solution to these problems.

Focus

The group will focus on the concept of President Rodrigo Duterte about the change and
elimination of illegal drugs in the Philippines, “Gusto niyo ng due process, presumption of
innocence by all means I will give It to you, but I will never allow you to destroy my children or
my country men.”. The group focused on this concept because it shows that illegal drugs is the
most current problem of our country, illegal drugs are also considered as a main source of
increasing crime rates and ruined many family relationships.
Method

The group’s primary source of information was gathered through the actual video footage
of Rodrigo Roa Duterte’s last speech on his ‘miting de avance’ and by reading the article of
Heracleous, L., & Klaering, L. (2014) Charismatic Leadership and Rhetorical Competence: An
Analysis of Steve Jobs’s Rhetoric. Secondary source was gathered by reading the different articles
about the campaign and life of Rodrigo Roa Duterte. By gathering these sources, the group was
able to deepen the understanding about the concept of the speech and it also helped to identify
what are the different rhetoric devices and strategies did the speaker used on his speech. The group
also focused on the lines that he produced during the speech and analyzed it on what metaphor did
he applied throughout his speech.

ETHOS:

During the speech of Rodrigo Roa Duterte, he shows credibility on how he influenced its
citizens by delivering his speech and producing some lines:

“I do not claim any greatness, I do not serve the diploma to show a lot of pride. Magna
cum laude, Suma cum laude, ordinaryong tao lang po ako”. On this line President Rodrigo Roa
Duterte show his humbleness during the speech, he did not praise himself for being a high class
educated individual, in this line he proved to all of the citizens who participated in the speech that
he was a simple person and he is for the people especially to the poor.

The most famous line he said that evoke the persuasion of the many citizens during the
speech was:

“I would be glad to die for the Filipinos “This quote that President Rodrigo Roa Duterte
said also proved that he was ready to die for the sake of this nation and citizens, he is ready to give
his life for his country even if he loses his life, honor and presidency. He will do everything to
improve the economic, social and political conditions of country and maintain the peace and order
to the state and to its people.
