22. CONTRACTOR
REFERENCE STANDARDS:
OSHA – 29 CFR 1910. 1926
A Contractor is an individual or a group of persons who are not “direct hire” employees, brought to
MARAFIQ properties, facilities and premises, to do work as specified in a contract.
22.1 Responsibilities of MARAFIQ Sponsoring / Coordinating Department
Prior to awarding a Contract :-
i) Nominate a Supervisor / Engineer - minimum two persons (one standby) from the department
to coordinate with contractor and monitor contract works for safe performance
ii) Inform MARAFIQ Safety Section of the proposed contract
iii) Inform the contractor that the Marafiq Safety Requirements / procedures must be fully
complied during the tenure of the contract and their Safety Performance will be monitored and
recorded as per Attachment 2.
iv) Provide copies of Marafiq safety requirements / procedures to the contractor.
v) Obtain Contractor„s Safety Management Policy and Manual and submit to Safety Section
vi) Provide adequate information to the contractor on inherent hazards existing within the scope
of work in MARAFIQ properties, facilities and premises and safety precautions that are to be
taken to control risks arising out of those hazards.

22.1.2 Prior to commencement of the contract work:-
Obtain a “Contractor‟s Compliance Statement” (attachment 1) duly signed by Contractor and
forward to MARAFIQ Loss Prevention Division.
Devise a Safety Performance Plan for the contract work and forward to Marafiq Safety
Section
Nominate the contractor‟s site supervisor minimum two persons (one standby) to attend
training on “Permit to Work”, and consequently authorize him as “Authorized Permit Receiver
(APR)” to receive Permit to Work Certificates for conducting non operational works in Marafiq.
Allow only those contractor employees to work on Marafiq premises / plant and properties who
have attended Marafiq Safety Induction course. Contractor employee should not be allowed to
work or issued entry passes / ID cards, if not attended MARAFIQ Safety Induction course.
Ensure all personnel are competent to do the assigned jobs.
Liaise with the contractor in provision of necessary welfare facilities to contractor‟s employees.
Ensure that all process systems / areas within the scope of the work are isolated and made
safe to work on prior to handing over them to contractor and risks arising due to interaction of
any other processes are eliminated or reduced to tolerable limits.
Demand a duly completed and approved Risk Assessment from contractor prior to undertaking
critical activities with significant inherent risks and ensure that risk control actions as stated in
it are applied.

22.1.3 During the execution of contract work: -
Involve Safety Section in joint meetings with the contractor at the beginning and during general
progress meetings, inspections, audits, etc.
Ensure that the contractor strictly adheres to all Marafiq requirements / Procedures.
Monitor the contract work conducting regular inspections, audits, etc as per Safety Plan and
Marafiq requirements / Procedures, maintain records. Produce to Safety Section every month
during audits.
Ensure that the Contractors do not misuse MARAFIQ equipment / facilities, nor undertake an
unspecified job without obtaining Permit to Work Certificate or violate a restricted area.
Liaise with MARAFIQ safety Section for any safety issues.

22.1.4 Other requirements:-
Complete Contractor‟s safety performance record sheet (attachment 2) on finishing the assigned
contract by the contractor and keep a copy for his record
Compile a list of approved contractors and update it regularly.

22.2 RESPONSIBILITIES OF CONTRACTOR
Contractor should:
Obtain MARAFIQ Safety Requirements / Procedures form coordinating department and strictly adhere
to them for performing any contract works.
Submit the copies of his Safety Policy / Manual to MARAFIQ sponsoring Department and Loss
Prevention Division.
Submit a duly signed copy of the “Contractor Compliance Statement” (attachment 1) and handover to
MARAFIQ Sponsoring Department and Safety Section.
Appoint a Safety Officer/Engineer on site to monitor safety performance of contract works through
inspections, permit to work audits, etc as per safety plan and provide feedback to MARAFIQ Safety
Section.
Send all its employees for Safety Induction course prior to engaging them to do any work in Marafiq.
Nominate and appoint Supervisor / Engineers as Authorized Permit Receiver (minimum two
persons – one standby) to: -
Receive Permit to Work Certificate after undergoing training and tests on “Permit to Work” and be
responsible to conduct contract works in a safe and efficient manner.
Submit a duly completed and approved Risk assessment for critical jobs with significant risks to
MARAFIQ Operations department prior to obtaining Permit to Work Certificate.
Plan and execute the work as specified in the contract / risk assessment in a safe and efficient manner
to protect personnel from any injury or / and illness and prevent damage to the plant, property and the
environment.
Appoint competent persons to perform contract works inform their employees of hazards associated
with work, precautions undertaken to control hazards and maintenance of the control measures either
through tool box talks or pre job discussions.
Provide mandatory Personal Protective Equipment – PPE Safety Shoes, Helmet and safety goggles
and other conforming to Marafiq safety manual requirements depending upon the nature of risks
associated with the contract works and the workplace to all their employees working or visiting sites.
Maintain good housekeeping throughout the period of the contract.
Inspect all tools and equipment prior to bringing on site and use only safe tools.

Use MARAFIQ tools, equipment, utility services properly by competent persons authorized by
MARAFIQ.
Not to use any lifting equipment like cranes, forklifts, loose lifting tackles – slings, shackles, chain pulley
blocks, etc or pontoons, boats, pressurized air vessels, etc. without being tested and certified by a
recognized third party inspectorate.
Provide Material Safety Data Sheets (MSDS) of all hazardous chemicals and substances that will be
used during the contract to Safety Section, prior to bringing them on site and comply with safety
precautions as stated in MSDS.
Not to use any scaffolding unless and until it has been inspected by a competent authorized
person and affixed with a tag.
Make arrangement of welfare facilities for their staff like provision of toilets, rest cum lunch room,
prayer room, drinking water, etc., and maintain them hygienically sound.
Display appropriate safety signs within and around the specified area to guide and warn employees
and the public.
Safely handle, transport and store compressed gas cylinders. Cylinders not in use shall be secured &
capped.
Classify and segregate different types of waste in designated waste bins (e.g. general, metal,
hazardous, etc.), and clear waste off site on regular basis.
Not to dispose waste or discharge any liquids on the surface or sea without obtaining prior
authorization from the concerned authority.
Report any incidents that occur on site immediately and provide accident statistics on completion of
each month to MARAFIQ Sponsoring Department and Safety Section.
Provide barriers around all sides of excavations to prevent personnel and vehicles falling into them.
Excavations shall be adequately protected from collapse of its edges by means of shoring, sloping, etc.
Make prior arrangement for immediate transportation and medical treatment in case of emergency.
Forward following records / documents to– Safety Section of contract works through Marafiq
Sponsoring / Coordinating Department.

Contractor Compliance Statement
This statement shall be completed by the contractors and submit to Marafiq Loss Prevention/Safety
Division prior to commencement of the contract work.
We are in receipt of relevant MARAFIQ Safety Procedures.
We nominate Mr. _____________________________, as Manager / Supervisor responsible for the
operation / maintenance or other contract work of the plant and equipment in the Marafiq facility
______________________________________________________________and Mr.
___________________________________________ in absence of above person to liaise with
MARAFIQ Sponsoring Department and Safety section to meet requirements of “Contractor” and other
safety requirements as per Marafiq Safety procedures and manual.
We shall:
Ensure that all our employees have attended MARAFIQ Safety Induction course prior to bringing
them on site and are competent to operate/maintain/work on plant & equipment in a safe manner.
Conduct all operational / maintenance and other activities in a safe manner through standard
departmental operating / maintenance procedures adhering strictly to Marafiq safety procedures
and shall maintain a good housekeeping.
Inform our employees of hazards and risks associated with activities that will be undertaken and
safety precautions to be taken to control risks either through tool box talks or safety meetings.
Appoint operators of cranes, forklifts and other mobile plant and vehicles having necessary driving
licenses or certificates as per requirements of MARAFIQ and Saudi Government.
Provide safe tools, work equipment, appropriate Personal Protective Equipment, safety and
emergency equipment to our employees to conduct activities in a safe manner.
Appoint, as required, Authorized Permit Controller / Issuers / Receivers and Authorized Gas
testers to implement Marafiq Safety Procedures - Permit to Work and Isolation effectively.
Ensure that all non operational works will be conducted under Permit to Work Certificate after
having pre-job discussions / safe work method statement / Risk Assessment.
Keep Material Safety Data Sheets (MSDS) of all chemicals on site where they will be in use.
Report to MARAFIQ Sponsoring Department and Loss Prevention/Safety Division of any incidents
that occur on site.
Contact the relevant responsible MARAFIQ Nominated Supervisor / engineer prior to commencing
any work for any queries or clarification.
We understand that any violations of MARAFIQ safety rules and regulations may result in us being
removed from site and / or the contract being terminated
