ELECTRICAL DESIGN BRIEF FOR PENANG PRISON

1.0 ELECTRICAL & TELEPHONE SERVICES

1.1 RULES AND REGULATIONS

The design, manufacture, installation, testing and final commissioning of the system shall
be in accordance with the requirements and Rules and Regulations of :

a) The Factory and Machinery Department, Malaysia (JKJ)


b) The Electricity Department, Malaysia (JBE)
c) The Fire Services Department, Malaysia (JBM)
d) Department of Environment (DOE)
e) Tenaga Nasional Berhad (TNB)
f) Telekoms Malaysia Berhad (TMB)
g) The Electricity Supply Regulations
h) The Electricity Supply Act, 1990
i) The relevant Malaysian Standards, British Standards and other Standards
approved by Local Authorities
j) Uniform Building By-Laws, 1994
k) The IEE Regulations (Current Edition)
l) All other Authorities having jurisdiction over the installation.

1.2 ELECTRICAL SERVICES

1.2.1 Electrical Supply

(a) The electricity supply to the prison complex shall be via two (2) 11kV 50Hz TNB
feeders and metered at 11kV. The installation shall be metered at Tariff C2 rates.

The 11kV high tension electrical reticulation system shall be complete with 11kV
circuit breakers, transformers, underground armoured cables, etc.

The transformers shall be of low loss, low maintenance type. The high tension
cables shall be of XLPE armoured insulated types.

The LV distribution system shall be 415/240V, 3 Phase with neutral 4-


wire 50Hz.

(b) The electricity supply for the residential areas and amenities eg. Surau, Pusat
Sumber, Rumah Kelab, Pusat Komuniti, Berek Bujang and the Sewerage
Treatment Plant (STP) shall be metered at 415V/240V. The residential
consumers shall be metered at tariff A.

The scope of TNB will include all switchgears, transformers and indoor Feeder
Pillars at their substations, including all outdoors feeder pillars, underground and
overhead cabling right up to the Residential units where the TNB cable will be
terminated at the TNB meters of the respective individual unit. The exception
here is for the high rise Apartment Blocks, whereby TNB’s scope will include all
underground cables from their substation to the LV switchboard/metering panel to
be provided and located at the Ground Floor of each Apartment Block by the
Turnkey Contractor.

1.3 SPARE CAPACITY

Spare capacity for the electrical services shall be incorporated in the design to cater for
possible changes and future additions. Sizing and spare provision of equipment shall be
as follows:

i) Main & Sub-Switchboards 30% “spare” feeders

ii) Distribution Boards 20% “spare” feeders

iii) Sub-Mains Each sized to 100% of estimated peak load

iv) Final Sub-Circuits Circuit loading to limit to 80% of circuit breaker


rating of lighting

v) Cable Ways Extra space to accommodate 10% additional


cabling, after allowing for derating of cables.

vi) Standby Generator 30% above calculated peak power demand after
allowing for starting requirements.

1.4 LIGHTING SYSTEM

1.4.1 Lighting Fixtures

a) Energy efficient light sources will be selected whenever possible.

b) Light fittings in utility areas will be selected on the basic of minimum owning cost,
with particular emphasis on energy efficiency and maintenance requirements. On
this basic, fluorescent lighting incorporating extra low loss control gear will
normally be selected.

c) For areas such as offices, etc. selection of fittings will consider the above. In
addition, special requirements such as the following will also be taken into
account :

i) Recessing of light fittings

ii) Design provisions for use in areas where glare control is necessary
because of the use of screen based equipment.

d) Kitchen, laundry and garbage room light fittings will be selected to meet the
special needs for these areas.

e) Light fittings in the car park area for walkways, game courts and public external
areas will generally incorporate discharge light sources. However, in selected
location, for special effects, tungsten halogen lamps and incandescent light
fittings shall be incorporated in the design. These light fittings will also require
special co-ordination with the interior designer, landscape consultant and
architect.

f) At corridor areas linking various Prison blocks especially, fluorescent light fittings
complete with wire guard shall be provided with cabling in conduit/trunking.

g) For areas at the individual prison cells, minimum lighting which is vandal-proof
and non-breakable light fitting will be securely mounted. All conduits will be
concealed inside walls and concrete to discourage sabotage and vandalism.

h) External Security light fittings will be mounted at specific strategic locations to link
up with the Security system which are activated during alarm mode.

i) Street and compound lighting will be mounted at the residential road with the
illumination level on the road surface of 10 lux.

j) All the external lighting will be install complete with energy management unit for
the efficiency usage of electricity.

1.4.2 Illumination Levels

a) Illumination levels will be selected to comply with IES recommendations unless


noted otherwise:

1.4.3 Emergency Lighting

a) A decentralised emergency lighting system will be installed. This will include :

- lighting to authorities’ requirements including exit lights.

- lighting in selected areas to cater for emergency conditions including :

Main plantroom
Main switch room
Computer room
PABX room and telephone
Operators room
Kitchen area
Laundry area
Cafeteria area
Meeting rooms
Reception area
Security control room

Each fitting will be providing with its own fuse incorporated in the fitting.
Dedicated stand alone circuits shall be provided for the light fittings.

b) All electrical circuits feeding emergency lighting system shall have back-up from
standby generator power.

1.5 STANDBY GENERATOR POWER SUPPLY

1.5.1 General

a) Diesel engine driven generators will be installed to provide backup power supply
to essential services.

b) One (1) number standby generators are proposed to serve the Prison Complex.
The ratings will be based on essential capacity of the electricity demand for the
Prison Complex plus all Fire fighting loads and additional 30% spare capacity.

The generator set is designed to serve standby supply to the following areas:

i) Pusat Pentadbiran
ii) Blok Jumpa
iii) Mahkamah Sebutan Kes
iv) Dapur
v) Hospital Banduan
vi) Kompleks Bengkel
vii) Surau Banduan
viii) Pavilion
ix) Dewan Sukan
x) All Prison Block including Blok Banduan and Asingan
xi) Main guard house and main gate

c) Supply and exhaust air as well as engine exhaust silencer will be provided with
sound attenuators to ensure the generator installation will conform to local
environment noise suppression requirement.

d) The generator shall be provided with a day-tank sufficiently sized to enable the
generators to run load for 24 hours and a buried storage for 48 hours.

e) Standby generators shall be provided with control for automatic start and
connection to the essential services switchboards on power outage. Maximum
time for the whole process of accepting mains supply failure signal, through to
start up and running up to full speed, and subsequent connection for on-load
shall be 10 seconds.

f) On restoration of normal supply, the standby generator will continue to carry the
essential services load for a preset period of up to 10 minutes to enable the
mains supply to stabilize. The essential services load shall then be switched back
to the mains supply through changeover contactors or circuit breakers.

1.5.2 Essential Services Loads

1.6 EARTHING SYSTEM

a) Earthing systems shall be provided in compliance with authorities’ requirements.

b) All electrical equipment etc., shall be bonded and earthed in accordance with the
requirement of B.S. 7671 : 1992 and British Standard Code of Practice CP :
1013.

c) Separate earthing systems each with own test facilities will be provided for :

- Electrical
- Telecommunications
- Computers
- Professional audio system

d) All earth electrodes and chambers shall be distributed and located as far as
possible away and along the external perimeter of the Prison complex.

e) All earth resistance shall not exceed ten (10) ohm for electrical earthing, and one
(1) ohm for telecommunications, computers and PA system.

1.7 LIGHTNING PROTECTION SYSTEM

a) The lightning protection system shall be designed to the recommendation and


requirement of B.S. 6651 : 1985 British Standard Code of Practice for Protection
of Structures against lightning.

b) The lightning protection system shall be of the Faraday Cage type.

c) The earth resistance of the lightning protection system shall not exceed ten (10)
ohm.

d) Transient voltage surge suppression devices shall be provided at main


switchboard and Switchboard that having the external incoming cable.

1.8 TELEPHONE SYSTEM

The telephone distribution system shall be designed to meet the requirements of the
Telecom Authorities, Telekom Malaysia Bhd (TMB)

Basically, the system consist of the following :

a. All external telephone underground cabling distributions are linked via


underground PVC or G.I. ducts and manholes. For cabling network of less than
400 pairs JC9 type joint boxes are normally used.

b. At road crossings, normally 4 inch G.I. pipes are used according to Telekom’s
standard and in other areas, 4 inch pvc pipes shall be used.

c. Three incoming telephone ducts will be provided into the Main Distribution (MDF)
to be located at the Pusat Pentadbiran whereby a PABX system of about 300
lines is proposed at the PABX room which will be located next to the MDF room
to facilities distribution of lines with additional capacity of 20% for future usage.

d. Distribution to the various blocks from the MDF and PABX rooms will be via
underground ducts and manholes where possible or via trunking concealed in
ceiling spaces at the security corridors.

2.0 SATELLITE MASTER ANTENNA TELEVISION/FM SYSTEM (SMATV/FM)

The system will be designed using the efficient master antenna system installed at the
apartment blocks to receive FM radio and TV signals from the various latest Broadcasting
Stations such as TV1, TV2, TV3, NTV7 8TV and Astro..

3.0 UPS SYSTEM

The function of the UPS system proposed will be solely to take over instantly the
emergency supply on TNB supply failure and will continue to supply emergency supply
up to 15 minutes. However, once the standby generator system runs after about ten (10)
seconds start up, the UPS system will be cut off.

A centralized rotary type UPS is provided complete with built-in parallel redundancy
system and sized according to the emergency supply needs to the following areas:

i) Pusat Pentadbiran
ii) Blok Jumpa
iii) Mahkamah Sebutan Kes
iv) Dapur
v) Hospital Banduan
vi) Kompleks Bengkel
vii) Surau Banduan
viii) Dewan Sukan
ix) All Prison Block including Blok Banduan and Asingan
x) Main guard house and main gate
xi) Kompleks M&E
xii) Gerbang Utama
xiii) Menara kawalan luar

4.0 PA SYSTEM AND SOUND SYSTEM

Public Address System, comprising paging microphones, music sources, mixer and
amplifiers, zone selection and control circuitries and a distributed speaker system is
provided for the prison complex and administration block. This facility is included primarily
as a paging and announcement facility during normal operation and an emergency
announcement facility in the case of an emergency.

Sound reinforcement systems complete with speakers, microphones, amplifiers,


cassette/disc players etc. shall be installed in the mosque and club house.

5.0 STAGE LIGHTING, MOTORISED CURTAINS AND TRACKS.

Stage lighting system inclusive Profile spotlight, Fresnel spotlight, Cyclorama floodlight,
Fixed lighting barrel, Side Tomento mounting brackets, High quality colour filters and
stage lighting dimmer complete with all accessories shall be installed at club house.

Motorised curtain and tracks complete with centre drawn curtain, top masking border
curtain, curtain for centre parting drawn tailor to stage size, metalclad control panel and
all accessories shall be installed at club house.

6.0 LOCAL AREA NETWORK (LAN) CABLING FOR PRISON COMPLEX

The cabling system will be based on structured cabling design. The backbone cabling will
utilise 6C single mode fiber linking from the Pusat Pentadbiran to blok jumpa, hospital
banduan, stor pentadbiran, pejabat rekod wanita, klinik wanita and pusat komuniti
terminate at SM FOC termination. The horizontal cabling will use UTP Category 6 cabling
for connection from copper patch panel to the outlet nodes. Sufficient wiring will be
provided for each outlet nodes (4-pairs UTP Category 6, RJ-45).

All the fiber optic and the UTP cabling must be terminated at the respective
communication rack at the respective point of entry at each buildings, floors, and rooms.
