1 INTRODUCTION
WSP Canada Inc. (WSP) was retained by Clonard Group to undertake a geotechnical and slope stability investigation for the
proposed commercial building located at 3024 Countryside Drive, Brampton, Ontario (refer Drawing 1).
The subject property is located at the northeast quadrant of the intersection of Airport Road and Countryside Drive in the
City of Brampton, Ontario. The tableland is relatively flat, and on the north side is followed by a valley slope associated with
the floodplain of Humber River. The property currently comprise of a one storey high residential building.
WSP understands that it is proposed to demolish the existing building and construct a one storey medical office with one
level of underground parking. Due to the proximity of the proposed medical office to the slope, a site specific slope stability
study is required to assess the long term stability of the subject slope with respect to the proposed development.
The purpose of this geotechnical investigation was to determine the subsurface conditions at the borehole locations and
from the findings in the boreholes make engineering recommendations for the following:
1. Foundations
2. Floor slab and permanent drainage
3. Excavations and backfill
4. Earthquake considerations
5. Earth pressures
6. Slope Stability Asessment
This report is provided on the basis of the terms of reference presented above and on the assumption that the design will be
in accordance with the applicable codes and standards. If there are any changes in the design features relevant to the
geotechnical analyses, or if any questions arise concerning the geotechnical aspects of the codes and standards, this office
should be contacted to review the design. It may then be necessary to carry out additional borings and reporting before the
recommendations of this office can be relied upon.
The site investigation and recommendations follow generally accepted practice for geotechnical consultants in Ontario. The
format and contents are guided by client specific needs and economics and do not conform to generalized standards for
services. Laboratory testing for most part follows ASTM or CSA Standards or modifications of these standards that have
become standard practice.
This report has been prepared for Clonard Group and its designers. Third party use of this report without WSP Canada Inc.

2 FIELD AND LABORATORY WORKS

2.1 GEOTECHNICAL BOREHOLES AND FIELD TESTING


Four boreholes (BH18-1 to BH18-4) were drilled at the subject site to the depths ranging from 7.0 to 16.0m below existing
ground at the locations shown on the attached Drawing 1. A summary of the borehole data is presented in Table 2-1.

Prior to drilling operations, all underground utilities were cleared at the borehole locations.
The field investigation work was undertaken on January 29 and 30, 2018 by a drilling sub-contractor under the direction and
supervision of WSP personnel. Borehole logging services were provided by the engineering staff of WSP. The boreholes
were advanced with power auger drilling machines equipped with solid/hollow stem augers. The soil stratigraphy was
recorded by observing the quality and changes of augered materials which were retrieved from the boreholes, and by
sampling the soils at regular intervals of depth using a 50 mm O.D. split spoon sampler, in accordance with the Standard
Penetration Test (ASTM D 1586) method. This sampling method recovers samples from the soil strata, and the number of
blows (SPT ‘N’-values) required to drive the sampler 0.3 m depth into the undisturbed soil gives an indication of the
compactness condition or consistency of the sampled soil material. The SPT ‘N’ values are indicated on the borehole log
sheets (Refer to Encl. 1 to 4, Appendix A). Soil samples were visually classified in the field and later re-evaluated in our
laboratory.
Groundwater conditions in the boreholes were observed during and upon completion of drilling.
Monitoring wells were installed in BH18-1 and BH18-2 for long term groundwater monitoring.

2.2 GEOTECHNICAL LABORATORY TESTING


The soil samples were taken to WSP’s laboratory where they were re-examined. Representative soil samples were selected
for geotechnical index testing. The testing program consisted of the measurement of the natural moisture content of all
available soil samples, grain size analysis of three (3) selected samples and consistency (Atterberg) limit tests on two (2) soil
samples taken from boreholes. The results of the particle size distribution tests and consistency (Atterberg) limit tests are
enclosed on Figures 1 to 4 in Appendix B of this report and are also summarized on the associated borehole log sheets.

3 SUBSURFACE CONDITIONS
The borehole location plan is shown on Drawing 1A. Notes on soil samples description are presented in Appendix A. The
subsurface conditions in the boreholes are presented on individual borehole logs (Enclosures 1 to 4, Appendix A). The
subsurface conditions in the boreholes are summarized in the following paragraphs.

3.1 SOIL CONDITIONS

3.1.1 TOPSOIL
A layer of surficial topsoil ranging in thickness from 300 to 350 mm was found at the locations of boreholes BH17-1, BH17-3
and BH17-4. Topsoil quantities should not be calculated from the borehole information, as large variations in depth may
exist between and beyond the boreholes.

3.1.2 FILL
Underlying the topsoil or below grade, fill was encountered at all four borehole locations (BH17-1 to BH17-4). The fill depth
ranged from 0.8 m to 1.5 m below the existing grade. The fill generally consisted of silty clay materials, and was observed
with trace amounts of topsoil.
SPT ‘N’ values in the cohesive fill materials were in the range from 8 to 13 blows per 0.3 m of penetration, corresponding to
a stiff consistency. Water contents of the fill samples ranged from 10 to 25%.

3.1.3 SILTY CLAY


Beneath the fill, a deposit of silty clay was found at all four borehole locations.
At BH17-1, silty clay extended to a depth of 13.7 m below grade and was overlying the shale bedrock. At BH17-2, silty clay
extended to a depth of 15 m. At BH17-3 and BH17-4, silty clay extended to the explored depths of 7.0 m below grade. At
BH17-2, a sandy silt layer, about 0.5 m thick was found interbedded within the silty clay at a depth of 11.7 m.
SPT ‘N’ values in the silty clay were in the range of 6 to in excess of 50 blows per 300 mm of penetration, corresponding to
firm to hard consistency. Water contents ranged from 6% to 29%.
Two (2) selected silty clay samples (BH17-1/SS4 and BH17-2/SS7) were subjected to grain size analyses. Gradation curves are
presented on Figures 1 and 2 of Appendix B and summarized below:
Gravel: 0%
Sand: 4 to 9%
Silt: 38 to 39%
Clay: 53 to 59%
The same samples (BH17-1/SS4 and BH17-2/SS7) were subjected to Atterberg’s Limits test. Test results are presented on
Figure 4 of Appendix B and summarized below:
Liquid limit: 39 to 40%
Plastic Limit: 18 to 19%
Plasticity Index: 20 to 22

3.1.4 SILTY SAND, SANDY SILT


Below the silty clay material at borehole BH17-2, a saturated deposit of silty sand was encountered to the borehole
termination depth of 16.0 m.

As stated in Section 3.1.3, at borehole BH17-2, a sandy silt layer, about 0.5 m thick was found interbedded within the silty
clay at a depth of 11.7 m.
SPT ‘N’ values in the silty sand and sandy silt were in excess of 50 blows per 300 mm of penetration, corresponding to a very
dense relative density. Water contents ranged from 14% to 18%.
One (1) selected sandy silt sample (BH17-2/SS11) was subjected to grain size analysis. Gradation curve is presented in Figure
3 of Appendix B and summarized below:
Gravel: 0%
Sand: 26%
Silt: 70%
Clay: 4%

3.1.5 BEDROCK – WEATHERED SHALE


Underlying the silty clay (i.e. below Elevation 211.7 m), bedrock was augered to 15.9 m below existing ground surface.
Based on published literature, the site is underlain by the Georgian Bay Formation shale of upper Ordovician age.

3.2 GROUNDWATER CONDITIONS


Groundwater levels were measured in the monitoring wells on February 20, 2018. A, and as summarized in Table 3.1:

It should be noted that the groundwater levels can vary and are subject to seasonal fluctuations in response to major weather
events.

4 DISCUSSION AND RECOMMENDATIONS

4.1 GENERAL
The site is located on the tableland associated with the valley slope of a tributary of Humber River. The municipal address
of the property is 3024 Countryside Drive, Brampton, Ontario and currently includes a one storey building with one level of
basement.
Based on the information provided to us, we understand that the proposed development will be a one storey medical office
with one level of underground parking, and will be constructed after demolishing the existing building at this site. The
depth of underground parking is not available, but we understand that it will be about 3 m below existing ground surface.
The footing bases will be further 1 to 2 m, and at elevator shafts will be 2 to 3 m below the basement finished floor.

4.2 FOUNDATIONS
The proposed building can be supported by conventional spread and strip footings founded on the very stiff undisturbed
native soils (generally 1.5 m below existing ground surface) for a bearing capacity of 250 kPa at the Serviceability Limit States
(SLS), and a factored geotechnical resistance of 375 kPa at the Ultimate Limit States (ULS). Below the depths of 4.6 m, a
relatively weaker soil layer is present across the site. The designer should ensure that this relatively weaker soil layer is not
over stressed due to the load pressure from the footings installed at higher elevation. A load spread of 2 vertical to 1
horizontal can be assumed below the footings to calculate the stress at depth.
The recommended bearing capacity and the highest founding depths/elevations at the borehole locations are summarized
in Table 4.1.

The base of all footings must be inspected by this office to ensure of their placement on the competent native soil.
Variations in the soil conditions are expected in between and beyond the borehole locations, and during construction, the
soil bearing pressures be confirmed by the Geotechnical Engineer.
Foundations designed to the specified bearing values are expected to settle less than 25 mm total and 20 mm differential.

All footings exposed to seasonal freezing conditions must have at least 1.2 meters of soil cover for frost protection.
Where it is necessary to place footings at different levels, the upper footing must be founded below an imaginary 10
horizontal to 7 vertical line drawn up from the base of the lower footing. The lower footing must be installed first to help
minimize the risk of undermining the upper footing.
Foundations in slope areas must be founded on stable ground below an imaginary 3H:1V line drawn up from the toe of the
slope.
It should be noted that the recommended bearing capacities have been calculated by WSP from the borehole information
for the due design stage only. The investigation and comments are necessarily on-going as new information of the
underground conditions becomes available. For example, more specific information is available with respect to conditions
between boreholes when foundation construction is underway. The interpretation between boreholes and the
recommendations of this report must therefore be checked through field inspections provided by WSP to validate the
information for use during the construction stage.

4.3 FLOOR SLAB AND PERMANENT DRAINAGE


With one level of basement, the floor slab can be supported on grade, provided disturbed, softened or loose native soils are
removed and the base thoroughly proof rolled. The fill required to raise the grade can consist of inorganic soil, placed in
shallow lifts and compacted to 98 percent of Standard Proctor Maximum Dry Density (SPMDD).
A moisture barrier consisting of at least 200 mm of 19 mm clear crushed stone should be installed under the floor slab.
With one level of basement slab, a perimeter drainage system will be required around the exterior basement walls. The
perimeter drainage system shown on Drawing 7 is recommended for the basement walls where open cut procedures are
used.

4.4 EXCAVATIONS, BACKFILL AND OTHER CONSIDERATIONS


Excavations of overburden can be carried out with heavy hydraulic backhoe.
Based on the boreholes information, no major problems with groundwater are anticipated for the excavation of proposed
building due to the presence cohesive soils. Perched groundwater conditions from the fill may be encountered. In all
likelihood water seepage should be controllable by the use of conventional pumping from collection sumps and ditches for
most of the excavation. Contractors should be prepared to employ more elaborate dewatering procedures if the flow from
these sandy deposits becomes a problem.
It should be noted that the native soils may contain boulders. Possible large obstructions such as buried concrete pieces are
also anticipated in the fill material. WSP strongly advises that provisions are made in the excavation contract for the
removal of possible boulders in the native soils or obstructions in the fill material.
All excavations must be carried out in accordance with the most recent Occupational Health and Safety Act (OHSA). In
accordance with OHSA, the on-site fill and firm silty clay above groundwater table can be generally classified as Type 3 soils.
The very stiff to hard silty clay deposit can be classified as Type 2 soils above groundwater. Silty sand/sandy sand below the
groundwater table can be classified as Type 4.
Generally the fill is considered unsuitable as backfill material. However, selected inorganic fill and native soils free from
topsoil and organics can be used as general construction backfill where it can be compacted with sheep's foot type
compactors. Loose lifts of soil, which are to be compacted, should not exceed 200 mm.

mm. The existing fill can be re-used provided unsuitable material including organic materials, debris and any other wet
materials are separated.
Depending on the time of construction and weather, some excavated material may be too wet to compact and will require
aeration prior to its use.

Imported granular fill, which can be compacted with hand held equipment, should be used in confined areas.
Underfloor fill should consist of Granular B Type II material compacted to at least 98 percent of Standard Proctor Maximum
Dry Density (SPMDD).
The excavated soils are not considered to be free draining. Where free draining backfill is required, imported granular fill
such as OPSS Granular B should be used.
It should be noted that the excavated soils are subject to moisture content increase during wet weather which would make
these materials too wet for adequate compaction. Stockpiles should be compacted at the surface or be covered with
tarpaulins to minimize moisture uptake.

4.5 EARTH PRESSURES


The lateral earth pressures acting on possible retaining walls or underground structures may be calculated from the
following expression:

p = K ( h +q)
where p = Lateral earth pressure in kPa acting at depth h

K = Earth pressure coefficient equal to 0.4 for vertical walls


and horizontal backfill used for permanent construction. Water pressure must be
considered, if continuous wall drains are not used.

 = Unit weight of backfill, a value of 21 kN/m3 may be assumed

h = Depth to point of interest in meters

q = Equivalent value of surcharge on the ground surface in kPa

The above expression assumes that the perimeter drainage system prevents the build up of any hydrostatic pressure behind
the wall.

4.6 EARTHQUAKE CONSIDERATIONS


Based on the borehole information, the site for the proposed building can be classified as ‘Class C’ for seismic site response
according to Table 4.1.8.4.A of OBC 2012.

4.7 SLOPE STABILITY ASSESSMENT


A site specific slope stability study was carried out based on two (2) boreholes (BH17-1 and BH17-2) drilled near the top of
the slope. These boreholes were advanced inlands towards the tableland and in the vicinity of slope crest, to assess the long-
term stability of the subject slope. This study included a visual inspection of the slope within the study area to assess existing
slope conditions with respect to any obvious signs of instability concerns, and a detailed slope stability analysis of selected
slope cross-section using computer software.

4.7.1 SLOPE INSPECTION AND MAPPING


A visual inspection of the subject slope was conducted on February 16, 2018. General information pertaining to existing
slope features such as slope profile, slope drainage, watercourse features, vegetation cover, structures in the vicinity of the
slope, as well as erosion and slope slide features was obtained during the inspection. Photographs of the site taken during

our site visit are shown in Appendix D of this report. A brief summary of the results of the visual inspection is presented
below.
The topographic survey of the property including the tableland and the valley slope was prepared by J. H. Gelbloom
Surveying Limited and provided by client. Two cross sections (Section A-A’ to Section E-E’) were inferred from the
topographic information provided and our field observations to prepare a slope model for the long-term slope stability
analysis. The cross-section location was selected on the basis of the slope height and inclination to represent the critical
slope condition present within the study area. The section included a portion of the tableland extending across the slope
down to a relatively flat ground. The location of the selected slope cross-section is presented on Drawing 1A, and slope
profile details are included on Drawings 2 through 6.
The slope in the general area is about 10 to 12 m high that extends from the tableland to the flood plain of Humber River.
The slope stretches between Countryside Drive and Airport Road, roughly in east-west direction. The tableland and slope
was covered with snow at the time of inspection. As noted before, the property (3024 Countryside Drive, Brampton)
currently includes a one storey house.
Based on the provided topographic information, the typical slope inclination within the study area was around 2.2 to 3.0
horizontal : 1.0 vertical, The slope is well vegetated with numerous young and mature trees (refer to photographs). No
evident slope slide features were noted. The tree trunk growth was generally straight and upright except for a few fallen
and leaning trees.
The slope in the study area is followed by floodplain of Humber River. The Humber River meanders within the floodplain
and is about 5 to 10 m wide, and flows in a west to east direction. Within the study area, creek comes in contact to the toe
of slope at two locations.
No evident tension cracks were noted in the vicinity of the subject slope during our site inspection. In general, the slope
appears to be stable and there were no obvious signs of slope instability.

4.7.2 SOIL PARAMETERS AND GROUNDWATER


Based on the borehole information, soil parameters were estimated based on public sheets data and empirical relationships.
The soil parameters used in the slope stability analyses are given on Table 4.2.

The above soil strength parameters are based on the effective stress analysis for long-term slope stability.
The groundwater table at Borehole BH17-2 was measured at 8.8 (Elev. 216.8 m) below existing grade. A higher groundwater
table was assumed and incorporated in the model to simulate any future build-up of groundwater.

4.7.3 TOE EROSION ALLOWANCE


The regression of the slope toe due to erosion over the design life of the structure (typically 100 years for long-term) is
compensated by the introduction of an erosion allowance (setback) which is measured as a horizontal distance from the
existing creek bank. The erosion allowance is based on the type of the slope toe material and the stream characteristics

including the distance between the stream edge and the slope toe, bankfull width as well as the current toe erosion
condition. An erosion allowance is recommended in areas where the watercourse position is within 15 m of the slope toe.
The meandering watercourse at this site is about 5 to 10 m wide, and comes in contact with the toe of slope at two locations.
Based on borehole information, toe of slope consists of sandy materials.
TRCA generally follows the MNR Policy Guidelines for erosion setback. The MNR Policy Guidelines recommends an erosion
allowance of 5 m for sand soils for a bankfull width of 5 to 30 m, and no active toe erosion conditions. An erosion allowance
of 5 m is recommended for toe of slope. The long-term pertains to a 100 years planning horizon.

4.7.4 STABILITY OF EXISTING SLOPE AND STABLE SLOPE


As stated above, this slope stability study is based on two (2) boreholes (BH17-1 and BH17-2) boreholes are enclosed in
Appendix A of this report.
As noted in Section 4.7.1, WSP inferred five (5) slope cross-sections (Section A-A’ to Section E-E’) of which Section A-A was
the steepest. Detailed engineering analyses of slope stability were carried out for the selected slope cross-sections (Section
A-A’ through E-E’) utilizing computer software (SLIDE by Rocscience). For purposes of this study, the GLE\Morgenstern-
Price limit equilibrium method of analysis was conducted.
The analysis was carried out by preparing a model of the slope geometry and the subsurface conditions, and analyzing
numerous potential failure surfaces through the slope in search of the minimum or critical Factor of Safety for site specific
conditions. The pertinent data obtained from the topographic and borehole information were input in the slope stability
analysis. Many calculations were carried out to examine the factors of safety for varying depths for potential failure
surfaces.
The minimum factors of safety for the existing slope under normal groundwater conditions for Section A-A’ was 1.81
(Drawing C1, Appendix C).
For commercial developments, the MNR Policy Guidelines allow a minimum factor of safety of 1.3 to 1.5 for slope stability.
The computed factor of safety of 1.81 for normal groundwater conditions is considered adequate and acceptable with respect
to the industry standards as well as MNR and other conservation authority policy guidelines.
The slope stability analysis for a hypothetical slope profile with inclination of 2.0 horizontal : 1.0 vertical for Section A-A’
with similar sub-surface conditions resulted in a minimum factor of safety of 1.68 for normal groundwater condition (refer
Drawing C2, Appendix C) and 1.51 for the elevated groundwater conditions (refer Drawing C3, Appendix C). These factors
of safety conform to the minimum safety factor requirements and are considered adequate and acceptable in terms of long-
term stability.

4.7.5 DEVELOPMENT SETBACK


In addition to the stability and erosion setbacks an access allowance/development setback is typically required from the
identified slope hazard area (long-term Stable Top of Slope Line location) to take into account possible external conditions
which could have an adverse effect on the existing natural condition of the slope, and to provide access to the slope in
emergencies. This setback generally varies depending upon the policies of individual authorities. The determination of the
setback value depends on a number of factors including but not limited to, the watershed classification, type of development,
site specific conditions and available access to the slope. The structures may be allowed to be located closer to the long-
term Stable Top of Slope Line but only if approved by the concerned conservation authority.

4.7.6 LONG TERM STABLE SLOPE, AND OTHER COMMENTS ON SLOPE STABILITY
The Long-term Stable Slope Top of Slope (LTSTOS) location was calculated based on the applicable erosion and stability
setbacks in accordance with the Toronto Region and Conservation Authority guidelines. The slope stability analysis
completed in Section 4.7.4 concludes that a slope inclination of 2.0 horizontal : 1 vertical or flatter is required for the long-
term stability of the slope at this site. Drawings 2 to 6, and Drawing 1B present the estimated location of the Long-term
Stable Top of Slope Line in sections and plan (S1-S2-S3-S4-S5). Where the existing slope inclination is gentler than the
computed stable slope inclination of 2.0 horizontal : 1 vertical, the existing top of slope is the Long-term Stable Top of Slope

Line. The Drawings 2 to 6 delineate the location of the Long-term Stable Top, and is along the Physical Top of Bank for the
subject slope. The Long-term Stable Top of Slope Line includes the applicable toe erosion component and stability
component as assessed in Sections 4.7.3 and 4.7.4.
Additional comments related to any future construction at this property, and in terms of slope stability at the site are as
follows:
— Site development and construction activities should be conducted in a manner which do not result in surface
erosion of the slope. In particular, site grading and drainage should be designed to prevent direct concentrated or
channelized surface runoff from flowing directly over the slope. Water drainage from downspouts and the like
should not be permitted to flow over the slope, but a minor sheet flow may be acceptable.
— The configuration of the slope should not be altered without prior consultation with a geotechnical engineer. In
particular, the slope should not be steepened.
— Structures must be founded behind the setback/long term stable top of slope line.
— Foundations for the future development must be founded below imaginary 3 horizontal to 1 vertical (3H: 1V) lines,
drawn up from the toe of the stable slope.
— A sediment control fence must be erected and maintained during construction to isolate work area from the
adjoining slope and valley system.

2. 20 mm (3/4") clear stone - 150 mm (6") top and side of drain. If drain is not on footing,
place100 mm (4 inches) of stone below drain .
3. Wrap the clear stone with an approved filter membrane (Terrafix 270R or equivalent).

7. Moisture barrier to be at least 200 mm (8") of compacted clear 20 mm (3/4") stone or
equivalent free draining material. A vapour barrier may be required for specialty floors.
8. Basement wall to be damp proofed /water proofed.
9. Exterior grade to slope away from building.
10. Slab on grade should not be structurally connected to the wall or footing.
11. Underfloor drain invert to be at least 300 mm (12") below underside of floor slab.
12. Drainage tile placed in parallel rows 6 to 8 m (20 to 25') centers one way. Place drain
on 100 mm (4") clear stone with 150 mm (6") of clear stone on top and sides. Enclose
stone with filter fabric as noted in (3).
13. The entire subgrade to be sealed with approved filter fabric (Terrafix 270R or equivalent)
if non-cohesive (sandy) soils below ground water table encountered.
14. Do not connect the underfloor drains to perimeter drains.
15. Review the geotechnical report for specific details.

Figure 1: An overall aerial view of the site and slope. The tableland is relatively flat and is associated with 10 to 12m high
northly slope. Slope, within the study area, extends between Airport Road and Countryside Drive and is about 200 m in length.
On the north side, the site slopes downward to the floodplains of a creek (a tributary of Humber River). The creek meanders in
the floodplain, and and at two locations, comes in contact with the slope toe.
