TESDA’s 2005 Tracer Study of Graduates Cleared by NSCB

In line with the Statistical Survey Review and Clearance System (SSRCS) implemented by the
National Statistical Coordination Board (NSCB), the conduct of the 2005 Tracer Study of
Graduates of the Jobs-Directed Scholarship Program of the Technical Education and Skills
Development Authority (TESDA) has been cleared. The Jobs-Directed Scholarship Program
was established in response to the government’s thrust of creating 6-10 million jobs by extending
financial assistance thru scholarship grants to poor but deserving trainees/students to pursue their
technical/vocational education and training and equip them with proper and sufficient skills for
wage employment, self-employment and/or entrepreneurship. It will also assist qualified
technical and vocational education and training (TVET) providers in the conduct of various
TVET course offerings that respond to specific area-based employment requirements. The
program started in 2005 and will end in June 2007. One major component of the Program is the
conduct of a Tracer Study to determine the impact of the assistance to project beneficiaries in
terms of employment rate and skills utilization rate. Information to be generated include
employment/absorption, competency and skills utilization rate, income levels, average length of
jobs search, courses for which graduates have better chance of employment, type of employment
in which graduates landed jobs, reasons for unemployment, and not joining the labor force.
The total cost of the tracer study is P64,566 to cover maintenance and other operating expenses
(MOOE). Tables to be generated will provide disaggregation down to provincial level for
Regions I, III, IV-A, VI, VIII, IX, X, XI, XII, CAR, CARAGA and ARMM. The distribution and
collection of questionnaires for all 1,539 trainees who were awarded scholarship grants under the
program will be from the last week of May to the first week of June, the results of which will be
made available in August 2007.
The SSRCS under which the survey clearance was granted is a mechanism instituted by the
NSCB through Memorandum Circular Nos. 4-88 and 04-95. It aims to: (1) ensure sound design
for data collection, (2) minimize the burden placed upon respondents, (3) effect economy in
statistical data collection, (4) achieve better coordination of government statistical activities,
and (5) inform the private sector and the public in general that a government survey operation
has passed clearance and enjoin their cooperation in the conduct of the survey.
