OCCUPATIONAL HEALTH AND SAFETY POLICY

The safety and welfare of our employees is our utmost priority. It is our policy to provide them with a safe and healthy
working condition. However, a safe and healthy environment does not occur by chance. It is the result of due
diligence and cooperation of the whole organization.

All levels of the organization are obliged to band with the safety protocol of the company. Thus, there is an open
communication between the management and employees. Workers who have detected hazards or other safety
problems must notify the safety officer appointed by the company.

Everyone is obligated to be informed with all the safety requirements for their job and area, and just as important, to
abide by them. The safety officer shall instill a positive attitude and safety awareness to all through personal
adherence, personal contact, and regularly safety meetings.

The company formulated their company policy through their past experience and standards set by local government
agencies. All guidelines and polices set by the company must be complied by all employees, and failed to do so shall
be enough grounds for disciplinary action.

Health and safety is as significant in the organization as productivity and quality. In fact, for more than two decades,
Magna Ready Mix has been consistently delivering concrete to their customers with quality and satisfactory service
without sacrificing the health and safety of their employees. The best reason for an employee to observe and
manifest these safety guidelines is due to an individual’s self-interest. Comprehensively abiding to the jurisdictions
and standards of the company shall warrant everyone to be safe, healthy, earn, and enjoy work to its fullest.
SAFETY AND HEALTH PROGRAM

Magna Ready Mix is in continuous pursuit in maintaining and standardizing their safety program policies, inclined
with the state and local regulations. Moreover, the company shall continue to regulate their safety policy through its
implementation in the workforce to prevent any hazard in the working environment. Health and safety functional
responsibilities shall be observed by the safety officer.

OCCUPATIONAL HEALTH AND SAFETY ACT

Magna Ready Mix Concrete Corp. Act has been effective since 1991. This has been observed and been furnished by
the company for the longest time. The act involves the following clause:

 Furnish a safe working environment for all employees free from hazards which likely to cause death or
physical harm.
 Comply with the occupational health and safety standards and regulations pursuant to the ACT that are
applicable to the company’s nature of business.
 Instill to all employees the provisions pertained in the ACT which can be applicable to their actions and
situations
 Encourage all employees to contact their immediate superior or the safety officer for information that will
help them understand their responsibilities under the ACT.
HEALTH AND SAFETY RESPONSIBILITIES

Magna Ready Mix primary objective is to safeguard our employees from transpiring accidents in the workplace. Thus,
the company obliges all employees to inform them about their duties and responsibilities. The Occupational and
Health Safety Standards as amended by DOLE shall be applied.

Management Safety Responsibilities

 Establish and adapt administrative policies on s on safety practices and standards established by the
employer in compliance with DOLE.
 Ensure that the worksite shall have a designated competent personnel/ safety officer, who will undergo
training and seminar from DOLE. The said person shall be the enforcer of all standards and regulation being
required by DOLE.
 Equip the employees with Personal Protective Equipment.
 Develops programs and technical guidance to identify and remove physical, chemical, biological hazards
from facilities, operations, and sites.
 Provides a trained personnel/ a first-aider trained by the Philippine Red Cross equipped with gears and tools
sufficient enough to tend physical injuries caused by an accident.
 Certify that all personnel in the production are competent for their jobs.
 Accountable to award employees of their compensation regarding occupational injuries caused by accident.
 Report accidents that result in an occupational fatality or three or more hospitalized workers to DOLE at
1349 within eight (8) hour s of occurrence.
 Maintain a health record of the employees’ programs and activities and submit and annual medical report
using form DOLE/BWC/OHSD/OH-47, to the Regional Labor Office concerned.
Safety Officer Responsibilities

 Serves as Secretary to the Health and Safety Committee. As such he/she shall:
o prepare minutes of the meetings;
o report status of recommendations made;
o notify members of the meetings; and,
o submit to the employer a report of the activities of the committee.
 Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer
and the workers.
 Conducts investigation of accidents as members of the Health and Safety Committee and submits his/her
separate report and analysis of accidents to the employer.
 Coordinates all health and safety training programs for the employees and employer.
 Conducts health and safety inspection as member of the committee.
 Maintains or helps in the maintenance of an efficient accident record system and coordinate actions taken
by supervisors to eliminate accident causes.
 Provide assistance to government agencies in the conduct of safety and health inspection accident
investigation or any other related programs
 He/ she shall orient and provide all employees instruction about the safety program of the company,
especially new hired employees, including those relating to the familiarization with their work environment,
hazards to which the workers are exposed to and steps taken in case of emergency. In line, he/she will
evaluate whether or not a specific employee will progress the safety training.

First-Aider Duties

 Give immediate temporary treatment in case of injury or illness.


 Maintain medical services and facilities.

Employee Responsibilities

 Works in accordance with the accepted safety practices and standards of the company in compliance with
the provisions established by DOLE
 Proper Personal Protective Equipment shall be worn at all times to avoid any risk of danger.
 Immediately notify the safety officer of any unsafe conditions, accidents, and injuries in the workplace.
 Additional appropriate disciplinary action will be taken for the following offenses:
o Fighting- no matter what cause.
o Insubordinate conduct or refusal to follow directions.
o False statement, such as injury claims
o Other inappropriate behavior including, but not limited to, failure to obey safety rules.
 Read and understand the instructional manual provided for the equipment to be used.
Drug Free Workplace

The management protest any unlawful action of its employees specifically the use of illegal drugs. This
action is in support of the program of the government to stop any dealings about illegal drugs. Thus, the company
shall implement the following:

 The unlawful use, possession, transfer, or sale of illegal drugs or controlled substances and the misuse of
alcohol by employees during working hours are prohibited.
 The consequences for violation of the drug-free policy may include, but are not limited to, a referral to local
authorities, discipline and/ or discharge.
 The company will not tolerate our employees’ vices within the workplace. Anyone who violates or abuse
their dealings which decline performance in work shall be subjected to disciplinary action and/ or discharge.
 Encourage the designation of a totally or partially smoke free workplace.

Driving Safety

Vehicle operation is the integral part of the company’s business. Henceforth, these rules shall be applied to
all vehicle operators.

 All vehicle operators are required to possess a valid professional driver’s license.
 No unauthorized use of company vehicles shall be permitted.
 Prior to entering the vehicle visually inspect the entire vehicle. Report all damage to the maintenance
department. Note: make sure backup alarms on all vehicles are functioning.
 Adjust all mirrors for the proper vision of the operator.
 All drivers shall fasten their seat belts. The vehicle shall not be started until the driver has fastened their seat
belts.
 Check all gauges and switches for proper function and location, i.e., cruise control, windshield wipers, lights,
gearshift, and radio. Do not look for these while you are operating the vehicle. Test the brakes to determine
their effectiveness.
 Obey all traffic laws while operating the vehicle. This includes the speed limit.
 Vehicles shall not be operated while under the influence of alcohol or drugs which may impair the driver’s
ability.
 Cellphone operation must be conducted only while stopped and out of traffic.
 Drivers are instructed to check for an overhead clearance while driving and before unloading the truck.
 The transit mixer’s shifts frequently while driving, take turns slowly and brake softly.
 Drivers must be mindful of blind spots.
 Accidents normally occur during the cleaning or mixing drum. Care should be taken to display the notice,
“Under Repairs” while cleaning the drum.
Transit Mixer Safety Operation

 Operators are required to test the mixer by running it empty prior to the application. Frequently checked the
loose nuts or bolts of concrete mixer and make sure, they are tightened very well.
 Workers or operators have to keep their hands, clothing and tools away from the moving part of the
concrete mixer.
 Never leave the running mixer unattended.
 Never overload the mixer to produce concrete in lesser time.
 Be mindful with the load out chute on concrete mixers to avoid injuries to hands and fingers.
 Transit mixer operators and coordinators must wear personal protective equipment in the jobsite.
 Operators must avoid hot surfaces of the truck.
 Transit mixer operators and coordinators must wear personal protective equipment.
 Do not move the cement mixer operation. The mixer could tip over or the motor could be damaged
 Assure that other personnel are in the clear before starting the mixer charging and discharging.

Batching Plant Safety Operations

 The main engine of concrete mixer and conveyor belt should avoid load when starting the machines.
 When changing sensor, the maintenance department must demarcate weighing system again. Usually, an
external group is tasked to calibrate the batching plant.
 Keep the access door in an open situation when you enter into the main engine of the concrete mixer to
clean and main the mixer.
 When checking and maintaining concrete mixer belt:
o Cut off general switch, close the door and hang a warning board.
o Press the emergency stop buttons of the operating platform, and both ends of the conveyor.

Gas and Electrical Welding and Cutting Operations

 Welding or cutting operations shall not be permitted in rooms or areas containing combustible materials.
 Welding and cutting operations carried out or done in places where persons other than the welder work or
pass shall be enclosed by means of suitable stationary or portable screens.
 A portable fire extinguisher is made ready available at the place where welding and cutting operations are
being undertaken.
 Authorization from the safety officer before welding or cutting operation is done.
 The maintenance department shall facilitate and record all activities of welding and cutting, and shall safe
keep all personal protective equipment used.

Generator Set Safety Operations

 All necessary documents for installation and usage of generator set shall be complied with DOLE standards
and requirements.
 The generator house is designed to have structural integrity and good working space for the operation of the
generator set.
 Power cords must be place carefully to avoid damage and prevent anyone from walking straight into the
path of the generator.
 After usage, clean and cover the generator to avoid moisture.
 Do not overload the generator! This may cause overheating, and eventually fire.
 Ensure that the generator has proper grounding. Never attach the generator from the system directly to the
electrical mains connection. It could end up electrocuting someone.
 Never re-fuel the generator when the appliance is hot. This may cause fire. If accidently, the operator has
spilled fuel on the hot engine parts, shut down the machine until it cools.

Health Hazards

 Wear the corresponding personal protective equipment during production. Cement dust and wet concrete
exposure may cause severe skin damage due to chemical burns, and respiratory complications. In case of
accident, wash off face or exposed part with soap and water, and seek for the nearest medical help.
 Machine guarding is maintained in the conveyor belt system to avoid jamming and reduce falling objects.
 Use a wheelbarrow or carts, when transferring heavy equipment like welding machines. Failure to do so
may lead to poor ergonomics causing sprains and strains.
 Keep distant from moving heavy equipment during operation to avoid accident. Always wear vest to be
visible.

Health Hazards during Pandemic/Epidemic

 The company shall issue a self-assessment questionnaire for their employees, emphasizing their lifestyle
and environment during pandemic times. Through evaluation, the company shall properly apply the
necessary actions that must be observed inclined with the provisions and guidelines set by government
agencies (e.g. DOLE, DPWH, DTI, etc.)
 During pandemic/ epidemic, when the government requires a minimum public health standard, the company
shall apply a flexible work schedule for employees (if applicable). If not, the company shall provide a place
for their employees to stay, where health practices and proper hygiene are being observed. This will only be
applied after all employees are properly screened.
 The company shall provide necessary personal protective equipment for their employees to minimize the
spread of the disease.
 Guidelines shall be established within the company premise pursuant to the national laws and standards of
the country.
SAFETY AND HEALTH TRAINING

The company employees shall undergo a safety training headed by an accredited safety officer of DOLE.
The program is in accordance with the job area of the employee, and added feature in the production. However, if the
safety officer is not satisfied with the performance of the employee during training, the employee must undergo
retraining until he/ she is validated.

For new employees, a member of the management staff prior to starting work. The employee must sign the checklist
and the management representative after the orientation is complete.

The form shall be given to the project manager and a copy will be given to the employee kept as his/her personnel
file.

ACCIDENT/INJURY REPORTING, FIRST AID, AND BLOODBORNE PATHOGENS

Our company will provide first aid supplies on each work location and all personnel are equipped with
instructions to follow in case of an emergency. The safety officer shall record the nature of accident and the
employee involved. In case accident occur inflicting major injury to an employee, proper treatment and procedure
shall be applied.

Employees who are infected with risky pathogens, viruses, and bacteria shall be isolated and quarantined
away from the workforce. The safety officer/the management shall make a referral to the city health office regarding
the current situation. A fast track contact tracing from other employees shall be commenced, immediately. Self-
isolation is most recommended within a required number of days. A vigorous health protocol shall always be applied
at all times.
