I. What is the course all about?
______________________________________________________________________________
This course examines the forces and factors influencing/shaping public policy in the
Philippines, the policy-making processes, implementation mechanisms and analysis of the
welfare effects of policies to targeted clientele, the actors in the policy field and how they interact
the role of institutions and different policy-making processes and how the policies govern and
shape the societal processes and development imperatives.

II. What key benefits are expected in the course?

At the end of the course, you are expected to have:
1. Identify, explain and apply key concepts and terms underlying the public policy process,
grasping public policy as an unfolding dynamic
2. Apply policy analysis to determine the benefits to key sectors and its relationship to the
present economic conditions of the country.
3. Formulate and defend own policy proposal.
4. Grasp the policy making process in the Philippines
5. Analyze critically some public policy along identified areas of study
6. Appreciate the importance of programs and projects in achieving national development
goals.
To serve as guide in the effective response to the set objectives, the following basic questions are
raised:
a. What is public policy? How broad is its scope? How does public policy involve and
impact us? Does the public policy making process work effectively?
b. How is the public policy agenda set?
c. How is public policy formulated? What institutions and actors make policy?
d. How is public policy implemented? How big and intrusive are government
bureaucracies? How might the administration of programs be improved?
e. How do we assess the effects of public policy? How is it working? How do we
know? Who are the winners and losers?

1. Lecture series exercises (20%)
2. Report on a chosen public policy theory which explains the need of an existing policy
that is reflecting current local or global realities (10%)
3. Major report on an analysis of a chosen policy particularly in the Local and National
Government Sector and how it impacts the stakeholder (20%)
4. Consistent and substantial participation in class (10%)
5. Examinations (40%)
