(See Clauses 2.1 and 8.1)
Site of the Project

1. The Site
(i) Site of the Project Highway shall include the land, buildings, structures and road
works as described in Annex-I of this Schedule-A.
(ii) The dates of handing over the Right of Way to the Contractor are specified in Annex-
II of this Schedule-A.
(iii) An inventory of the Site including the land, buildings, structures, road works, trees
and any other immovable property on, or attached to, the Site shall be prepared jointly
by the Authority Representative and the Contractor, and such inventory shall form
part of the memorandum referred to in Clause 8.2 (i) of this Agreement.
(iv) The alignment plans of the Project Highway are specified in Annex-III. In the case of
sections where no modification in the existing alignment of the Project Highway is
contemplated, the alignment plan has not been provided. Alignment plans have only
been given for sections where the existing alignment is proposed to be upgraded. The
proposed profile of the Project Highways shall be followed by the contractor with
minimum FRL as indicated in the alignment plan. The Contractor, however, may
improve/upgrade the Road Profile as indicated in Annex-III based on site/design
requirement.
(v) The status of the environment clearances obtained or awaited is given in Annex-IV.

The Site of the Project Highway comprises the section of National Highway-347 BG
(Old SH-27) commencing 347BG from Balwara (Design Chainage 42.260/ Existing
Chainage 45.000) and end Dhangoan (Design Chainage 82.660/Existing Chainage
86.00) (Design Length = 40.40 Km) in the State of Madhya Pradesh. The land,

2. Project Description
The Project Highway is existing Balwara – Dhangoan having Two Lane section
having a total length of 40.40 Km.
3. Terrain
The terrain along the project stretch is predominantly plain, rolling and Hilly terrain.

5. Carriageway

Annex-III
(Schedule-A)
Alignment Plans

The existing alignment of the Project Highway shall be modified in the following sections as
per the alignment plan indicated below:
(i) The alignment of the Project Highway is enclosed in alignment plan. Finished road
level indicated in the alignment plan shall be followed by the contractor as minimum
FRL. In any case, the finished road level of the project highway shall not be less than
those indicated in the alignment plan. The contractor shall, however, improve/upgrade
the Road profile as indicated in Annex-III based on site/design requirement.
(ii) The contractor shall, however, improve/upgrade upon the traffic signage plan as
indicated in Annex-III based on site/design requirement as per IRC: SP: 84-2019 &
IRC: 67-2015.

Development of the Project Highway

1. Development of the Project Highway


Development of the Project Highway shall include design and construction of the
Project Highway as described in this Schedule-B and in Schedule-C.

Four Laning of the project stretch shall include widening and strengthening of the
Project Highway as described in Annex-I of this Schedule-B and in Schedule-C.
3. Specifications and Standards
The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.

Annex-I
(Schedule-B)
Description of [Four- Laning]

1. Widening of the Existing Highway


(i) Development of the Project Highway shall include design and construction of the
Project Highway as described in this Schedule-B and in Schedule-C. All drawings
including alignment plans & Profile drawings, traffic signage drawings,
miscellaneous drawings etc. of the project highway are specified in Volume –III shall
be deemed to be part of this Schedule B. The proposed profile of the project highway
as indicated in the Annex-III of Schedule A shall be followed by the contractor (as
minimum FRL) as given in the alignment plan. Based on site/design requirement, the
Contractor may, however, improve/upgrade upon the alignment plans and profiles as
indicated in Annexure – III of Schedule A and raise the finished roadway level (FRL)
with approval from the Authority’s Engineer within the available Right of Way.
(ii) Width of Carriageway
(a) The paved carriageway width shall be as per chainage wise typical cross
section schedule provided in section-16 of schedule-B.
Provided that in the built-up areas the width of the carriageway shall be as
specified in the following table,

2. Geometric Design and General Features
(i) General
Geometric design and general features of the Project Highway shall be in accordance
with Schedule D.
(ii) Design speed
The design speed shall be minimum 100Kmph for Project Highway and approaches of
structure shall be designed on intermediate sight distance.
(iii) Improvement of the existing road geometrics
In the following sections, the existing road geometrics shall be improved to the extent
possible within the given right of way and proper road signs and safety measures shall

4. Road Embankment and Cut Section


(i) Widening and improvement of the existing road embankment/cuttings and
construction of new road embankment/ cuttings shall conform to the Specifications
and Standards given in Section 4 of the Manual and the specified cross sectional
details in section 16 of Schedule-B. Deficiencies in the plan and profile of the existing
road shall be corrected.
(ii) Raising of the existing road shall be as per enclosed plan & profile in Drawing
Volume. Based on site/design requirement, the Contractor may, however,
improve/upgrade upon the alignment plans and profiles as indicated in Annexure – III
of Schedule A and raise the finished roadway level (FRL) with approval from the
Authority’s Engineer within the available Right of Way.

5. Pavement Design
(i) Pavement design shall be carried out in accordance with Section 5 of the Manual.
(ii) Flexible pavement is proposed along the main carriageway and service roads.
(iii) Design requirements
(a) Design Period and strategy
Flexible pavement for new pavement or for widening and strengthening of the
existing pavement shall be designed for a minimum design period of 20 years. Stage

(b) Design Traffic
Notwithstanding anything to the contrary contained in this Agreement or the Manual,
the Contractor shall design the pavement for a minimum Design traffic of minimum
75 MSA for main carriageway and 10 MSA for service roads shall be adopted.

Rigid Pavement thicknesses for toll Plaza shall not be less than that given bleow:

Toll Plaza:-The thickness of Pavement Quality Concrete (PQC) shall not be less than
300 mm, rest over DLC of minimum 150 mm thickness. Below DLC layer, a properly
designed GSB of minimum 150 mm thickness shall be provided at toll plaza.

(iv) Reconstruction of Stretches


All stretches of the existing road shall be reconstructed. These shall be designed as
new pavement.

6. Roadside Drainage
The contractor shall design the drainage along the highway as per drainage plan. The
drainage plan provided with the tender documents is indicative only. After award of work,
the contractor shall get prepared the proper drainage plan of the project on the basis of
contours of the area, outlet availability and discharge requirements including discharge at
the outfall from drains of local bodies. The drainage plan prepared by the contractor shall
be approved by AE. The drainage plan will also be vetted by one traffic experts so that
these drains do not hindered free flow of traffic. Further, the drainage plan will be checked
through joint inspection with the engineers of local bodies/development authority so that
drainage plan is totally integrated with the local body drainage plan. The drain cover should
be strong enough to withstand weight of light commercial vehicle wherever required.
Preferably undergrounds drains with well seized and well-spaced manholes may be
provided to take care of cleaning. Wherever possible self-cleaning cross-section of drains
may be adopted.

Further, for drainage along the highway, NHAI policy circular no. 18.48 dated 8/07/2020
shall have to be complied by the contractor without any change of scope.

9. Traffic Control Devices and Road Safety Works


(i) Traffic control devices and road safety works shall be provided in accordance with
Section 9 of the Manual.

(a) Traffic Signs: Traffic signs include roadside signs, overhead signs and curb
mounted signs along the entire Project Highway.
(b) Pavement Marking: Pavement markings shall cover road marking for the entire
Project Highway.

(c) Safety Barrier: Provide Thrie beam crash barrier along the project highway at the
locations as per Schedule D and as per site requirement.
(ii) Specifications of the reflective sheeting
Retro reflective sheeting should be of high intensity grade with encapsulated lens or
with micro prismatic retro reflective element in accordance with ASTM Standard D
4956-04.
10. Roadside Furniture
(i) Roadside furniture shall be provided in accordance with the provisions of Section 9 of
the Manual.
(ii) Traffic Signs, overhead traffic signs, pavement markings, and road side delineators
shall be provided along the project stretch as per schedule-D.
(iii) RCC boundary Pillar shall be provided along the entire length on either side
according to the drawing enclosed in drawing volume.
Note: The numbers and location of Traffic Signage shown in Traffic Signage plan are
tentative and minimum specified. The actual numbers and location of Traffic Signage
shall be determined by the Contractor in accordance with the IRC: SP: 84-2019
requirements with approval from the Authority’s Engineer. Any increase in the
number specified in this Clause of Schedule-B shall not constitute a Change of Scope,
save and except any variations in the length arising out of a Change of Scope
expressly undertaken in accordance with the provisions of Article 13.

11. Compulsory Afforestation


Avenue/Median Plantation shall be done within the ROW as per IRC SP-84 2019 and
National Green Highway Policy of 2015 and species of the tree shall be finalized after
consultation with authority.
12. Hazardous Locations
The safety barriers shall also be provided at the following hazardous locations:

15. Change of Scope


The length of Structures and bridges specified hereinabove shall be treated as an
approximate assessment. The proposed span arrangement of above structures may be
changed based on innovative design of structure, latest construction techniques and
aesthetics of structures and the actual lengths as required on the basis of detailed
investigations shall be determined by the Contractor in accordance with the
Specifications and Standards. Any variations in the lengths specified in this Schedule-
B shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 13.

17. Maintenance of Existing Road

a. Existing stretches of Project highway corresponding to below mentioned


bypass/realignment shall be maintained by Contractor in traffic worthy
condition during construction period. Maintenance shall cover at least an
overlay of renewal coat during construction period. Contractor shall provide
overlay layers of 40mm BC & 60 mm DBM and 150mm Hard Shoulder (Both
Side), Road Marking and etc on the entire stretch. The details of chainage are

The Contractor shall construct the Project Facilities in accordance with the provisions of
this Agreement. Such Project Facilities shall include:

a) Toll Plazas
Except otherwise provided in this Schedule-C. Toll plaza shall be design as per
Section 10 of the Manual (IRC: SP: 84-2019), Toll Plazas including all facilities
shall be provided at the Following locations:

lanes in the toll plaza subject to the condition that all lanes except one lane on
each side shall be FASTAG/ETC lanes. The remaining one lane on each side
shall be Hybrid lane in line with MoRT&H policy circular no. H-25016/01/2018-
Toll dated 19/07/2019. Stage construction shall not be allowed.

(ii) Solar panels shall be erected over the Toll Plaza Canopy to generate
the green energy. The same shall be utilized for toll plaza lighting with
LED lights and other energy requirement within toll plaza area. In
addition to solar panels conventional electricity shall be provided by
Contractor. All charges/cost of solar panels, conventional electricity and
ancillary infrastructure shall be borne by the Contractor.

(iii) Medium or higher speed Weigh in Motion (WIM) devices with bending plate
technology shall be provided in all toll lanes at Toll Plaza Location. In addition
to WIM, Static weigh Bridge (SWBs) shall also be provided on each direction.

(iv) Point of sale (POS) with card swapping machines shall be provided.

(v) Highway nest mini consisting of food and beverages kiosk, water ATM,
separate toilet facility under Swach Bharat along with parking facility
for road users shall be provided on each direction (LHS & RHS) near Toll Plaza as
per NHAI guidelines no. NHAI/GM(T)HO/Highway Nest (Mini)/2017/108290 dated
09.11.2017. Suitable advance signs as per NHAI guidelines no.
NHAI/GM(T)HO/Highway Nest (mini)/2017/111993 dated 24-01-2018 shall be
provided. However the sign boards shall be retro reflective Type XI. The
Toilets facilities must be constructed as per NHAI guideline drawings and
24 hours functionality. Operation and maintenance of the Toilets shall be
carried out by the Contractor during entire O&M period. The toilet facilities
shall follow CPWD specifications including sanitary ware items and fitting. The
number of persons that shall be deployed at each Toilet complex shall be, at a
minimum 3 Safai wale (1 in each 8 hour shift). Each side (LHS/RHS) shall be
treated as one Mini and Toilet complex. The operation and maintenance of the
Nest mini and toilet complex is in the scope of Contractor for the entire
construction and O&M period.

b) Road Side Furniture

Road side furniture comprising road signs, road markings, object markers, hazard
marker, studs, delineators, attenuators, safety barriers, pedestrian guard rails,
boundary stones, kilometer stone etc. shall be provided as per Schedule D.
The roadside furniture shall also include the following minimum provisions:

I. Crash Barrier

W beam Metal Crash Barrier: W Metal Beam Crash Barrier shall be provided at built up
location, high embankment & bridge approaches and curve locations where radius is less than
450m and wherever else required as per Manual. The locations for these provisions shall be as per
Section 9.7 of manual and finalized in consultation with Independent Engineer/Project Director,
NHAI. Metal beam crash barrier shall also be provided in the entire median length as shown in
TCS drawing (Refer figure 9.13 of the manual).
New Jersey Crash Barrier: New Jersey crash barrier shall be provided in approaches of structures
as shown in TCS schedule and wherever else required as per manual.

II. Pedestrian Guard Rail (MS Railings) shall be provided as per Manual.

III. Traffic Signs: Traffic Signs viz. roadside signs, overhead signs and kerb
mounted signs shall be provided along the entire Project Highway as per Manual.

IV. Pavement markings: The pavement markings shall cover the road markings for the
entire Project Highway as per Manual.

V. LED Traffic Beacons: These shall be provided on the entire project


highway near pedestrian crossings, public gathering places (Educational Institutions,
Hospitals, Worship places etc.) cross roads at Major and Minor Junctions and
wherever required as per Manual.

VI. Studs: Road Studs shall be provided at Horizontal Curve below 700m, median
opening, intersections, Cross roads & Built-up areas (Excluding Toll Plaza
location) and wherever required as per Manual.

VII. Delineators: Delineators for night time visibility shall be provided for the entire
project Highway as per Manual.

VIII. Boundary stones shall be provided at the boundary on both sides of Right of
Way as per IRC SP: 84-2019.

IX. Hectometer/Kilometer Stones: Shall be provided for the entire project


Highway.

c) Highway Lighting/Street lighting:


Highway lighting (LED) shall be provided at the following locations:

i. At Bus bays, bus shelter, junctions, Interchanges, and Grade separators including
approaches, built up sections, Slip Road & junctions as location given in schedule
– B, and wherever required as per Manual

ii. High mast Lighting


High mast lighting shall be provided along the Project Highway at Grade Major
Junctions and Bypass Start & End and wherever required as per Manual Not to be
limited only to the above specified locations and it shall be finalized in
consultation with Authority Engineer / Project Director, NHAI.

Contractor shall install, maintain and operate highway lighting/ street lighting including
electrical connection in the name of authority during entire concession period including
operation & maintenance period.

(d) Pedestrian Facilities


Pedestrian facilities in the form of guard rails, footpath, lighting, etc. shall be provided as
specified in Manual referred in Schedule D.

(e) Truck Lay-byes

Tentative locations of truck lay-byes on either side of the road are given below; however,
suitable locations shall be decided in consultation with NHAI and Independent Engineer.

(f) Bus Bays and Bus Shelters

The Contractor shall provide minimum of 20 nos. of Bus Bays including Bus Shelters
along the project highway and also only Bus shelters shall be provided at all major,
minor & other junctions and the locations are given in Appendix C I. The locations of
these bus bays shall be finalized by the Contractor in consultation with the AE.

(g) Pedestrian/Cattle Crossing:

Pedestrian facilities shall be provided in accordance with the Manual of


Specifications and Standards as referred in Schedule “D”.

(h) Traffic Aid Posts

Traffic aid post shall be constructed at the toll plaza in consultation with the Authority
Engineer/Project Director, NHAI, not exceeding 25 (twenty five) square meter of plinth
area.

(i) Medical Aid post

Medical Aid post shall be provided as per the Manual.

(j) Vehicular Rescue Posts

Vehicle Rescue post shall be constructed at the toll plaza in consultation with the
Authority Engineer/Project Director, NHAI.

(k) Highway Patrol unit

Contractor shall provide 1 no. Highway Patrol Vehicle (Vehicle shall be of GPS mounted

required for operation of the vehicle during the entire DLP period. These shall confirm to
the specifications mentioned in Schedule D and NHAI/Policy Guidelines/ strengthening
the incident management services/ 2018/ Policy no 12.19 dated 20.03.2018.

(l) Emergency Medical Services

EMS/ Ambulance shall be provided by the contractor as per clause 12.11 of the Manual and
NHAI/Policy Guidelines/ strengthening the incident management services/ 2018/ Policy no
12.19 dated 20.03.2018 including personnel required for operation of the vehicle during the
entire DLP period.

(m) Crane service: Crane service shall be provided by the contractor as specified in the clause
12.12 of the manual and NHAI/Policy Guidelines/ strengthening the incident management services/
2018/ Policy no 12.19 dated 20.03.2018 including personnel required for operation of the vehicle
during the entire DLP period.

(n) Operation and Maintenance Centre: Operation and Maintenance Centre shall be
provided as specified in the manual.

(o) Landscaping and Tree Plantation

Landscaping of the highway shall be done as per the manual,. The landscaping shall be

done as the following locations:

i) Toll Plaza Area, Truck lay bye area and Interchange or any other location

specified in the manual.

ii) Roadside avenue tree plantation as per GreenHighwayPolicy2015 of NHAI and

manual.

iii) Median Plantation as per Green Highway Policy 2015 of NHAI and manual.

It is further clarified that the Contractor shall be responsible to plant and maintain minimum
800 nos of tree per km. length of highway in avenue i.e. on both sides of highway.
Contractor shall also be responsible for plantation and maintenance of minimum 800 nos
of plants/ tress per km. length in the median of the highway. Species of plants/ saplings to
be planted on avenue and median shall be approved by the Independent Engineer and
Authority.

(p) Communication system: Communication system shall be provided as specified in the


manual. Telecom system shall be provided at the Toll Plazas for convenience of the users of
the Project Highway.

Specifications and Standards for Four-Laning

1 Manual of Specifications and Standards to apply

Subject to the provisions of Paragraph 2 of this Annex-I, Four-Laning of the Project Highway shall
conform to the Manual of Specifications and Standards for Four- Laning of Highway Through
Public Private Partnership Published by Indian Road Congress IRC:SP:84-2019.

2 Deviations from the Manual

2.1 Notwithstanding anything contained in the aforesaid Manual, the following
