Further, it has to develop manpower for different levels of economy and thus provide one of the major inputs to the national effort for self-reliance and improvement of the quality of life. Developments in communications, travel and trade over decades have produced a global network of ideas, institutions and economies. Engineering practice and its related technologies have become global in scope and scale. To be effective, today's engineering graduate must not only be grounded in scientific and mathematical fundamentals, engineering principals and design but must also have a global outlook and the broader skills to work in society in both home country and internationally. Engineering education is thus challenged to prepare a technically competent graduate. Ideally, engineering education programs attempt to lead engineering practice due to their role of preparing future engineers. Nepal Engineering Council, as per its Act, is vested with statutory authority for planning, formulation of Norms and standards, monitoring and evaluation and ensuring coordinated and integrated development of Engineering education, Engineering profession within the country. |, genuinely hope, that with the cooperation of all the concerned agencies, we will be able to develop and maintain a bench mark that will help to set quality of engineering education. pete — Er. No. 2639 (Civil) Chairperson CESS ToC igo re lor Le Nepal Engineering Council an apex nation body, regulates the engineering profession and ensures the responsibility to put engineering application more scientifically, professionally and practically to work for the advancement of engineering profession in various disciplines. NEC ensures registration for engineers and underpins the system and process that ensures the current and future safeguarding of society. As a regulatory body for the engineering profession in Nepal, NEC sets and maintains the standard of profession competence and commitment by which individuals are accessed for registration NEC as per ACT is vested with statutory authority for planning formulation of Norms and Standards, monitoring and evaluation and ensuring coordinated and integrated development of engineering education in Nepal. NEC holds the responsibility to grant approval for starting new technical institution and for introduction of new courses or programs in consolation with the agencies concerned. To meet obligation, NEC has developed Norms and Standards for Engineering Institutions which is periodically updated making it more effective. Nepal Engineering Council Act 1998, Nepali and Non-Nepali Engineers working with Government. Diplomatic Mission semi Government, Private Sectors, NGO's Bilateral and Multilateral Agencies, Research and Academic Institutions, Counsultants Contractors etc., are required to get registered in the Council and are obliged to abide by its professional Code of Conduct. With the increasing number of engineers from various discipline, Nepal Engineering Council has stepped into 19th year of its establishment. {am realy henored to be a part and to put few words inthis Eleventh publication of Engineering is the art of organizing, directing human being and controlling the forces and materials of nature for the benefit of human race. Introduction: Nepal entered into a modern phase of development process after the political change in the sixties. Engineering activities began to contribute to the development of the country and the engineering profession started to gain importance in the society. The engineering manpower began to grow in number and was involved in all spheres of national development. Furthermore, the introduction of democracy in 1990 encouraged the growth of establishment of engineering colleges in Nepal and the enrollment of students into these engineering colleges started growing very fast. At present it is expected that nearly 3500 engineers would be graduating from local engineering colleges every year. To make the engineering profession more effective, Nepal Engineering Council was established under the Nepal Engineering Council Act, 2055 . As per the Act, NEC has been vested with the statutory authority for the planning, coordinated development and monitoring of engineering profession and education in the country. NEC Act 2055 gives an outline on the formation of the Council, the tenure and the roles and responsibilities of the Chairperson, Vice Chairperson and the Registrar. Nepal Engineering Council Rules, 2057 has also been prepared and approved by the Government as per the provision of Clause 37 of the Act. It defines the registration of engineers into three following categories. a) General Registered Engineer b) Professional Engineer c) Non-Nepali Registered Engineer. NEC Rules 2057 also lay down the Professional Code of Conduct for engineers registered with the Council. As of Kartik, 2075, 47373 Engineers have been registered with NEC. NEC has started registration of professional Egineer (PEng.) Nepal. It has registered 13 PEng till to date. Total of 48 Engineering colleges have been approved by the Council to run various faculties of engineering with different intake capacities. 2. Objective The objective of Nepal Engineering Council is to make the engineering profession effective by mobilizing its resources in a more systematic and scientific manner. The Engineers practicing in Nepal are required to register in Council as per its Act. The duties and responsibilities of the Council are = To prepare policies, plans and programs for the smooth functioning of the engineering profession and to execute them. = To set norms and standards for engineering education in Nepal. = To grant permission and approval to carry out engineering education to those engineering colleges and institutions that meet the required norms and standards and to recognize their degrees and certificates. = To monitor and inspect the quality of engineering education provided by the engineering colleges and institutions. = To fix the necessary qualification in order to practice engineering profession and to register them in the Council. = To cancel the registration of the engineer if found to violate the Code of Ethics. 3.
