III. Objectives of Maintenance
The primary objective of an effective maintenance program is the retention, in as near original
condition as possible, of school buildings, grounds, and fixed equipment assets. This is achieved
by proper operation, cleaning, repairing, and component replacement throughout the required life-
cycle of their use. Other objectives are to:
Ensure that facilities are operated in an effective, safe, and economical manner.
Provide a maintenance plan for buildings, grounds, and fixed equipment, which eliminates or
reduces to a minimum level, the risk of fires, accidents, and safety hazards; thereby, protecting
their occupants as well as the public's capital investment.
Facilitate continuous use of facilities without disruption to the educational program by applying
the principles of Preventive Maintenance (PM) to reduce any interruptions caused by
unanticipated repairs.
Reinforce the learning process by maintaining the interior and exterior of a school to make it a
place that students, school staff, and local communities will appreciate and respect.
Manage all maintenance efforts so that the maximum amount of work is accomplished within
the resources provided.

IV. Maintenance Funding Resources
This plan addresses the continuing effort to reduce the maintenance backlog through available
funding programs. The Maintenance operating appropriation continues to be funded for routine
maintenance requirements at approximately the same level for more than last 25 years. To
compensate for this, we have the support at the local and state levels through the capital
improvement program. In the FY 2017 capital budget, the Board of Education requested $20
million to address growing systemic needs and $7 million to address the growing backlog of
repairs. Local government fully funded the $20 million requested for the System’s systemic
needs, but reduced the funding requested for backlog to $5 million. The systemic funds received
will address the replacement of major building components such as HVAC systems, electrical
systems, and roofing surfaces. Backlog reduction funds received will address the replacement of
systems such as flooring, exterior doors and hardware, asphalt paving, cyclic painting (projects
that are ineligible for state funding), and more routine maintenance. At the current and projected
rate of funding, these programs continue to be inadequately supported to sustain the increasing
systemic and backlog needs.

qualify for state funding. These funds are used on such projects as public address systems, fire alarm replacements, carpet/tile
replacement, driveway/sidewalk replacement, HVAC and boiler work in non-instructional buildings. The work in these and other
categories are listed in the appendix with project lists for each school.

Check bearings for shaft endplay/wear
The Preventive Maintenance office, since its inception in 1994, has undergone a 58 percent reduction
in staff leaving equipment at risk of increased maintenance needs in the future. The increased need for
substitute chief custodians has further diminished the preventative maintenance work accomplished.
VIII. Boilers
Anne Arundel County Public Schools maintain an aggressive boiler safety and operations program.
Boiler safety is a critical element for all school facilities and complex engineers and HVAC/Plumbing
mechanics. The Operations and Maintenance Offices provide an ongoing training program that focuses
on proper maintenance procedures. The Operations and Maintenance Offices annually clean and
inspect all operating boilers internally. A professional chemical water treatment program has also been
instituted. The public schools’ boiler certification insurance is with CNA Risk Control. This contract
is monitored by the Manager of Plumbing Systems under the supervision of the Senior Specialist
Mechanical Systems.

Occupational Safety Regulation
The Maintenance Office ensures asbestos (AHERA) compliance for Anne Arundel County Public
Schools.
The Energy Conservation Division remotely programs the scheduled start/stop times and operates
heating and cooling equipment to maintain proper temperature set-points, according to building
occupancy and after-school activity requests at approximately 98 percent of our schools. This is
done via Intranet connections to the central monitoring office at AACPS Division of Facilities,
Fort Smallwood location. New and upgraded schools are added to the system with the latest
technology increasing the schools systems availability to maintain proper operating conditions
and energy efficiencies.
Curtail use of the summer air conditioning to conserve energy and to avoid peak demand
charges.
Use of control strategies to limit electrical demand charges and performs audits of
electric, gas, water, and other utility charges.
Keep energy database correct & complete for all schools on Portfolio Manager.
Monitor reduced electric consumption via EnerNoc’s Demand Response and Insight
Programs. Currently, the school system has 50 schools enrolled in this program.
Conserve energy by working on new projects using the latest energy conservation
technologies for lighting, solar, and water-reduction applications in existing schools and
by conforming to LEED-requirements in new schools.
Administer energy savings competitions between EnerNoc schools during long weekends
and holidays.
In its first three years, the Energy Conservation Division has achieved the following:
$ 377,410 in rebates and lighting upgrade incentives resulting in savings of more than
935,300 kilowatt hours of electricity.
Current projects for FY ’17 are expected to generate additional savings in both energy consumed
and cost avoidance.

XI. Mechanical System Controls
Mechanical System Controls remotely manages approximately 90 percent of our schools via web
based connection to the AACPS Division of Facilities, Fort Smallwood location. New and upgraded
schools are added to the system with the latest technology, increasing the school system’s ability to
maintain proper operating conditions and energy efficiencies. Duties of this office include:
Ensure that space temperatures are set back during evening/unoccupied hours throughout the year.
Work closely with the Mechanical Systems HVAC technician to positively identify any heating
or cooling equipment malfunctions to guarantee limited down time.
Increase the efficiency and safety of equipment with a structured preventive maintenance program.
This office also provides alarms for the Operations and Maintenance Offices should a major HVAC
problem occur during non-school hours. This allows the aforementioned offices time to service the
problem before collateral damage can occur, and ensures that the school opens on time for students
and staff.
