CHAPTER 1

INTRODUCTION

A community comprises different kinds of people having different customs and traditions

and different beliefs that is accepted to their practices, with different status in life and with

different individual difference that is accepted and unaccepted to others, with different likes

dislikes too and having rules and laws to follow in order to live as one.

Here is a community lies on the eastern part of the municipality of Sto. Domingo, Ilocos

Sur. A part of it is situated near the root of the mountain the Sitio Killayan of Barangay Lussoc It

is situated 6 kilometers in its farthest part from the town proper. It is mainly on agricultural

barangay where most of the people earn a living by means of farming, although there are

already sons and daughters who have made it successfully in the fielded.

The place is legendary having gotten its name “LUSSOC” from a famous from

generation to generation to generation.

The story goes:

In the olden days, where only few houses were yet seen in the barangay, the few people

living here rested their carabaos after a day’s work in a spring situated at the southern end of

the barangay (now near the entrance mark).

One late afternoon, two farmers went to that spring to give their carabaos a cool sooting

bath after a day-long plowing in the field. The carabaos were a Kabay-an (female) and

Kalakian(male).

Like human beings longinf for a refreshing dip, the two took plunge into the clear water. As they

did so, the owners also began to relate to each other the day’s accomplishment and work. The

folks didn’t notice that their carabaos were sinking deeper and deeper into the water. Deep in
conversation, it was late when they realized that their carabaos were no longer there. They

looked around thinking the two carabaos had gone astray looking for some green grass to

graze. But the two simply disappeared. They took a dive into the spring but the carabaos were

not there, instead, on the spring ben, they found a big hole the size of a carabao.

The barrio folks did not associate the hola to the carabaos at first. They just presumed

that the hole was already there for a long time (for nobody tried diving that deep befor). The

following morning, news reached the barrion folks that there were two carabaos of unknown

ownership, which were at the mouth of the sea at the western part of the town.the two owners

went to see if theose were theirs.

To their amazement, the carabaos were theirs. The people then concluded that the two

passed through the big hole which led to a tunnel which is connected to the seaside. Hence

since then, the name Lussoc which means a whole was adopted as a name to this place.

In the late 60’s, a move to change the name into San Isidro, in honor of the patron sant

was started. The move was made because when ladies come to the place, transport services

would always ask “Agpa – Lussoc ka Ading?” which has a bad connotation. Or if people would

ask the name of the place where they come from, upon hearing the name of the place, some

unfavorable remarks would be heard. But the old folks decided against changing the name of

the place, because its water is steadily flowing even during summer time. It is a source of

irrigation to the farmers situated at the southern and southwestern part of the place. This is the

story on why the place has maintained its name “LUSSOC”.

Lussoc has a population of 1231 with 292 households and 369 families, Senior Citizens

are all in all 166 oldies and some of these are receiving Social Pensions from DSWD. In this

community, they have 22 PWDs. It has a total of 160 registered who are receiving benefits from

the Department of Agriculture and using also machineries from the same department. Out of

160 famous there 87 who are having the basic needs farming like generator and kuliglig.

For the reproductive ages in the community it has 3 pregnant women as of this month of

December 2020 and 8 are breastfeeding their babies. 30 out of the reproductive are using Pills

as their choosen Family Planning. There are 66 who belong to the immunization groups 0-59

months old. One is underweight, a five year old boy according to the Barangay Nutrition Scholar

and since it is pandemic, they cannot give the feeding, only they give their Health Education

about nutritional value and the sources of food nutrients.

The power of electricity in the community is supplying 292 households but one of is cut

off due to default in paying because of financial problem so as of this month of December 2020,

291 is using the electric power and one of the household I have interviewed is one of these who

have low level of living. Household with existing Pump well is 261 and 31 households do not

have and they are showing from their neighbors and 7 of the 31 who do not have are the

households I interviewed.

The number of household with sanitary toilet is 287 and there are 5 who are sharing

from their neighbors and of them is the household I interviewed. The reason why do not have is

financial problem to buy for cement and hollow blocks.

Waste Disposal in this community is by burning almost all households are having

backyard gardening and fruit trees.

As of now December 2020 Lussoc is clean as I saw when I visited all the 6 zones and

during the night starting at 7:00 pm some are out from their houses watching the Christmas light

from every zone who have one corner fixed beautifully an orderly.

I have known the 5 leading causes of morbidity in the community

The progressive community has its our Barangay Health Council with Barangay Health

Workers and Barangay Nutrition Scholar near to it are the Day Care Center. Barangay Hall and

on the opposite side are the chapel and the covered court. Near to these community facilities

are the public schools like High school, Senior High School and Elementary School.

So I may say that this community is one of the cleanest and progressive Barangay of the

Municipality of Sto. Domingo and the people are hospitable. There is also unity of the People.
