Part I: School and Classroom Practices in the Implementation of MTB-MLE
1. What language/s or dialect/s is being used in your Mother Tongue Class?
Mother tongue is the language which a child starts hearing after being born and thus, it also helps in
providing a definite shape to our emotions and thoughts. Learning in your mother tongue also is crucial
in enhancing other skills such as critical thinking, skills to learn a second language and literacy skills.
2. How many students are you handling per Grade level?
In a class of 30 Grade 3 pupils
3. Give one practice that you do in your class in implementation of MTB-MLE
As a subject, mother tongue education focuses on the development of speaking, reading, and writing
from Grades 3 in the mother tongue. As a medium of instruction, the mother tongue is used in learning
areas from Grade 3 except in teaching Filipino and English subjects.
Part II. Your Simple Thoughts
1. Is the implementation of Mother -Tongue of great help in your class? how?
Yes. Mother tongue in education refers to when a school or educational institution integrates the
language a child is most familiar with (their mother tongue) into the classroom lesson along with the
school’s lesson (such as English). This is normally the language that the child speaks at home with their
family.
2. What can you say in the implementation of MTB-MLE?
Mother Tongue Based-Multilingual Education (MTB-MLE) policy in The Philippines involves
implementation of local mother tongues as the language of instruction in Kindergarten to year three (K
-3) with the official languages (Filipino and English) being introduced as the language of instruction after
grade three.
B. Answer the following questions
1. Do you think the practice being implemented by the interviewee can be implemented to all students
from Kinder to Grade 3? Why? Why? not?
In the years from kindergarten through Grade 3, children are expected to develop competence in
academic areas: language and literacy, mathematics, science and technology, and social
studies. However, these vignettes show that academic competence needs strong support from other
areas of children’s development
2. What did you gain in your interview with the teacher?
what I got from the teacher interview was how to teach the students mother tongue
ACTIVITY 2. What are your thoughts?
Direction: Discuss the following statements/situations comprehensively in 5 sentences for each number.
1. DepEd Order 31 s, 2013, specifies (a) that Filipino is the Medium of Instruction for Filipino from Grade
1 to Grade 3; it also specifies (b) that English is the Medium of Instruction for English from Grade 1 to
Grade 3. Some claim that DepEd shall adhere to the K-12 law that states that the “curriculum shall
adhere to the principles and framework of Mother Tongue-Based Multilingual Education (MTB-MLE)
which starts from where the learners are and from what they already knew proceeding from the known
to the unknown? Not all pupils have Filipino nor English as mother tongue. Isn’t the teaching of Filipino
and English in Grade 1 contradictory to the K to 12 law? Discuss your answer.
“Basic education shall be delivered in languages understood by the learners as the language plays a
strategic role in shaping the formative years of learners.“For kindergarten and the first three (3) years of
elementary education, instruction, teaching materials and assessment shall be in the regional or native
language of the learners. The Department of Education (DepED) shall formulate a mother language
transition program from Grade 4 to Grade 6 so that Filipino and English shall be gradually introduced as
languages of instruction until such time when these two (2) languages can become the primary
languages of instruction at the secondary level.”
2. Does the implementation of MTBMLE need a legal basis? Explain.
The Mother Tongue of the learner shall be the primary medium of instruction for teaching and learning
in the kindergarten level in public schools. Provisions: When the pupils in the classroom have a different
mother tongue or when some of them speak another mother tongue.
