Definition

Specifications are an element of the contract documents,


consisting of the written requirements for materials,
equipment, systems, standards and workmanship for the
work, and the performance of related services.

 Specifications describe the following:


1. Type and quality of every product in the project, from the
simplest material through full functioning systems.

2. Quality of workmanship, including quality during


manufacturing, installation and finishing.

3. Requirements for fabrication, assembly, application, and


finishing.

Definition

4. Applicable regulatory requirements, including codes and


standards applicable to the performance of the work.

5. Overall, as well as component dimensional requirements


for the specified materials, manufactured products, and
equipment.

6. Specific descriptions and procedures for product


alternatives.

7. Specific requirements for the administration of the contract


for construction.

Specifications should not duplicate information contained on the


drawings, as this may lead to contradiction and confusion.

Profile of the Specifier

 The specifier should have the following qualities:

1. Be proficient in the use of the written language, through


producing precisely worded statements, that are easily
understood by a wide spectrum of people.

2. Have research and reading skills due to the requirement


of working with large quantities of information in search of
precise information.

3. Be skilled in verbal communication, as he consults with


other professionals in many disciplines (Architectural,
Structural, Mechanical and Electrical).

Profile of the Specifier

4. Have a thorough knowledge of construction products and


materials, and field construction practices.

5. Have a clear understanding of the legal principles


involved in each document he prepares.

Reference Information for Developing Specifications

Before writing a specifications section, the specifier must


have reference information on the specified products.

 The sources for this reference information include:

1. Manufacturer’s supplied information, including product


data available in catalogs.

2. Handbooks published by trade associations whose


members are manufacturers, fabricators, and installers.

3. Product representatives who supply technical information


and expertise.

4. Personal experience of the members of the project team.

5. Specifications for similar construction projects, where


similar products and methods were used.

Product Selection Decisions

The approach for selecting products for construction is


similar to that of selecting goods for any other purpose.

 The selection should be based on an assessment of


the products against specific criteria derived from the
owner’s requirements.

There are several factors to consider when assessing a


product for inclusion in the project. These factors include:
1. Suitability of the product.
2. Manufacturer.
3. Installation.
4. Cost.

Product Selection Decisions – Factors to Consider

1. Suitability of the Product - The specifier needs to:

 Determine the appropriateness of the product for the


project, including its functionality and aesthetics.

 Determine its physical limitations and compatibility with


the other products to be used.

 Confirm that the product is readily available, and able to


identify to what extent it is warranted.

 Determine the product’s life expectancy and its


maintenance requirements.

 Verify that the product complies with the applicable codes


and regulations.

Product Selection Decisions – Factors to Consider

2. Manufacturer - The specifier needs to:

 Ensure that the manufacturer is trustworthy, since most of


the information on the product and its application comes
from the manufacturer.

 Determine what technical services the manufacturer


provides and whether these services are available locally.

 Determine if shop drawings need to be provided, and if


orders are delivered on time and supervised during the
installation.

 Consider how the manufacturer will handle defects


associated with his products.

3. Installation - The specifier needs to:

 Determine the suitability of the manufacturer’s instructions


for installation for the particular conditions of the project .

 Consider the availability of skilled workers and complexity


of the installation.

4. Cost - The specifier needs to:

 Be aware that if a material is inexpensive, it does not mean


that the installation would be also inexpensive, as well.

 Consider maintenance and operational costs. Initial cost


should not be the only factor in selecting a product.

Divisions of Specifications - MasterFormat

The MasterFormat is a standard for organizing specifications


for commercial and institutional building projects.

 It assists the user (A/E, Contractor, Sub-Contractor and


Supplier) in locating specific types of information.

 The MasterFormat is developed by the Construction


Specifications Institute (CSI).

 In November 2004, the MasterFormat expanded from


being 16 Divisions to 50 Divisions, reflecting innovations
in the construction industry.

 The MasterFormat provides a master list of divisions,


section numbers and titles within each division, to follow
in organizing information about a facility’s construction
requirements and associated activities.
