1.0 INTRODUCTION

The purpose of this procedure is to establish general guidelines addressing all

requirements that might be necessary to assure that filling and back filling
operations conform to Project requirements with particular reference to SAES-A-
114 for the Tanajib sea water treatment plant expansion project.

All fill and backfill operations shall be covered by work process format, identifying
all the applicable activities from this procedure. The work process format only
shows those items or activities that require inspection and verification as may be
listed on the work checklist.

2.0 SCOPE

The scope of this procedure includes back fill which is considered to be the
placement of a selected soil material of controlled density and moisture to meet
pre-engineered criteria for one or more of the following purposes:

a. Filling a void excavated for the placement of an embedment and returning

the area to a condition similar to its original one.

b. Replacing an area’s natural soil with select fill material to improve its
properties by increasing the soil drainage, erosion resistance and load
bearing ability.

c. Preparing an area for load bearing purpose such as road base or

structure foundations.

d. Building embankment or otherwise altering an area’s line and grade.

The type of backfill considered for the purposes include: on site fill
material imported fill material, select fill material and structural quality fill
material.

4.0 RESPONSIBILITY

The Construction Manager/ Engineer shall be responsible for complying with the
procedures and details of the project design drawings and specification in the
performance of backfilling operations.

The civil inspector shall be responsible for coordinating & supervising the
required testing activities as well as monitoring the progress of backfilling
operations as outlined in this procedure.

PROCEDURE

5.0 WORK PLAN

The civil Construction Engineer shall review the project's drawings, specifications
and identify all locations requiring on site general fill material, selected fill
material or borrowed fill material. He shall choose the appropriate backfill
method, including the type and quantity of earth moving equipment and
compaction equipment, layer thickness, extent of moisture & density control for
the backfilled area. The plan shall be based on design requirements, equipment
and personnel availability, type and size of embedment and other relevant
information.

6.0 TESTING

The civil inspection engineer shall review the project specification and determine
the testing requirements to be performed by an Independent Testing Laboratory,
as follows:

a. Analyze the suitability of backfill material from proposed material source.

b. Determine the optimum moisture content for backfill material.

c. Determine the minimum required compaction density for the compacted

fill material.

d. Monitor both the density and moisture content of backfilled material as it is

being placed.

7.0 MONITORING

The civil inspection engineer shall monitor backfill operations on a milestone

basis.

8.0 WORK CHECKLIST

Saudi Aramco check lists SAIC-1001 to 1006 will be used. The work checklist is
a summary of work instructions. The intent of the work checklist is to provide a
listing of possible activities that may require inspection or verification, in the
performance of backfilling operations. The civil superintendent shall use this
work checklist to prepare work process format, he shall select those activities
from the work checklist that are appropriate and applicable to the particular
backfilling operations.

9.0 BACK FILL MATERIAL

 Ensure that backfill material is received from the approved backfill material
source including borrow pits, site excavation and off site sources. The
backfill material shall conform to the requirements of SAES-A-114.

 Ensure that proposed backfill material is properly analyzed to determine

its suitability.

 Ensure that the optimum moisture content and density of the backfill
material are determined and are acceptable for the purpose

 Ensure that the backfill material is properly stored in a manner to prevent

contamination by unacceptable material.

10.0 PLACEMENT

 Ensure that the moisture content of fill material is controlled throughout

backfill operations.

 Ensure that moisture content of placed backfill material is analyzed at a

frequency as specified in Project specifications.

 Ensure that fill is placed in uniform near horizontal layers. The compacted
depth of each layer shall not exceed the specified depth.

11.0 COMPACTION

a) Ensure that the required density for the placed backfill material is
determined by the Independent Testing Laboratory, in accordance with
ASTM-D-4254 & ASTM-D-1557.

12.0 GRADING

 During the course of work, ensure that the fill is spread, leveled and
compacted to the indicated elevations.

 After completion of work ensure that surface is fine graded and level, free
of debris, pockets, lumps, drained and true to the required elevation.

13.0 SAFETY

Ensure safety precaution as per MAC / Saudi Aramco Safety Manual. A safety
supervisor will monitor the closely with all the safety requirements in place.

14.0 FIELD QUALITY CONTROL CHECK

 Check following before backfill operation:

 Completions of construction below finish grade.
 Inspection, testing, approval and recording locations of underground
utilities.
 Removal of concrete formwork.
 Removal of shoring, bracing.
 Removal of trash and debris.
 Completion of vapor barrier placement.
 For building slabs and other locations (if not otherwise specified) check that
site excavated fill or borrow fill material that has been sampled and
approved is being used.
 For walkways and pavements check that either sub-base excavated fill,
select fill or a combination of both is being used.

 Check that moisture content is controlled throughout back filling operations.
 Check that fill material is properly spread horizontally, in layers of
appropriate thickness to achieve 20 cm compacted depth or as approved
by JGULF/ Saudi Aramco.
 Check that backfilling material is compacted in layers to desired density.
 Check that backfill is placed to the indicated level.
 Check that the surface of filled area is leveled and fine graded.
