2. - COMERCIAL BACKGROUND OF
THE TUG.
This Tug has being operated by Meyer´s group at the Panama´s Port since 2014. The Tug
has also worked inside the Panama Canal Waters as well to close locations to all kind of
port maneuvering. She has performed quite well although some technical problems in the
pass.
This tug has been without of operation for more than one year, due to problem to find
spare parts a later on for Dry dock for repairs and legal issued between the parties.

3. – Full Inspection report
3.1. - Deck and Navigation.
The Main Deck has not rust except for some components of the Hatch cover of the
Emergency Exit at forward and aft, as well the forward bosun store.
The accommodation is in good painting condition and only need washing and some minor
touch ups. All store need clean and tidiness. Also the protection components for comply
with ISPS need to be renewed (Cameras, switches for Alarm, etc.). There is one window
in the crew lounge that need replace the safety glass. All Fire equipment components are
painted and complete. Port access stair from forward to poop deck need replace all steps.
Stern MAIN ROLLER needs to be freeing. Aft Winch need deep maintenance and
repairs some broken hoses. There are some oil drums in aft deck (new). There is a 10
inches pipe without flange in one end. Aft deck needs tidiness. Dry Powder Extinguisher in
aft need re-inspection. Many loose materials and pieces loose on aft deck. Garbage
system is ok. Aft Crane looks operative condition (not tested). Towing components are
complete. Engine room CO2 System looks like operative (Last inspection Sep 2016).
Pneumatic controls are in good order. All spill trays are in good order. Hydraulic hoses
need fasteners. Under bridge storage for Air conditioning evaporators need cleaning and
tidiness. All cable looks in very good condition. The gyro compass, need to be serviced by
certify technician, since it had been turned off for very long time. PBX phone central looks
fine.
3.2. - Class and Certification.
According with the Class 12245W from Bureau Veritas, exist three class conditions, that
we had understand the previous charterers has cleared off but not report was found on
board.
According with VERISTAR, such class conditions are no longer pending. The only class
pending items are the following:

3.3. - Engines and Ship Handling.
When this surveyor visit the vessel with an Engineer, there was no power available on
board and all light and equipment on board were off; so none test at all could be done.
However we had performed a complete vessel search for all accessible areas of the
vessel covering not only the most important areas but also the total vessel compartments.
We have found no damage whatsoever in any place.
In engine room, there was some water in the Bilge that we have tested using a small can,
to see how much oil or sludge can content and practically no trace of oil was found in the
bilge water. Vessel has a 3º list to Starboard side. No tanks were sounded but no water
intake has been observed. The reason of the list was not detected and we are had not
been informed since when this list is present.
No missing equipment had been noted. However we had learned that the EMERGENCY
GENERATOR is out of order due to loose of compression, which logically means need
urgent overhaul.
Engine room has a dangerous condition in reference with the floor plates which none of
them are bolted. This is an important issue that should be corrected.
We had removed the valve cover of both engines and had found that a light rust is present
in the engine components, so before any engine running a full re-commissioning protocol
for both engine must be follow to avoid any possible damage.
All controls indicator were in order as well the Cargo control Room was found in superb
condition. Only need clean ad tidiness for all area.

Schotell components were found full in order with apparently good condition. We had
learned from my source at the Shipyard that all test made to the Tug engines were passed
without any problem under the direct supervision from SCHOTELL technician, after repair
were complete in April of this Year. In conclusion, engines are operative. Small oil amount
was found around the Schotell components, but nothing serious.
No ENGINE LOG Book was available at the moment of his inspection. No Maintenance
record files were found on board.
All electrical panels were found in order and with no evidence of damage parts.
The Chain lockers were found without covers and according with the engineer that was
with me making this surveying, the reason was because the chain use to get twisted and
then blocked inside the chain locker and need to be manually released.
A box with new spare component was found unsorted in the Schotell room. Emergency
wire rope is missing. In general the Engine room is in very good Shape, but we need to
make more running test to confirm the functioning conditions.
3.4. - Deck machinery and remote operations.
The main engine has not rusted, but some areas, especially in the stern need to be
painted. Winches are the biggest problem, and according with the last class report, need
urgent attention.
Valve, Goose neck vent, ballast head venting system, fuel trays, firefighting system, and
other minor components were found in order. All hydraulic pipes for which control had
been replaced by hoses. All doors are in good condition, however some need gasket
maintenance and others need to be freeing.
The deck rail was in good shape. The fender system was in very good condition; however
the area of the fender, touching with the berth were she is actually berthed had been
severely damage and need replacement in a two (02) sections of 2 m each proximately.
4. - Documentary Inspection.
4.1. - Vessel records books: Deck Log, Engine Log, Oil Record Book, etc..
All this log books were not on board. However, we should receive it at the court
when they will receive them.
4.2. - Port State Control and others audits.
Last Port State Control data from 2015 and was not relevant.
4.3. - Last Vessel Dry Dock.

5. - Bridge Navigation Equipment Description and Status.
The bridge instrumentation is very complete, and vessel has an A3 Classification for ocean
Going sailing. All equipment for Navigation Aids has been found in order with no major
remarks to do, except maybe for there are 2 felt down antennas in the over bridge area, as
well, some Deck illumination lamps with damage support and burned bulbs.
Cleaning and maintenance for panels and windows is urgently requested.
Navigation Library is not updated and need to be completed as well.
Main engine commands, joystick for search light control, stern and forward winches
remote controls are apparently in good order. No damage parts were observed. Main
propulsion controls, Main engine control are in good order (not tested). All circuit breakers
panels are in good order. All Navigation instrument are in good order. All solas
requirement are comply in the bridge and in the entire ship. All SOLAS and Safety

components were in good order in the bridge. Rule´s spare equipment complete.
Pyrotechnics complete and updated. GMDSS Equipment, complete but not tested.
In the over-bridge FI- Fi components looks pretty much in order, but not tested.
6. - Vessel Safety Equipment: Description and Status
6.1. - Life Saving
Life raft are three (one in each side and one in front of the bridge). Each side has a 16
person life raft and both need Inspection since 07/2017. The one in the front is for 9
person and also need maintenance. Hydrostatic release is updated.
Vessel has a Rescue boat with 1 outboard engine TOHATSU of 15HP and it is completed
updated with all compulsory components and supply. All Life-saving Rings are located all
around the Tug deck, appropriately fitted with light and rescue rope. MOB lights in the
bridge and Pyrotechnic are still updated and complete. Maintenance and SOLAS Manual
are on board. The International code of signal was found on board. Safety spare SOLAS
equipment complete on board.
6.2. - Fire Fighting
This is an A1 FIFI Tug and has two powerful pumps for FiFi Operations; additionally the
Tug is fully supplied with Fire Hydrant all around the deck and plenty of fire stations. All
extinguisher are complete according with the safety plan. Need Inspection.
7. - Structural Evaluation – General.
7.1. - All Tanks. (Where access can be granted in safe manner)
None of the tanks were inspected, however Schotell stern cofferdam and After peak
cofferdam were visually inspected and found in excellent condition.
7.2. – External Hull inspection:
Vessel was only observed from Starboard side and forward and not damage was found
and all paint and hull condition were found in very good condition.
8. - Deck and Operations equipment:
8.1. - Loading equipment. (auxiliaries cranes)
Were found in good order without nothing t report. (not tested)
8.2. - Mooring equipment and ropes.
Vessel has a SAMSOM ROPE in the forward winch in apparently good order.
Also we had seen plenty mooring rope all around the deck in good conditions.
8.3. - Cranes, Mast and other deck fittings.
All mast are free of rust and no damage was observed.
8.4. - Latest UTM’s Report if available: ASSESSMENT
Not Available.
9. - Engine area Equipment.
9.1. - Main Engines.
Good apparent condition. We couldn´t test but reports from my engineer (former Chief
engineer from the ship, inform us engine were functioning fine)
9.2. - Auxiliaries engines and Electrical System.
2 Auxiliary engines SCANIA, model DI 12 62M x 199 KW with 218 KVA generator
installed. All in apparently good order. (not tested)
9.3. - Ballast System.
There are 2 pumps for ballast and Bilge and one of them can be uses as FiFI also. All in
Good apparent order (no leakage). Exist also tow big pumps called SALVAGE PUMPS in
also apparently good order (almost not used according with hour meters)
9.4. - Steering System

Since this is a AZIMUTHAL STEERING TUG, the steering system is by mean of the same
propulsion system. All components were in apparently good order. Nos visible damage
was found.
9.5. - Others Hydraulics system.
Crane and winch power pack inside the engine room (two pumps) was found in apparently
good order with nothing to be reported.
9.6. - Engine Alarm system.
All indicators panels (engine room, control room, bridge and CH/Eng room) were found in
good order. However no test was performed.
10. - Living Quarters inspections.
10.1. - Crew room and Bathrooms.
Were found in superb excellent condition with no damage to be reported in general, except
for the Captain Bedroom that have both closet door removed from hinges and side window
with many rust around. Crew cabins are the ones in better condition, due to usually the
boat was operated with only 4 crew members. Bathroom are very good and cleans.
10.2. - Public Areas
Crew lounge need new sofa, replace on safety glass from one window, a lot of cleaning
and tidiness. Water dispenser was found in good condition, as well the two refrigerators in
the area.
10.3. - Kitchen Refrigerator and Freezers.
Kitchen Refrigerator was found in good apparent order. There are two freezers in the lower
accommodation. There is a locker for dry food. All was found in good order.
4.- Photographic report.
We had inspected this vessel completely with no accessible space without visit it. We
believe that our inspection had been very completely and will show the actual vessel real
condition, except for those aspects related with the functioning of the equipment which had
not been assessed due to the actual limitation to operate it.
Our surveyor has taken 1400 photos in excess of the whole vessel and due to synthesis
purposes we only will include here the most representative one. The rest of the picture had
been provided via electronic delivery to the requesting entity for their sole disposition.
5.- Disclamer.
