V. Background The Inter-Agency Task Force for the Management of Emerging
Infectious Diseases (IATF-EID) per Resolution No. 11, Series of
2020, raised the COVID-19 threat to the highest alert level, Code
Red Sublevel 2, due to the evidence of sustained community
transmission of the disease on March 12, 2020. Concomitantly,
President Rodrigo Roa Duterte approved RA 11494 or the
“Bayanihan to Recover as One Act”, an act providing for COVID-
19 response and recovery interventions and providing
mechanisms to accelerate the recovery and bolster the resiliency
of the Philippine economy.
Last October 23, 2020, the Malacanang has issued a
Memorandum providing for the authority of the concerned
agencies, including the DSWD, in the implementation of RA
11494. In turn, the DSWD has issued Memorandum Circular No.
30 series of 2020 otherwise known as the “Special Guidelines on
the Implementation of the Provision of RA 11494 or the
Bayanihan to recover as One Act” concerning DSWD which was
approved on November 13, 2020.
As such, Assistance to Individuals in Crisis Situation (AICS) is
identified as part of the response and recovery intervention of
DSWD to complement the social amelioration programs of the
government. This is to sustain the basic necessities of the
families severely affected by the health and socio-economic
disruption brought about by the Coronavirus Disease 2019
(COVID-19) health crisis. Since the declaration of a state public
health emergency in the entire Philippines, different types of
community quarantine measures have been imposed resulting in
an increased number of individuals and families seeking
assistance for medical, burial, food, educational, transportation
and other support services through cash aid.
1. To reduce the adverse impact of COVID-19 on the socio-
economic well-being of all Filipinos through the provision
of assistance, subsidies and other forms of socioeconomic
relief to indigent and vulnerable sectors of the society;
2. To deliver augmentation support for the immediate

individuals who are assessed by the Local Social Welfare
and Development Office to be in crisis situation or in dire
need of assistance; and
3. To fast track the delivery of protective services to the
poor, disadvantaged and in crisis individuals and families.
VII. Project The DSWD in partnership with the LGU shall implement social
Description welfare and social protection programs, projects, and services
specifically the Assistance to Individuals in Crisis Situation (AICS),
in addition to the sustained provision of food and other
essentials to the most affected families of the Local Government
Unit (LGU). The distribution process or payment scheme in the
provision of AICS is through transfer of funds from DSWD to LGU
to ensure fast and smooth distribution to target beneficiaries
considering the health protocols implemented in each LGU.
The Local Social Welfare and Development Office (LSWDO) shall
assess the eligibility of the clients who will be given financial
assistance through AICS. The menu of services under AICS shall
all be available. The assistance to be given may be in the form of
cash, cash voucher or guarantee letter. The rate of assistance and
the maximum amount allowed shall be based on the threshold
specified under MC 11 series of 2019 as amended by MC 24
series of 2020. The beneficiaries of AICS may include individuals
and families in crisis, including those who are excluded from the
coverage of the emergency subsidy based on the parameters set
in the implementing guidelines, as may be assessed and found
eligible for AICS, by the social worker. The process and
documentary requirements in the provision of AICS shall be
governed by its guidelines.
The LSWDO shall submit report to DSWD on the clients served
thru AICS likewise, liquidation reports shall be submitted after
the conduct of payout.
Further, the LGU shall strictly abide to its roles and functions
stipulated in the signed Memorandum of Agreement.
The proposed amount requested from DSWD to be transferred to
LGU is based on the estimated computation below:

The total budget of Five Hundred Thousand Pesos Only
(Php500,000.00) is allocated for the provision of financial
assistance through AICS.
The COVID-19 pandemic has brought so much difficulty and
economic disruption to individuals and families to provide for
their needs. AICS is expected to cater to clients of the
municipality demanding access to government services as social
safety nets, to support their recovery.
IX. Recommendation It is on this premise, that we recommend for the approval,
allocation and release of funds for the provision of AICS in the
total amount of Five Hundred Thousand Pesos (PhP500,000.00)
chargeable against the Protective Services Program SARO No.
495 to serve the eligible clients seeking assistance from the Local
Government Unit of Cagdianao.
