Explanatory Notes

World Health Organization (WHO) core and complementary essential medicines lists 2019 were adapted in
preparing the SFDA essential medicines lists 2020.

The core essential medicines list presents a list of minimum medicine needs for a basic health-care system in
Saudi Arabia, listing the most efficacious, safe and cost–effective medicines for priority conditions.

The complementary essential medicines list [CL] presents essential medicines for priority diseases, for which
specialized diagnostic or monitoring facilities, and/or specialist medical care, and/or specialist training are need
In case of doubt, medicines may also be listed as complementary on the basis of consistent higher costs or less
attractive cost-effectiveness in a variety of settings.

In addition, alternative essential medicines [AL] that are registered in Saudi Food and Drug Authority were add
to the WHO listed essential medicine [WHO AL] as the example of the class for which there is the best evidenc
for effectiveness and safety. Alternatives were selected mainly based on Anatomical Therapeutic Chemical (ATC
Classification System developed by the WHO for the classification of drugs and other medical products.

Regardless of approved therapeutic indications of each alternative, listed alternatives in a red box are expected
provide some similarity in the clinical performance within a pharmacological class. Standard treatment guidelin
should be consulted for information on appropriate alternative essential medicine and dosage forms that are
generally available at the lowest price.
