1. PURPOSE
This method statement gives guidelines contained herein to ensure that the job execution
complies with the requirement of the project, the Authorities concerned, and serves the
intended purpose to a satisfactory level.
2. SCOPE
This “Method Statement” covers the nature and type of work for the testing and
commissioning of Hot water calorifiers in the construction of The View Hospital Project
(3B+G+5P+10+RF). This procedure is to be read in conjunction with the relevant Inspection
and Test Plan (ITP)/Checklist clear and in detail, outlining the responsibility and the quality
verification to be performed by various parties, in accordance with to contract, project
specification, and relevant international standards for electrical practices.

5. RESPONSIBILITIES
5.1. Project Manager (EEMS/NOL): Ensure that works are carried out in accordance with this method
statement and all necessary safety and protective equipment are provided along with properly
trained and qualified personnel dedicated to working on the task.
5.2. Construction Manager (EEMS): In charge shall be responsible for coordination and supervision of
construction works (activities) and construction groups, ensuring that works shall be done as per
project specification and approved drawings, and all safety measures are implemented.
5.3. QA/QC Manager (EEMS): Review all relevant documentation and test reports and prepare all handling
over dossiers. Ensuring all activities subject to inspection are recorded and approved by the
consultant. To ensure that works are carried out as per specification, IFC drawings, method
statement, and ITP.
5.4. QA/QC Engineer (EEMS): Obtain consent for applicable ITP prior to use. Ensure that all inspections
and tests are carried out as per project requirements and in turn are recorded. Ensure that all
equipment related is calibrated. Maintain all quality records relevant to verification of records
5.5. Site Engineer (EEMS/NOL): Control and ensure the construction work is carried out to the required
contract specification and approved shop drawings. Notifying the QC Engineer in a timely manner to
raise the Site Inspection Request (SIR). The relevant reports are to be submitted to the QC Engineer

and Engineer Representative. Accompanying the Engineer Representative for ongoing inspection and
obtaining his approval to proceed with the next activity.
5.6. T&C Engineer (CxA JEDI-ME):
Testing & Commissioning Engineer will be in charge of all operations during Testing &
Commissioning following Project HSE requirements and Project Quality Plans.
Maintains work permits with coordination of the HSE Supervisor.
Coordinates with QC Engineer for inspections of T&C with complete attachments such as
approved (ITP, shop drawing, check list etc.).
Ensures that only trained and competent personnel are involved for Final Testing of the system.
Ensures that tools & equipment are certified, maintained and used correctly.
Ensure that all testing tools are calibrated and calibration is up to date.
Ensures that all required documents and related drawings to execute the works are up to date.
Shall prepare open front for his crew and liaise with planning department for progress reporting
and schedule monitoring.
5.7. General Foreman (EEMS): Shall be supervising closely the activities designated to them ensuring that
all instructions and procedures according to this method statement and Risk Assessment are strictly
followed.
5.8. Safety Officer (EEMS): Responsible for day-to-day activities on maintaining safety on site comply with
the requirements of the project HSE Plan Cooperate with the Project team to create and maintain
safe working conditions. Assist Site Engineers and Foremen to organize the work area in order to
perform their duties with maximum efficiency and minimize risk to them or to equipment. Inspect
equipment and tools before use to ensure correct storage and proper utilization. Exercise emergency
authority to prevent or stop unsafe acts. Investigate accidents that have occurred within incident
areas. Ensure preparation and implementation of Site Safety and Health Plan (SSHP). Maintain a
record of all injuries and damages on site. Submit HSE reports as required.

8. TESTING PROCEDURE
8.1. Pre-Commissioning
Pressure & Temperature Relief Valve should have their outlet piped away to a safe discharge,
preferably via an air break and tundish so that the discharge is unrestricted and easily visible.
Water expansion must be accommodated by a separate expansion vessel or expansion relief
valve on the cold feed side.

Close the drain valve.
Fill the secondary pipework full of water.
Commission the cold water booster set and/or pressure reducing valve and set to the correct
pressure. Ensure pressure does not exceed design data.
Ensure auto-air vent is operational.
Check insulation of each heater circuit within the heater.
Check all electrical connections and ensure they are tight.
8.2. Start-Up and Commissioning Procedures
Check Potable Water Feed pressure from Booster Pump Set.
Check and record megger readings between phases and earth.
8.2.1. HIGH TEMPERATURE LIMIT
1. Set Control Thermostat to 50C with High Temperature Limit Cutout to 40-45C
2. Set Auto/Off/Test button to ON
3. Check Low Water Level lamp indication comes on when vessel has water below low water
cutout level. Check BMS contact for low water level.
4. Close all circuit breakers. Set Auto/Off/Test button to OFF and apply power to unit. Press Reset
button.
5. Fill vessel and low water level lamp should return should be off after pressing Reset button.
6. Check unit is full of water and that there are no leaks.
7. Turn Auto/Off/Test switch to Test and push and hold button. Heater running lamp should
illuminate. Check BMS contact for calorifier running.
8. Turn Auto/Off/Test switch to Auto. The Auto On lamp should illuminate and stage(s) on
lamp(s) thereafter. Check BMS contact for Auto On.

9. Calorifier will heat up and should trip at High Temperature Limit cutout setting. High Limit
lamp should illuminate and Automatic On and Stages On lights should go out. Check BMS
contact for high temperature & Auto On.
8.2.2. SETTING OPERATING TEMP
1. Increase High Limit Thermostat to ~ 700C and push Reset button. Calorifier should return to
heating duty.
2. Turn Auto/Off/Test switch to OFF, isolate power supply, set control Thermostat to desired
temperature (~ 600C) and replace cover. Check BMS contact for stopped.
3. Calorifier is switched on and put in Auto service.
4. Check final vessel temperature and, if required, alter thermostat settings until correct running
condition is achieved.
5. Open Secondary Flow and Return Valves.
6. When the calorifier is full switch “ON” the main isolator and put the switch in manual mode.
Allow the unit to heat up and put the switch in “AUTO” mode.
7. Adjust the temperature thermostat gradually and ensure that the correct Operating
temperature is maintained by it.
8. Carefully open the secondary flow and return valves.
9. Switch on secondary re-circulation pumps.
10. Check that all gaskets are effective when the unit is operating - some bolt tightening may be
necessary after the unit has been first heated and subsequently from time to time.
11. Following installation and commissioning it is advisable to remove, clean and re-assemble any
strainers.
12. Adjust the high limit controller and check operation.
13. Ensure that vessel is never subjected to vacuum condition.

8.3. Interface Procedure
8.3.1. BMS: Volt Free Contacts available in the Panel are

simulate tripping

8.3.2. Water Supply
Each of the Calorifier is connected with;
(Potable Water Supply) which feeds into the Calorifier
Hot water supply from the Calorifier
Hot water return to the Calorifier
8.3.3. Drainage
Each of the calorifier has drain line at the bottom to drain the Calorifiers.
8.3.4. Electrical Power
Calorifier on the Project are Electric Heating Vessels and requires Electrical Power for the heating
elements.
9. QUALITY CONTROL PROCEDURE/INSPECTIONS
9.1. General
Before Starting repair QA/QC must ensure that the location must be identified, marked, and
cleaned
QA/QC to ensure that all activities are done in proper standards before submitting the Inspection
Request for Consultant.

QA/QC must ensure before proceeding with any activity’s inspection approval is obtained from
Engineer.
9.2. Inspection Test Plan
Installation activities will follow as per the approved Inspection Test Plan.
10. PLANT & EQUIPMENT’S CONTROL
Only a competent person shall use the tools/equipment.
All tools and equipment shall be in good working condition
Labors and Helpers shall be instructed and trained in the safe use of the equipment
11. ENVIRONMENT, HEALTH, AND SAFETY
Implementation of Health & Safety mechanisms and checks shall be done as per the contract
agreement and the approved project safety manual. The safety officer shall carry out the necessary
routine inspections.
11.1. Safety Lightings: Safety lights will be used in case of power failure ensuring good illumination for
the personnel.
11.2. Task Lightings: Adequate lighting will be provided ensuring the good illumination of the working
area. Task lighting will be connected to the nearest site distribution board which is RCD protected.
11.3. Emergency Arrangements: Site general safety procedure will be followed. In case of emergency
the safety officer will stop the works. He will put in to action the emergency arrangements as
described in the safety manual.
