Executive Summary

In consonance with The Learning Continuity Plan of the Schools

Division Office of Bataan, Diwa Elementary School crafted its Learning

Continuity Plan on the premise of safeguarding delivery of quality

education, which is sustainable, resilient, and ready for continuous use

regardless of modality of learning.

This learning continuity plan contains the goals and objectives of

Diwa Elementary School for the academic year 2021-2022 aligned with

the Four (4) Pillars of Sulong Edukalidad Framework. This is to ensure

that we are guided with what we need to accomplish and achieve this

year of learning. This underscores the accessibility to education, the

quality of learning modalities, the responsiveness to the challenges of

COVID-19 pandemic, and the resiliency of schools and stakeholders.

Included herewith are the plans, strategies, and expected outcomes

together with the monitoring and evaluation to ensure that the goals and

objectives are achieved.

Introduction

Pandemic may not be a new word to many, but it certainly is an

unexpected, challenging, and unwelcomed visitor to us. It has greatly

affected all the sectors in society and one hardly hit is the education

sector.

The field of education, in spite of slowly being able to cope with

the consistent and fast-changing demands of this generation, is

suddenly halted with the coming of the COVID 19. Every member of

the educational community was faced with a challenge no one

expected but needed to overcome.

The past school year was seen as experimental with the new

modalities in learning crafted to ensure that quality education is still

delivered to the learners. Besides this are the troubling concerns for

the safety and well-being of the students, teachers, and the entire

DepEd community including its partners and stakeholders. Indeed, it

was a year of unparalleled challenges which the Department was able

to manage.

On the second year of the pandemic, the relationship with all the

internal and external stakeholders shall remain being upheld. As co-

advocate of the DepEd’s higher offices from the central to the division,

Diwa Elementary School considered and adhered the implementing

guidelines, memoranda, and orders, in the delivery of quality,

accessible, and relevant basic education to our learners.

In crafting this contextualized Basic Education Learning

Continuity Operational Plan to oversee the goal of the school aligned

with that set by the higher offices of DepEd, the following were

carefully considered:

1. Safeguarding the health and wellness of our students, their

family, the teachers, and non-teaching personnel.

2. Ensuring that quality education is consistently delivered

anchored on the valuable learnings taught by the experiences of the

past school year.

As we have identified the difficulties and possible solutions to

address them, coupled with the impressive efforts shown by the

teachers to provide help and support to the students and their family,

the school shall continue and will even further enhance its capabilities

and commitment to always be resilient despite any unexpected and

unavoidable circumstance. Guided by the Four (4) Pillars of Sulong

Edukalidad, Diwa Elementary School, with the help and support of the

entire education community, commits to deliver our core programs:

academic, human, social, and value-laden formation. We shall continue

to provide the learners with quality education that is accessible,

relevant, and equal to all. The kind of education that would equip

them

with the most important life-long knowledge, skills, and values which

will see them through all stages and to help them become resilient

despite any crisis they might encounter in the future.

I. Goal and Specific Objectives

The following are the main objectives and goals of the BE-LCOP of
Diwa Elementary School which are anchored on the Sulong Edukalidad
Framework: Address Equity, Close Access gaps, Improve Quality
Pillar 1 Curriculum development for improved delivery and
instruction, and assessment

Strategic Objectives:
Ensure efficient implementation of the MELCs across grade levels and learning
areas.
Set feasible mechanisms that would provide guidance in bridging equitable
access to education through multiple means of teaching and learning.

Pillar 2 Improving the Learning Environment to develop learner’s


full potential

Institutionalize an inclusive, safe, and motivating learning environment
appropriate to the needs of all types of learners.
Support the physical, mental, and holistic well-being of learners.

Pillar 3 Teachers’ and School Leaders upskilling to improve

The DepEd CORE Values: Maka Diyos, Makatao, Makakalikasan at


Makabansa are also taken into consideration in designing the BE-LCOP
together with the different KRAs of the OPCRF of the School Head which are
the following:

• School Leadership Management and Operations

II. Situational Analysis

This section presents the available data and information of Diwa


Elementary School which will serve as a basis for the analysis of the situation
of our school as we remain resilient in the midst of the threats and challenges
of this pandemic. We shall continue to embrace distance learning modality
with the necessary adjustments modifications to address the concerns
identified in its use during the previous school year.

In addition, thoughtful consideration of the safety, wellness,


collaboration, and community relations will be included in the design of this
BE-LCOP to come up with the necessary, appropriate, most effective, and
crisis-proof agenda possible.

Based on the reported enrollment by the teacher as of July


2021, the total enrollment of Diwa Elementary School is 279. Compared to
previous school year’s enrollment , the number of enrolled learners this year
increased by 5.28% or 14. Although the total enrolment increased , it is
shown in the above table that enrollment for Grade 1 decreased by 21% and
for Grade 5, it decreased by 32.66%. The decrease in the number of learners
can be attributed to the decision of the families pertaining to the pandemic,
including but not limited to geographical movement, loss of job of the family’s
bread winner, fears in contacting the disease, among others. On the other
hand , the number of learners in the other grades ( Kinder, Grades 2, 3, 4,
and 6) increased compared to the previous year having an increment of
20.67% or 137 learners.

Diwa Elementary School accommodated displaced learners due to
COVID -19 Pandemic. The displaced learners comprise 8.60% of the total
enrollment for the School Year 2020-2021. Based on the table, there are 20
displaced learners from operating private and public schools in Bataan and 4
from operating private/public school from another province.

A.2 Data On Learning Modality

Based on the previous submitted consolidated data on the LESF of the


279 learners on the chosen learning modality, most learners for the current
SY utilized printed learning modules. This may be attributed to the very poor
internet connectivity in the area and lack of gadgets among the learners.
However, there are instances when the teacher provide teaching via
Messenger or call but this was done occasionally or as necessary. Thus, Diwa
Elementary School, in general, uses MODULAR DISTANT LEARNING
(PRINTED) as the learning modality for SY 2020-2021.

Additionally, support and help from LGU of Pilar and SDO -
Bataan in the needs for printing of additional modules as well as in other
creating and printing of modules such as ink, bond paper, among others were
supplemented.

A. 3 Learner’s Performance For SY 2020-2021

The significant effect of the pandemic in education has consequentially


affected the learning performance of the learners. This might be attributed to
the unfamiliar modality in learning, the parent’s unpreparedness to be major
facilitators of learning at home, the agency’s sudden and less than prepared
task to continue education, and the teachers’ unpreparedness to immediately
implement the new modality to their learners. All of which, however, were
appropriately addressed and continued to be adjusted necessarily.

In this note, with the closing of the school year 202-2021, the
achievement rate of on the average from Grades 1 to 6 across all subjects
ranged from 84.39 being the lowest, and 88.37 on the highest.

Results for the general average across the Grade levels were 84.39,
85.02, and 84.76 for English, Math, and Science, respectively.

With regards to failure rate, we garnered 0% as we hoped for in spite


of the new learning modality. Through collaborative effort of the school, the
leaners and their family, the barangay LGU, and other stakeholders, we ought
to continue providing quality education to our learners. In Diwa Elementary
School, “Lahat ng Bata, Bukas sa Kalinangan ang Diwa”.

C. Lesson Learned in SY 2020-2021 and Targets for SY 2021-2022

There were indeed lessons learned during the previous school year
when the distance learning delivery modalities were implemented based on
the 2020 BE-LCP. These valuable lessons were gathered and analyzed in
order to make the necessary adjustments in crafting the new BE-LCOP of the
school.

Lessons Learned:

III. Framework

In the presence of a pandemic or its absence,

nothing should hinder education. This is how Diwa

Elementary School sees the effort of the Department

of Education through the Sulong Edukalidad as shown

in the framework. Sulong EduKalidad focuses on four

aggressive reforms in basic education: (1) K to 12

curriculum review and update, (2) Improving learning

environment, (3) Teachers upskilling and reskilling,

and (4) Engagement of stakeholders for support and

collaboration.

Thus, the framework is anchored on the

importance of the ongoing DepEd innovation to

continue uplifting the quality of the country’s basic

education to address the challenges including the

change on how learners are taught; to produce self-

reliant, resilient, and adaptable learners; to upskill

the capacity of teachers; and to improve facilities

and equipment.

In spite of the challenges for the frontliners of

education, Sulong Edukalidad helps Diwa

Elementary School to focus on the areas of

i m m e d i a t e a n d v i t a concerns. As regard

the curriculum, things are yet to be perfected.

Besides the unpacking of the Most Essential

Learning Competencies is the mode of delivery

which has also gained much attention. Thus, safe

and effective delivery of teaching is what we

ought to address and improve more.

Moreover, there is a need of teacher

reskilling and upskilling on their professional

development. Diwa Elementary School is

committed to provide learning opportunities to

the teachers thereby including Capacity Building

in the Learning Continuity Plan.

Strong emphasis remains on whether face

to face classes shall take effect soon. This greatly

affects the decision making and planning in the

delivery of learning since the well-being of our

learners and teachers is more important.

Finally, a strong and reliable partnership

with the stakeholders plays a crucial role in

carrying out SY 2020-2021 plan. The parents’

support as learning facilitators to the learners to

ensure learning is also vital. As we approach SY

2021-2022, we are assured of more strengthened

partnership as result of transparency, capacitated

learning facilitators and well-informed

stakeholders. The innovations that we

implemented last school year will be regularly

monitored and assessed to ensure continuous

improvement and better relationship for incessant

support.

We continue to embrace and take part in the vision that by 2022, we


will have a nation-loving and competent lifelong learners able to respond to
challenges and opportunities through the delivery of quality, accessible,
relevant and liberating K to 12 Program by a modern, professional, pro-active,
nimble, trusted and nurturing DepEd.
