This document includes the procedures for obtaining NOCs and approvals
from Dubai Municipality / RTA / DEWA / DCCA etc.

1. Fencing / Building Permit from DM
For Fencing and Shoring/Piling Permits, Swissboring will prepare the shop
drawings based on the final issue of the Consultants’ drawings and it will be
officially submitted to the Consultant. The Consultant will apply for the
Fencing or Shoring/Piling permit to DM through their DM Portal. After
obtaining the approval from DM Engineers, The system will then Intimate to
pay the Contractor deposit and fee. Swissboring will pay the required deposit
and fee. The final Building Permit and approved drawings can be
downloaded from DM Portal.
2. Building Permit from DCCA
For obtaining Building Permit from DCCA (Dubai Creative Clusters Authority),
the application will be submitted by Swissboring. The following is the
summary of Permits from DCCA:

After completing the proposed scope of work at site, we have to submit the
application for inspection and completion certificates from DCCA. Following is
the summary for inspection and completion certificate application.

3. Design NOC & DEWA Building NOC (Load NOC)
RTA Design NOC and DEWA load NOC will be provided by the Consultant
prior to start of any application to RTA portal.
4. Trial Trench NOC (Online through RTA portal)
Trial trench NOC is the first step of our NOC process. Trial trench NOC
application will be created on RTA portal and this application is normally
processed by RTA Right of Way (ROW) Dept, DEWA, Drainage and Irrigation
Dept., Etisalat, Du and Rail Agency. The processing time of this application is
five working days. The following documents are required for Trial Trench
NOC.

Trial Pit Layout & Section
After getting the NOC, the following processes will be carried out at site:
Execution of trial pits at site for verifying any kind of services
Preparation of as-built drawing of the trial pits (layout and section)
Email the intimation to DEWA Distribution Maintenance & Transmission
Line Maintenance for verification of Trial pits
DEWA inspectors will inspect the pits and stamp the as-built drawings
with their comments.
5. Construction NOC for Shoring / Piling (Online through RTA portal)
After verification of trial pits we can apply for Construction NOC. Construction
NOC will be processed by Drainage and Irrigation Dept., RTA ROW
Department, Roads & Facilities Maintenance, Etisalat, Du, DEWA, DM
Planning Department and Rail Agency. The processing time of this
application is ten working days (if there are no comments from any
Departments). The following are the mandatory documents for Construction
NOC application.

Note: Construction NOC from RTA is not required, if the scope of work is
Piling and it is completely inside the plot. In this case DEWA Building NOC is
a mandatory document.
6. Construction NOC for Fencing (Online through RTA portal)
Construction NOC for fencing is a mandatory document for all projects.
Construction NOC for fencing will be processed by Drainage and Irrigation
Dept., RTA ROW Department, Roads & Facilities Maintenance, Etisalat, Du,
DEWA, DM Planning Department and Rail Agency etc. The processing time
of this application is ten working days (if there are no comments from any
Departments). The following are the mandatory documents:

7. Temporary Fencing NOC from RTA Inspection Section (Manual
submission to RTA Customer Service Center)
This application should be submitted to RTA Customer Service Center at
Umm Ramool. The following are the mandatory documents for this
application:
Copy of DM application for Walk side Booking Permit
Affection Plan
Sketch for Temporary Fencing
Copy of Building Permit
Copy of Trade License
The next day of our submission, RTA inspector will visit the site and he will
decide the required approvals like Parking Dept, Roads maintenance Dept,
ROW Services Section for Temporary Exit / Entry, Lighting and Traffic
Systems etc. If we are using any kind of interlocks or asphalt, we have to
approach Road Maintenance Section for their approval. The RMS Engineer
will calculate the area which we are using for fencing and we have to deposit
the required amount to RTA Finance Section. The deposit amount is AED.
85/sq.ft. After getting all the required approvals from the above departments,
RTA will issue the final NOC for Temporary Fencing. The fee for this NOC is
AED 420/-.
8. Temporary Entry / Exit Permit
For temporary Entry and Exit Permit, the application should be submitting
to RTA Customer Service Center at Umm Ramool.

The permit will be issued on the same day and the fee for this permit is AED
120/-. If we are using any parking for the entry and exit, we have to take
approval from parking Dept. The fee for parking reservation is AED
2800/month/parking and there is a deposit also. The deposit amount will be
decided by the RTA Engineers.
9. Walk side Booking Permit (Online through DM Portal)
Walk side booking permit is issued by Dubai Municipality.
The following are the mandatory documents for this application.

Approved Fencing Layout
The permit will be issued within 2-3 days and the fee for this permit is AED
535/- and a deposit of AED 2000/-.
10. Demarcation Certificate (Online through DM Portal)
Demarcation Certificate application will be submitted through DM portal.
After submitting the application, DM surveyor will visit the site for verifying the
co-ordinates and then they will issue the Certificate. The fee for Demarcation
is AED 105/-. The certificate can be downloaded from DM portal.
11. NOC from Horticulture Department (Online through RTA Portal)
NOC from Horticulture will be applicable if there are any plants or greenery.
Affection plan and photos of plants / greenery to be attached with the
application.
12. Sand Shifting Permit (Online through DM Portal)
Sand Shifting Permit application will be submitted through DM portal
(Building Control System). Mandatory documents for this application are:
Copy of valid Sand Transportation Company trade license
Undertaking letter from Sand Transportation Company
Copy of valid vehicles registration cards
Copy of the contract between Main contractor and Transportation
company
Affection Plan
Valid Environment Dept NOC for excavation within The Coastal Zone
No objection letter of Authorized Authority in case of sand transfer inside
their area boundaries, (if required)
Affection Plan for the land from which the sand will be transferred to.
Fee for sand shifting permit is AED 200/-. The certificate can be downloaded
from DM portal.
13. Excavation Inspection (Online through DM Portal)
Excavation inspection application will be submitted through DM portal
(Building Control System). Excavation inspection will be three steps.
Inspection after -2.00m excavation
Inspection after anchor level excavation
Inspection after final level excavation
14. Deposit Refund from DM and RTA
Deposit refund from Dubai Municipality can be applied after completing the
first floor level or completing all basement slabs. The application should be
submitted to Dubai Municipality, Al Karama Office. The documents include:
Original Receipt (Customer copy)
Copy of Building Permit
Copy of Sand Shifting Permit
No Objection Letter from Consultant
Bank Details
After submitting the application, DM Inspection will verify the application and
if they are approved then the deposit amount will be credited to company
bank account within one month.
15. NOC from Armed Force
UAE armed force NOC application will be submitted to Armed Force Office,
Nad Al Sheba. Two copies of the application should be submitted and
documents include the following:
Cover letter (as per their format)
Plot Location (extracted from Google Map)
Affection Plan
Layout of proposed work
The processing time is maximum of 20 days and the permit can be collected
from the same office. At the time of collection, undertaking letter and
emirates ID copy should be provided to them.
Note: This is a typical document for obtaining approvals from authorities and
shall be varied based on site conditions.
