FOR THE IMPLEMENTATION OF
PROGRESSIVE EXPANSION
OF LIMITED FACE TO FACE
CLASSES
S.Y. 2021-2022
I. INTRODUCTION

The COVID – 19 pandemic drastically changed the world. It created


unprecedented challenges. More than just a health crisis, it resulted in a massive
education problem. With the sudden halt and shift of the traditional face–to–face
learning modality to various distance learning modalities in the Philippines, the
education sector was up for a greater challenge.

Given President Rodrigo Roa Duterte’s approval of the recommendation of


the progressive expansion of face-to-face classes, Department of Education
Secretary Leonor Magtolis Briones has authorized all regional directors to
commence the progressive expansion phase of face-to-face classes for both public
and private schools, particularly in areas under Alert Levels 1 and 2. With this,
Estefania Montemayor National High School in the District of Dumarao was selected
to participate in the progressive expansion phase of the limited face-to-face classes
in the province of Capiz.

Estefania Montemayor National High School is located at Ongol Ilaya,


Dumarao, Capiz, a municipality that is under Alert Level 1, wherein case
transmission level is low and decreasing. Necessary steps and adequate
preparations were taken by the school to ensure the safety and well-being of those
who will be involved in the implementation of the face-to-face classes. The school
secured written consent from the parents of a total of 984 junior high school and
senior high school students who will participate in the implementation of the
progressive expansion of limited face-to-face classes. Consequently, all teaching
and non-teaching personnel of Estefania Montemayor National High School have
completed their vaccination before the date of the implementation.

Without setting aside the risk of contracting the virus, and minimizing the
possibility of a COVID-19 resurgence in the school community, Estefania
Montemayor National High School through extensive cooperation between the
teaching and non-teaching staff, in proper coordination with the Municipal Inter-
Agency Task Force, and with the support of the Division of Capiz and Department of
Health, crafts this CONTINGENCY PLAN to serve as guiding post for the community
during the implementation of the progressive expansion of the limited face-to-face
classes.

Subsequently, Estefania Montemayor National High School will disseminate


this Contingency Plan to the school community and Local Government Unit for them
to be well-acquainted with the appropriate measures needed as a response to any
COVID-19 situation.

The objective of this plan is to minimize the impact of COVID-19 on the school
community and ensure continuity of learning if a member of the school becomes a
close contact, suspect, probable, or confirmed COVID-19 case or if a school
lockdown is needed due to COVID-19 resurgence within or outside the school.
II. OBJECTIVES

This School Contingency Plan for the Implementation of Face-to-Face


Classes covers Estefania Montemayor National High School, Division of
Capiz, Region VI. It focuses on the implementation of face-to-face classes
to support schools in mitigating the impacts of a health emergency
associated with Covid-19.

This Contingency Plan aims to:

a. Align with the School Contingency Plan Manual for the implementation
of Progressive Expansion of Limited Face-to-Face Classes;
b. Establish the coordination and communication mechanisms among the
National, Regional, Division, District offices, and Estefania Montemayor
National High School adhere to communication protocols;
c. Issue memorandum on critical actions to be done by the school to
ensure a timely school-based response to any case scenarios that may
affect school operations;
d. Ensure continuity of learning in the event that a member of the school
community becomes a close contact, suspect, probable, or confirmed
COVID-19 case or if a school lockdown is needed due to a resurgence
of Covid-19 case within or outside the school;
e. Determine the preparedness, prevention, and mitigation measures to
minimize the impact of the COVID-19 pandemic;
f. Maintain safety and well-being of the learners, teachers, and other
personnel that will be participating in the implementation of the
progressive expansion of face-to-face classes.
III. HISTORICAL DATA ON COVID-19

The risk in acquiring the virus is still present, and none of us is spared
from it. Despite of adhering to safety standards and protocols with outmost
diligence, we are still vulnerable with the present threat and risk of the virus.
Estefania Montemayor National High School was not spared from the virus as
one of its teaching personnel has been confirmed positive with COVID-19
virus, and as a pre-emptive measure, the school have requested for
immediate disinfection of school facilities, and subsequently, closed the entire
campus for 7 days. Proper and strict 14-day home quarantine procedure has
been implemented to those who were determined as close contacts of the
positive case under the direct supervision of the Municipal Health Unit. The
Municipal Health Unit also issued a certification upon the conclusion of the
completed days of quarantine for the positive case and the close contacts.
This certificate was then used as a requirement for the affected personnel
upon his/her return to service.

In line with the implementation of the Progressive Expansion Phase of Limited
Face to Face Classes, Estefania Montemayor National High School has identified
the following implementing partners to ensure the safety and well-being of the

VIII. ACTIVATION AND DEACTIVATION

The activation of DepEd’s Contingency Plan for the implementation of limited
