1. References:
a Republic Act No. 8551 entitled: "An Act Providing for the Reform and
Reorganization of the Philippine National Police and for Other
Purposes," amending certain provisions of RA No. 6975 dated
February 25, 1998;
b NAPOLCOM Memorandum Circular No. 2002-007 entitled: "Clariffing
the Concept of Reassignment, Transfer or Relief of PNP Personnel,
amending NAPOLCOM Memorandum Circular No. 9$024" dated July
20,2002;
c PNP Memorandum Circular No. 2013-0'14 entitled: "Prescribing the
Policies and Procedures Goveming the Placement of Second (2nd)
Level Uniformed'dated October 19,2013; and
d CPNP's 9 Strategic Thrust.
2. This pertains to the localization of assignment as part of the g Strategic
Thrusts of the CPNP which aims to uplift the morale and welfare of personnel and
reinforce family solidarity with the end view of attaining maximum work efficiency
towards effective law enforcement.
3. This is also in line with Section 26, R.A. No. 6975, which explicitly
provides for the power of the Chief, PNP to direct and control tactical as well as
strategic movements, deployment, placement, utilization of the PNP or any of its
units and personnel, including its equipment, facilities, and other resour@s as a
command prerogative to effectively accomplish its mission.

Likewise, Section 63 of RA No. 8551 provides that whenever practicable
and consistent with the requirements of the service, PNP members shall be
assigned to the city or municipality of their residence. This provision is further
rationalized under NAPOLCOM MC No. 2002-007 which emphasized the following:
a
The historically proven fear of ostracism for the PNP member and his
family should the former resort to shameful acts, such as extortion
(kotong), in his place of residence;
h Said member is familiar with the people, the culture, the tenain, and
other conditions prevailing thereat;
c Practical economics. Many PNP members have their own farms, which
provide them and their families with much of their food requirements,
resulting in substantial savings. lf assigned in their places of residence,
very often they do not have to rent houses or living quarters. The
extended family culture enables the police members to avail
themselves of economic aid in case of emergencies from their parents
and relatives;
d Allowing the police member to stay with hiVher spouse reinforces
family solidarity.
5. ln order for the localization of assignment to be consistent with the existing
policies and issuances, the following guidelines shall be observed:
a. The localization of assignment shall cover transfer of personnel from
one PRO to another;
b. Personnel who avails of the localization of assignment shall not be
allowed to seek subsequent reassignment to other regions;
c. Only applicants with affdavit of undertaking shall avail the localization
of assignment and considered for processing;
d. The applicant must be cleared of money and property accountabilities
ftom the losing office/unit;
e. After reassignment orders were issued under the program, requests for
cancellation shall not be entertained;
f. lf the applicant is a respondent in an administrative case, a certification
from the Summary Hearing Ofiicer should be issued indicating that the
presence of the respondent can be dispensed with;
g. lf the applicant is a witness in a drug case, he/she shall submit the
following:
1) Copy of notifcation duly received by the court; and
2) Undertaking that he/she shall attend all court duties.
h. lf the applicant is an investigator in a criminal case, he/she should
submit the following:
1) Undertaking that he/she shall attend all court duties; and
2) Certification from immediate superior that there was already a
replacement and that there was a proper tumover of records.
i. As much as practicable, gaining units shall assign personnel who
availed of the program to municipalities or cities nearest to their place
of residence;
j. After the completion of the program implementation, severely affected
units shall be given priority for allocation of recruitment quota;
k. The localization of assignment shall be fully implemented in all PROs
except for NCRPO and PRO 4A, which shall adopt a staggered
approach. For NCRPO, 25o/o ot lhe qualified applicants shall compose
the first batch while PRO 4A shall start with 50o/o of the qualified
applicants. ln case prioritization as provided for in para 5m is not
practicable as it may result to an imbalance in the organizational
structure, NCRPO may adopt a scheme rationalizing the number of
qualified applicants per rank for reassignment;
l. Qualified personnel from the city police stations of NCRPO who
availed of the program shall be replaced by other personnel from its
Regional Headquarters, District Headquarters or regional/district
maneuver forces;
m. During staggered implementation of reassignment, applicants of the
same rank shall be prioritized based on time in grade;
n. Reassignment of qualified personnel shall be prioritized according to
the following parameters:
1) Solo parent;
2) Senior in rank;
3) Parent with special child;
4) Single/bread winner with medical care{ependent parents;
5) W|PO;
6) Personnel with severe medical condition (for TPPD);
7) National and unit awardees; and
8) Recipient of Medatya ng Kabayanihan or medals of higher category.
o. When all requisites and parameters are considered and qualified
applicants are of equal standing, draw lots shall be resorted to in
determining who will fill-up the remaining slots.
6. Tasks:
a TACDS
1) Act as the overall supeMsor in the implementation of this program;
and
2) Perform other tasks as directed.
h TDPRM
1) Designated as primary responsible offcer in the implementation of
this program;
2) lssue the conesponding orders for the transfer of personnel from
one PRO to another;
3) Supervise the conduct of inventory of personnel who will avail of
the program;
4) Review and evaluate the compliance of every PRO vis-i-vis the
localization of assignment; and
5) Perform other tasks as directed.
c TDI
1) Provide DPRM the list of adjudicated personnel who were cleared
and/or recommended for transfer; and
2) Perform other tasks as directed
d TDL
1 ) Provide logistical support in furtherance of the program; and
2) Perform other tasks as directed.
e TADPCR
1) Supervise PIO in the conduct of related information operations of
the program;
2) Assist TDHRDD in organizing the simultaneous conduct of "send-
off ceremony"; and
3) Perform other tasks as directed
f TDC
1) Provide financial support in related activities for the implementation
of the program; and
2) Perform other tasks as directed.
g TDHRDD
1) Responsible in the conduct of virtual 'send-off ceremonf at the
National Headquarters;
2) Ensure that all PROs shall implement the simultaneous conduct of
"send-off ceremony' as scheduled;
3) Monitor the simultaneous conduct of "send-off ceremont' in all
Police Regional Offices; and
4) Perform other tasks as directed
h TDICTM
1) Responsible in providing technical support for the members of the
Command Group and Directorial Stafi to participate in the conduct
of simultaneous "send-off ceremony"; and
2) Perform other tasks as directed.

1) Provide a full and comprehensive photo and video coverage of the
simultaneous conduct of "send-off ceremonf;
2) Responsible in the conduct of related information operations of the
program; and
3) Perform other tasks as directed
i RD, PROs
1) Responsible in the implementation of the localization of assignment
within their AOR;
2) Conduct, consolidate, and submit to DPRM the names of personnel
who will avail of the program following the prescribed format
previously disseminated;
3) Conduct a simultaneous "send-off ceremon/ as scheduled with
complete photo and video coverage;
4) Submit After-Activig Report (AAR) on the implementation of the
program;
5) Provide logistical support in the transfer of their personnel;
6) Ensure full compliance in the implementation of the localization of
assignment; and
7) Perform other tasks as directed.
7. Coordinating Instructions:
a Heads of Offices/Units shall ensure dissemination and proper
implementation of this directive. They shall also remind their personnel
to reftain from soliciting political patronage or religious intervention for
purposes of influencing or altering reassignment and other personnel
actions;
h All PNP personnel shall strictly observe the required health standards
and protocols in all phases of this activity to ensure that workplace
measures, rules and regulations are complied with to prevent and
control the spread of COVID-19;
c The issuance of availability for transfer and accommodation by Head of
Offices/Units is not required in the implementation of localization of
assignment;
d Provisions of PNP MC No. 2013-014 shall be strictly followed in the
placement of personnel who were reassigned;
e PROs shall conduct a simultaneous send-off ceremony to all
reassigned personnel on October 14, 2O2O at 8:00 AM;
f All PROs shall submit After-Activity Report within three days after the
send-off ceremony;
g All PROs shall account all personnel who availed of the program and
were further reassigned to lower units and submit report of compliance
to DPRM (Attn: PNCOD) NLT October 19, 2020; and
h Lateral coordination is highly encouraged.
