Whereas, the Assam State Disaster Management Authority (ASDMA) has


issued vide order of October 27,2021 directives for containment of COVID-19 for both
rural and urban areas across the state until further orders;

Whereas, the Ministry of Home Affairs (MHA) vide order dated 30th November,
2021 has directed the States/ UTs to consider implementation of prompt and effective
containment measures for COVID-19 management as conveyed vide MoHFW
advisory dated 21"t September,2021 until 31"t December,2021 and also directed to
ensure strict compliance to the MoHFW advisory dated 27th November, 202'l on the
highly mutant SARS-CoV-2 variant (B.1.1.529; named Omicron) (Annexure-l);

Whereas, the Health & Family Welfare Department, Government of Assam has
issued vide order of December 05,2021 detailed guidelines for international travellers
coming to Assam to contain the spread of the highly mutant SARS-CoV-2 variant
(AnnexureJl);

Whereas, the status of COVID-19 in the State has again been reviewed and it
has been observed that though the overall number of COVID-19 patients & positivity
rate has declined considerably and the overall situation has improved, strict vigil needs
to be continued so that adequate standards of COVID Appropriate Behavior continues
to be followed with the emergence of the new variant of concern, B.1.1.529; named
Omicron.;

Now, therefore, in exercise of the powers, conferred under Section 22(2) (h) ol
the Disaster Management Act, 2005, the undersigned, in his capacity as Chairperson,
State Executive Committee of the State Disaster Management Authority, Assam, do
hereby issues the following guidelines, which are to be stricfly adhered across the
state for public safety and possible outbreak of coVlD with variant forms of the virus
which will come into force with effect from 6 AM of 26th December,2021 and will
remain in force until further orders:
A. Containment Zones:

ln case the test positivity of COVID-'t9 in any area reaches more than 10 cases in
the last seven days, the jurisdictional District Magistrate will notify such areas as
total containment zones in consultation with MD, NHM and ensure necessary
containment measures for COVID-1 9.

However, in such zones, emergency services will continue round the clock and
essential services including shops dealing with groceries, fruits and vegetables,
dairy and milk booths, animal fodder, etc. will remain open upto usual time of
closure.

Delivery of all essential goods including food, pharmaceuticals, medical equipment
through e-commerce in such areas will continue round the clock.

C. Other restrictions and relaxations:


1. All Government servants (including contractual and fixed pay) who have taken at
least one dose of COViD-19 vaccine shall attend office. However, all other
employees except those in whose case vaccination is contra-indlcated as per
guidelines issued by the Health Department of Government of Assam and /or such
Ilri, i. certified by a registered medical practitioner will have to get themselves
vaccinated and attend office.

2. Employees engaged in emergency i essential services shall attend their duty


without any restrictions at any place.

3. The organizations (Government / Private) rendering Essential/Emergency Services,
Law Enforcement Services and Election work will continue working without any
restrictions in all districts.

4. Pregnant women employees and women employees with children of 3 years or


below working under any Government / PSU / Financial lnstitutions / Private
Organizations irrespective of their grade shall attend office.

5. Persons with disabilities (PwDs) working in any GovernmenUPSU/ Financial


lnstitutions/Private organizations shall be allowed to attend duties.

D. Public Transport (Government and private)


1. Goods transport shall continue unhindered

2. All Public transport authorities shall enforce COVID-19 appropriate behavior and
seating inside the vehicles, carriers, containers etc.

3. Auto Rickshaws, cycle rickshaws and taxis shall operate for passengers with
1 00% seating capacity and observance of COVID-1 9 appropriate behavior for

passengers having at least a single dose of vaccine.

4. Pillion riding on motorcycles may be allowed with at least single vaccinated


persons and compulsory wearing of mask.

5. lntra-district transport, with 100o/o seating capacity subject to observance of


COVID-19 appropriate behaviour, shall be allowed for passengers having at least
single dose of vaccine.

6. No standing passenger shall be allowed. Heavy fine will be imposed on such


passengers and driving license of the driver/ registration of the vehicle will also be
cancelled in the event of carrying standing passengers.

7. All inter-districtpassenger transport and movement shall be allowed with 100%


passengers having at least single dose of vaccine subject to observance of
COVI D-1 9 appropriate behaviour.

8. No standing passenger shall be allowed. Heavy fine will be imposed on such


passengers and driving license of the driver/ registration of the vehicle will also be
cancelled in the event of carrying standing passengers.

9. wearing of face mask is mandatory even for a single person driving a vehicle. ln
case of persons traveling in any private car, up to 1oo % of its seating capacity,
wearing of face mask is mandatory for all the persons.

E. Educational lnstitutions (Government and private):


The guidelines issued by Education Department vide order No.ASE.O1/2020/pt
ll/169 dated 28th September,2O2l for Elementary, Upper primary, Secondary
Schools and Degree Colleges/Engineering Colleges/Polytechnics/Teacher training
colleges/Universities will be applicable for both government, non-government and
private educational institutions(AnnexureJV).

G. Omicron specific regulation

1 All District Magistrates, superintendent of Police, and all other authorities


concerned shalibe responsible for ensuring COVID Appropriate Behaviour viz.
wearing of masks, mainiaining social distancing, regular hand washing and use of
sanitizJr, maintaining health hygiene, no spitting etc. in all shops, malls, markets,

market complexes, weekly markets, restaurants, lSBTs, railway platforms /
stations, cinemas /theatres / multiplexes, auditoriums / assembly halls, banquet
halls / marriage halls, schools, colleges, educational / coaching institutes, religious
places etc. for containment of COVID-19 virus.

2. All District Magistrates, Superintendent of Police should ensure that the people
who visit the above mentioned places strictly follow COVID Appropriate Behaviour
and are wearing masks, maintaining social distancing etc. without fail. lf the
aforesaid norms of COVID Appropriate Behaviour are not maintained at any
establishmenU business premises/weekly markeU schools, colleges, educational /
coaching institutes, libraries, religious places etc, then such premises/ weekly
market shall be liable to be closed for containing the spread of COVID-19 virus
and the defaulter shall also be liable for criminal prosecution under the relevant
laws.

3. All District Magistrates and Superintendent of Police shall deploy sufficient


number of teams for keeping utmost vigil at public places and for enforcing COVID
Appropriate Behaviour so as to avoid any possibility of surge in COVID-19 cases.

H. Miscellaneous
1. Wearing of face mask is compulsory in all public places.
2. Shop owners shall ensure minimum six feet distance among customers and shall
not allow more than 5 persons inside the shop at any time. ln addition, shop
owners should compulsorily keep sanitizers and hand wash in their shops.
3. Shopkeepers and customers shall have to wear masks and maintain social
distancing. Responsibility of maintenance of social distancing will be on the shop
owner and failure to do so will be viewed very seriously and may entail summary
closure of defaulting shops.
4. lndustrial units and Tea gardens may function subject to observance of COVID
appropriate behaviour. Head of the uniVtea garden shall be responsible for
ensuring social distancing, mask wearing by workers and staff, sanitization of
industrial premises, thermal scanning etc.
5. Excise authority will continue taking strong action against illegal production and
sale of country liquor in all the districts as a COVID containment measure.

Central Civil Services Cultural and Sports Board (CCSCSB) in collaboration


with Chandigarh Administration organising All India Civil Services Lawn Tennis
Tournament (Men and Women) 2021-22. The details of the tournament are as under:-

2. A copy of the updated rules for All India Civil Services Tournaments indicating
eligibility criteria, composition of Team Rules of games etc has already been
circulated to all concerned. The same is available on the website at
http://dopt.gov. in/about-us/wings-or-division-in-dopt/Welfare-divisions.

3. The States/UTs and Regional Sports Boards are requested to consider sending
their team for the above All India Civil Services Tournaments.

4. It may be ensured that the entries are submitted within prescribed time limits.
Teams are requested to make their own arrangements for accommodation and
transportation.

5. List of players alonq with photocopy of their Identity Card should be


authenticated by the authorized officer under his signature & seal.
6. All the participants shall carry individual Identity Card/Identity Slip/Age Proof for
verification of eligibility criteria by the Organizing Committee/Representatives of the
Board/Lawn Tennis Convener at the venue of the All India Civil Services Tournament.

7. It is further clarified that matches for 3 place (both in team event and individual
event) must be organized.

8. Managers' meeting is likely to be held on the evening of a day before the


commencement of the tournament.

9. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the


participating State/UTs/RSB's.

10. Every participating team may bring two flags representing their
States/UT/Regional Sports Board with them.

11. It should be ensured that every member of the team reports at the venue and
participates in the tournament as scheduled. Failure to do so shall be treated as an
act of indiscipline. All the participants shall maintain strict discipline on and off the
venue of the tournament. Any act of indiscipline/misbehavior/misconduct will attract
the provision of CCS (Conduct) Rules since Government Employees are treated 'ON
DUTY' during All India Civil Services Tournament.

12. Only fully vaccinated employees shall be permitted to participate in the


event. Final vaccination certificate shall be checked at entry point. In case a
person who has taken only one dose or no dose is taken, helshe is required to
produce RT-PCR negative test report done within 72 hours prior to the
Competition.

13. The general instructions as per SOP/Guidelines of COVID-19 issued by


Central/State Govt. to be strictly followed by all players and supporting staff during the
competition are at Annexure-Il. If it is found that the general instructions are not
followed by any player/official in the tournament he/she shall be liable to be debarred
from the tournament.

14. All participants are requested to chalk out their journey in compliance to Covid-
19 guidelines issued by States/UTs from time to time.

15. The following categories of employees are not eligible for participation in AICS
Tournaments: -

(a) Uniform personnel in Defence Services/Para Military Organizations/Central


Police Organization/Police/RPF/CISF/BSF/lTBP/NSG etc.
(b) Employees of Autonomous bodies/undertaking/Public Sector Banks even
though administratively controlled by the Central Ministries.
(c) Casual / Daily wages workers.
(d) Employees attached to offices on temporary duty.
(e)A newly recruited employed who has put less than 6 months in regular
establishment/ service
16. Any information regarding change in dates/venue/cancellation etc. about the
AICS tournament will be available on our website i.e. www.dopt.qov.in. All the
participant teams are, therefore requested to check from organizers of the tournament
about any possible change before starting their journey.

17. Referees/Umpires' decision shall be final and binding on the competing teams.

18. The entries in the prescribed proforma enclosed at Annexure I (duly filled) may
be sent to the Nodal Officers (before last date of receipt of entries i.e. 10.2.2022)

1. Proposed Restrictions' mentioned in the Table Head Row shall be read and
construed as Applicable Restrictions'.

2. Beauty Saloons shall be grouped with Hair Cutting Saloons and and shall be

allowed to remain open with S0% capacity subject to restrictions mentioned in the Table

for Hair Cutting Saloons. In these establishments only those activities that do not require
removal of masks by anyone shall be allowed. Only fully vaccinated persons shall be

allowed to use these services. All the staff engaged in operation shall be fully vaccinated.

3. Gyms are allowed to remain open with 50% capacity, subject to use of masks while

performing any activity. Only fully vaccinated persons shall be allowed to use these

services. All the staff engaged in operation shall be fully vaccinated.

Buddhist stupas in the world. It is famous for the Nagpur oranges and is known as the "Orange City" for
being a major trade centre of oranges cultivated in the region. Nagpur receives about 1000-1200 mm of
annual rainfall. Rainy season starts in mid June and continue up to September. During August weather is
humid due to rainy season with 30-35oC. Nagpur is well connected via road with the neighboring states
and Rail to major cities of the country by daily express, Rajdhani and passenger trains.
General Information for Boarding

The participants will be accommodated (shared basis) in Scientist Home, ICAR-NBSS&LUP, located in
Research Campus, Amravati Road, Nagpur on payment basis. The participants are requested not to bring
their family/accompanying persons with them.
COVID-19 Notes

The following points must be followed as per the COVID-19 situations and guidelines.
 Only fully vaccinated participants will be allowed to participate (participants must produce
certificate if asked).
 Few changes in training formats may be incorporated based on the COVID-19 scenario.
 Maintaining social distancing during lecture, practical, field work and while staying in guesthouse.
 Other COVID-19 protocols (as per MHA Guideline, GOI and State Government) must be followed
during the training period.

To contain and manage Covid-19, in exercise of the powers conferred
under section 2 of the Epidemic Disease Act, 1897, read with all other enabling
provisions of Disaster Management Act, 2005, in partial modification of directions
issued vide Memo No 0715612020-2H4lI dated 1.1.2022, following restrictions
will be in force till 15.1.2022:

1. Social distancing and wearing of masks


a) Wearing of masks by all persons in public places, including workplaces
etc. will be mandatory and must be strictly observed and enforced.
b) Social distancing i.e minimum 6 feet distance (do gaz ki duri) for all the

activities shall always be maintained,

2. Movement of persons - nieht curfew (10.00 p.m. to 5.00 a.m.)


Movement of individuals for all the non-essential activities shall remain
prohibited between 10,00 p.rn. to 5.00 a.m. within municipal limits of
all the cities and towns of Punjab. The district authorities are

accordingly asked to issue prohibitory orders under section 144 of Cr.


PC and ensure strict comPliance
However, essential activities including operation of multiple shifts in
industry, offices etc. (both Government and private), movement of
persons and goods on National and State Highways and unloading of
cargo and travel of persons to their destinations after disembarking
from buses, trains and aeroplanes will be permitted'

A1l Educational Institutions including schools, colleges, universities,
coaching institutions etc. shall remain closed' However, these
institutions are expected to maintain the academic schedule through
online teaching, However, medical and nursing colleges may continue
to function normallY.

4. Prohibited/Restricted activities
a) All bars, cinemas Halls, Multiplexes, Malls, testaurants, spas,

museums, zoos etc. shall be allowed to operate at 50% of their

capacity subject to all staff present being fully vaccinated.


b) All Sporls Complexes, stadia, swimming pools, Gyms shall remain
closed (except being used for training of sports persons for
participation in National/International sports events as well as for
organizing National/International sports events). No Spectators or

visitors are to be allowed.


c) AC buses will run at 50o/o of capacity.

5. Only fully vaccinated staff will be allowed to attend the Government


as well as Private offices, working spaces, factories, industries etc.

6, Principle of No Mask - No Service


No Service shall be provided in Govemmcnt or private offrces to the

persons not wearing Proper mask.

Note: The district authorities may impose additional restrictions as deemed


necessary, based on their assessment of the situation, but they will not dilute
the above restrictions,

ORDER

WHEREAS, World Health Organization designated SARS-CoV-2 variant:


B.1.1.529 (Omicron) as the Variant of Concern;

WHEREAS, the number of COVID-19 cases being reported in Goa are high,
and the situation might further aggravate if public gatherings and active
interactions is permitted unrestricted;

WHEREAS, the State Task Force examined the recommendations of the


Expert Committee, the number of hospitalisation vis a vis Covid positive cases
is low, although the number of positive cases are still high;

WHEREAS, in order to contain the spread of the said pandemic, certain


measures were undertaken and restrictions were imposed under the Disaster
Management Act 2005 by the order dated 29/12/2021, under the Epidemic
Act, 1897 by the order dated 08/01/2022, by the Election Commission of India
by the order 15/01/2022, which has been further extended with some
modification;

WHEREAS, considering the prevailing situation, certain restrictions and


measures are required to be continued, modified and consolidated to prevent
the further spread of the disease;

AND WHEREAS the State Government is satisfied that the State of Goa still
faces threat of the spread of COVID-19 virus, and therefore it is necessary to
take certain emergency measures to prevent and contain the spread of virus,
the Government in exercise of the powers conferred under various provisions
of the Disaster Management Act, 2005, it is expedient to enforce certain
measures throughout the State till further order.

Now, therefore, in exercise of the powers conferred under the Disaster


management Act, 2005, the undersigned has been directed to convey that
following activities/establishment/facilities/events shall be restricted, till further
order:

1. Casinos may operate only upto 50 % of its capacity, subject to


adherence to all Covid safety protocols, including use of masks,
sanitisers, thermal screening etc. However, entry shall be permitted for
the asymptomatic guests or staff who:
i. are fully vaccinated and possessing a vaccination certificate of
both doses of Covid-19 vaccine issued through CoWIN portal,
provided 15 days have elapsed since administration of the
second dose of such vaccine,
OR
ii. possess RT-PCR negative reports for the test conducted not prior
to 24 hours from the time of entry,

2. Cinema hall/river cruises/waterparks /entertainment parks shall not


operate beyond 50% of the seating capacity;

3. Place of public amusement, including Spa, Massage parlour, restaurant,


pub, bar, hall, auditorium, gym, marriage venue, cinema halls, river
cruises, waterparks, entertainment parks, to adhere to all Covid safety
protocols, including use of masks, sanitisers, thermal screening etc.
However, entry shall be permitted for the asymptomatic guests or staff
who:
i. are fully vaccinated and possessing a vaccination certificate of
both doses of Covid-19 vaccine issued through CoWIN portal,
provided 15 days have elapsed since administration of the
second dose of such vaccine,
OR
ii. possess Covid negative test report for the test conducted not prior
to 24 hours from the time of entry,

Owner/manager/licensee/organiser of such premises/functions shall be


responsible for the enforcement of the above restrictions, including
making necessary arrangements for the verification;

4. Schools shall be closed for students till 15/02/2022, however teachers


to attend schools for conducting online classes;

5. Colleges and other institutions of higher educations shall be closed for


students till 15/02/2022 except for the conduct of examinations,
however teachers to attend schools for conducting online classes;

6. The Health department and Directorate of Education/other school


authorities shall endeavor to complete vaccination of children from 15 to
18 years of age as soon as possible;

7. Public gatherings in case of indoor halls/auditoriums/community


halls/mandaps/open spaces etc. shall be restricted to a maximum of
50% of the seating/venue capacity or as per the limit imposed by ECI,
whichever is less;
8. Inter-state movement for persons except:
a. Asymptomatic persons who are fully vaccinated possessing a
vaccination certificate of both doses of COVID-19 vaccine issued
through the COWIN portal, provided 15 days have elapsed since
the administration of the said vaccine.
b. persons entering in Goa for medical emergencies on production
of proof therefore,
c. two drivers and one helper per goods vehicle. However, the
Police or the other authorities will have to scan such persons with
the thermal guns to see whether they display any symptoms and
if they display any symptoms then the Police or the other
authorities should deny access to such persons within the State
of Goa.
d. for those carrying Covid negative test reports for a test done a
maximum of 72 hours prior to entering in Goa.

This order is issued in supersession of ibid order No. 1/5/29/2020-RD dated


29/12/2021 and other orders issued in this regard.
Any person contravening this order shall be punishable under Section 188 of
the Indian Penal Code and Section 51 to 60 of the Disaster Management Act,
2005.

Subject:- Resumption of Physical Hearing of cases

ORDER

Pursuant to the directions, issued by the Hon’ble High Court of


Jammu and Kashmir and Ladakh, in terms of Order No 310 of
2022/RG Dated: 10-03-2022 and in compliance thereto, the following
directions are issued to the District and Subordinate Courts at District
Pulwama, to be observed in letter and spirit.

1. The judicial work in District and Subordinate Courts of


Pulwama shall henceforth be through physical mode but
virtual hearing is not prohibited.

2. Advocates are allowed entry in the Court rooms in all Courts of


District Pulwama to a limited extent avoiding concentration
but clerks and litigants are not allowed.

3. Ld. Counsels awaiting their hearing(s), may wait in the


designated Bar Lounges/Libraries and may avoid crowding in
the corridors.

4. Only those advocates whose cases are listed in the Courts and
who are fully vaccinated shall be allowed entry in the Court
rooms.

5. The guidelines and protocols for prevention of Covid-19


contagion including wearing of masks, frequent use of hand
sanitizer and maintaining safe distancing norms are
mandatory for all the entrants into the Court premises.

6. Entry of witness(s) and accused person(s) shall be permitted in


all Courts of District Pulwama provided they are fully
vaccinated and subject to strict compliance of SOPs pertaining
to the containment of Covid-19 infection.

7. Entry of clerks and agents of advocates shall be permitted into


Court premises and Advocates’ Chambers, subject to
observance of all Covid-19 related protocols.

8. Entry of litigants in the Court premises shall be permitted to


only fully vaccinated persons from the outer gate of the Court
Complex.

9. Judicial custody remands shall be given only through video


conferencing as far as permissible.

The aforesaid modified guidelines will come into effect from 14th
March, 2022.
