Department of Education Mission, Vision
and Core Values
Cawitan High School SPT convened to prepare the school’s enhanced SIP
for SY 2019 - 2022. During the VMV sharing, the SPT shared their idea of a
perfect school and their interpretation of the DepEd vision, mission and core values.
For them, a perfect school is a school that is a child – friendly, safe and accessible
for the learners. The school is fully equipped with materials the learners need in order
to learn. Moreover, the teachers in the perfect school are also competent in their craft
of delivering quality education for the learners.
ON DEPED MISSION. The SPT of Cawitan High School adheres to the DepEd
mission which states the roles of each member - students, teachers, administrators,
family and administrators in fulfilling the department’s goals. Each member of the
SPT recognizes his or her duty to promote quality learning environment and
experiences of the learners. They commit themselves in helping the school to
implement its PIAs and therefore, achieve, its goals for its clientele, the learners.
ON DEPED VISION. CHS SPT shared the same vision with the DepEd to produce
highly skilled, productive and nationalistic individuals. They believe that all
educational undertakings are done to support the holistic development of the learners
for them to become an individual who realized one’s dream for him/herself and
contributes to the progress of the nation. In so doing, all children must be given equal
opportunity to schooling and quality education. The school must also be learner –
centered and continuously improve its educational services for its clientele.
ON DEPED CORE VALUES. The CHS SPT internalizes the core values that must
be instilled to the students. The core values serve as a reminder of what must a
Filipino child must be. A Filipino child must be God – fearing, nature – lover,
humanistic and patriotic. The ultimate goal of Education is to cultivate these values
among the learners.
Listed below is the composition of Cawitan High School SPT and their respective

Assess
SCHOOL’S CURRENT SITUATION
Cawitan High School is one of the Secondary Schools of Sta. Catalina District
II situated at Barangay Cawitan in the Municipality of Sta. Catalina, Province of
Negros Oriental. The school is located 4 kilometers away from the town and 90
kilometers away south of Dumaguete City. The main livelihood of the people is
farming and fishing. At present, the school has 20 Junior High School teachers, all
are competent and nationally funded to cater the increasing population of 763
students. In addition to the school staff, CHS has 1 watchman and 1 Utility worker
paid by MOOE.
ACCESS – According to EBEIS, the total enrolment of Cawitan High School
as of June 2019 is 673. It is higher (by 47 learners) than the enrolment (626) in the
previous SY 2018 – 2019. Moreover, it is also much higher than the enrolment in
SY 2017 – 2018, which is 593.
Out of the total enrolment at present, the number of female students (362) is
greater than the number of male students (311) by 16.39%. Grade 8 has the highest
number of enrolment (185) while Grade 10 has the least number of enrolment (136).
On attendance, the total number of learners who were frequently absent
during SY 2018 – 2019 is 70 or 11.22% of 626. Forty – two of these students are
male while twenty – eight are female. It is also reported that some of these frequently
absent students are 4Ps recipients.
Anent to this, the dropout rate in 2018 – 2019 had reached to 6.39%. It did
not meet the Division target, which is 0%. Students’ absenteeism was the greatest
contributor to the school’s dropout rate. Hence, there is a need for parents’
involvement for the academic success among students especially the SARDOs.
QUALITY - The promotion rate of the school during SY 2018 – 2019 is
94.32%. It is much higher than the promotion rate during the SY 2017 – 2018, which
is 90.40%. The school only has a record of NAT result during the school years 2016
– 2017 and 2017 – 2018. In the year 2016, Grade 10 CHS students got a score of
28.54% in Science, 30.26% in Math, 44.27% in Aral. Pan., 46.5% in Filipino and
47.35% in English. NAT results have increased in Science and Math with rate of
31.55% and 33.14%, respectively on the following year but still remain the lowest
MPS among the five subjects. Hence, the school did not meet the Division target of
75%.

On the other hand, the ORV result in English (pretest) for SY 2018 – 2019
shows that there is an increase in the number of students in the frustration level (400
students) compared to the number of students in the same level last SY 2017 – 2018
with 387 students.
When it comes to contests, some Cawitan High School students received
awards following their winnings in different contests such as Modulo Art (1st Place –
Grade 8 and 10), Math-Sayaw (1st Place), Speech Choir (2nd Place), Science Quiz
Bee (2nd Place – Grade 8 & 10; 3rd Place – Grade 7 & 9), MTAP (3rd Place – Grade 7
& 10) at the district level and 3rd place in the Modulo Art 10 at the congressional level
for the SY 2018 – 2019.
GOVERNANCE – CHS stakeholders continuously supports the PAPs of the
school by giving donation in the form of money, in kind, time and effort. The school
activities to which the 50% of the stakeholders show full support are as follows: HS
day celebration, JS Prom, CHS fashion show, and clean – up drive.
PRIORITY IMPROVEMENT AREAS
After the thorough assessment of the CHS – SPT, the following list are
identified to be the school’s PIAs for the SY 2019 - 2022.
1. High dropout rate
2. Unfinished construction of school fence and gate
3. High number of students in frustration level
4. Poor instructional materials
5. Less involvement of stakeholders in the implementation of school programs
and projects
Through these five identified PIAs – mostly with very high priority levels,
project work plans and project teams are comprehensively designed by the School
Planning Team to address the encumbrance in the teaching-learning process. These
work plans have the following project titles:
1) Project SAGIP PAG - ASA (Bata Wag Balewalain, Pag – Asa’y Sagipin)
2) Project GREAT WALL (Kaugmaon Lig – Onon, Pag – Alad Ipadayon)
3) Project “HEED TO READ”
4) Project “OPLAN I – SHOPPING”
5) Project “BAYANIHAN”
To facilitate and ensure the realization of these outlined projects and
interventions on the given time frame, planning worksheets for Access, Quality and
Governance along with the Annual Improvement Plan (AIP) and Monitoring &
Evaluation (M&E) schemes are crafted with depth, relevance and possibility.
