1. INTRODUCTION
1.1. PHILOSOPHY, VISION AND MISSION:
MEANING
PHILOSOPHY is something that the institution
believes in. It is the most basic principle from
where the University’s operations are anchored.
VISION is something that the University should
aspire for. Vision has a nature of an objective.
MISSION is something that the University should
do to realize its vision.

AND MISSION: RELATIONSHIPS
PHILOSOPHY is the foundation of Vision
and Mission. The Vision and Mission should
always be consistent with the Philosophy and
should never contradict it.
VISION is Philosophy expressed in terms of
goals and objectives.
MISSION is Philosophy expressed in terms
of strategies as it strives to reach out to the
Vision.

1. The Betterment of the Quality of Life is
achieved through National development and
transformation.
2. National Progress is achieved through quality
education.

underlying inspiration that permeates through all
the activities done in the University
5. Divine guidance is invoked as the institution
strives to reach it goals. It is only with the help of
God that the University’s efforts will bear fruit.
A. Betterment of the Quality of Life
The University primary goal is to improve
the quality of life of the people it serves.
This is very existential. It touches on the
people here and now. The University
believes that an educated person has a better
chance in improving his quality of life.
B. National Development and
Transformation
National Development and Transformation
is the government’s aspirations for the
country and for its people.
C. Quality of Education
The University sees this as an indispensable
tool in doing its share for national
development and transformation.
D. Research, Teaching and
Community Involvement
These are the three basic functions of this
university. They are interdependent and
interrelated.
1.Research is the eternal well spring of information
as it provides life to teaching.
2.Teaching bridges research and the students in the
formal school setting.
3.Community involvement tests what the student
have learned.
E. “Character building is nation
building”
The commonalty of the two statements is
“building.” Building signifies a process.
1. Character building signifies the development
of a specific trait in a person.
2. Character means something permanent or
stable. It is second nature to a man.
3. Within the context of the Perpetualite
education, character formation means
development of the students in the eight
Perpetualite values.

1. Landscape of the 8 Perpetualite values
A. Equipping the individual the right things
that he should do and he should not do
B. Encouraging him to do the right things
and avoid the wrong ones.
C. Developing the habit or consistency of
action of doing what is right and

This habit within the context of the 8
Perpetualite values is the Perpetualite
character.
Nation building is a process
of making our country
peaceful, progressive,
economically stable with its
people fair and just, and caring
for one another. This is exactly
what the 8 Perpetualite values
are all about.
F. Divine Providence
The University realizes the complexity and
difficulty of realizing its goals. Faced with
these overwhelming challenges, the
University lifts up its eyes to heaven
invoking the aid of Divine Providence for
help. For it is only with the assistance of
Divine Guidance that these tasks – a very
noble mission – shall be realized.
