Project Title: ALERTO Pulonians (Actions and Linkages for Emergency Readiness

Towards Resilience-Oriented Pulonians)

Introduction

The implementation of DRRM in basic education is guided by DepEd’s three major outcomes—Access, Quality and

Governance. These set the program and policy development agenda of the agency. The National DRRM Council (NDRRMC) is also

committed to implement DRRM in basic education within the following thematic areas: Prevention and Mitigation; Preparedness;

Response; and Recovery and Rehabilitation.

The creation and upgrading of the DRRM service in DepEd (DO 50 s 2011 and DM 112 s 2015) institutionalized DRRM within

the basic education system. Schools have established DRRM policies and programs in support of the national, regional and divisions

directions (RA 9155: Basic Education Governance Act of 2001). Specific interventions to address the effects of hazards and risks are

determined at the school level. The School Planning Team (SPT) and the School DRRM Team (SDRRM Team) shall work hand in hand to

implement DRRM. Within these two school groups assessment, planning, implementation, monitoring, evaluation, and reporting of DRRM

interventions will be made.

The Comprehensive DRRM in Basic Education Framework seeks to:

1. Protect learners and education workers from death, injury, and harm in schools.

2. Plan for educational continuity in the face of expected hazards and threats.

3. Safeguard education sector investments; and

4. Strengthen risk reduction and resilience through education

Hazard becomes disasters when vulnerable conditions exist among people, resources and other elements exposed to risk, and

capacity/measures to cope with consequences are insufficient. Disasters deprive children of their right to a continuous, quality, basic

education in a safe environment. They threaten the lives of children, their families, and education personnel.

of children, their families, and education personnel. Every year, Pulong Sta. Cruz National High School on its full effort proposed SDRRM

program through the initiative of the SDRRM team. The team in consultation with the school head considers the most beneficial ways to

reach out to learners relative to their safe environment. The purpose of this project ALERTO Pulonians (Actions and Linkages for

Emergency Readiness Towards Resilience-Oriented Pulonians) is to have a systematic actions and established linkages between and

among the school and community’s stakeholders for a safer environment, as well as to gather safety equipment that can be used in

emergency situations. Likewise, all school personnel, parents, learners, public and private partners, and other stakeholders can involve

themselves to make the project more meaningful and effective.

Statement of Project Objective

To ensure safe and secure learning facilities through continuous monitoring of 5S (Sort, Set in order, Shine, Standardize, Sustain)

To improve School Disaster Management Program and activities based on the result of Comprehensive School Safety (CSS) Monitoring Tool

To integrate DRR in Education through trainings and seminars/webinars

Benefits of Solving the Problem

The direct beneficiaries include the school and the community where the school is located. The whole school community will be

engaged throughout the process and will benefit from a school and community-based disaster risk reduction and management program.

All will result with reduced vulnerability to disaster and increased capacity to cope through greater knowledge, awareness and

understanding and activities put in to place to mitigate, adapt and prepare for hazards. This will in the long term save lives, livelihoods,

and communities. Indirect beneficiaries include the generations to come from within the school and community who will benefit from a

long standing, sustained and continued commitment to reducing disaster risk. In addition, other indirect beneficiaries may include

neighboring community, who may well benefit from activities put in place and from shared knowledge, learning and engagement.
