VII. Rationale:
The Republic Act No. 8044 or the Youth in Nation-Building Act is an act
creating national youth commission, establishing a national comprehensive and
coordinated program on youth development, appropriating funds therefor, and
for other purposes. It is stated in the policy that the state recognizes its
responsibility and to enable the youth to fulfil their vital role in nation-building.
The Pag-asa Youth Association (PYA) has two strategies in implementing
the Unlad Kabataan program. These are the organization of Pag-asa Youth
Association and Development of Peer Support System.
The Barangay Bayaoas Urdaneta City is reported to having an increasing
number of Out-of-School Youth and this is the reason why the barangay is
subject to organizing an organization that will empower and develop the
potentials of the youth. This can also be an outlet for them to discover more of
their capacities as future of the Fatherland.
In cooperation with the Pag-asa Youth Association the City Social Welfare
and Development Office (CSWDO) of Urdaneta City come up with an activity that
aims on providing a venue for the out-of-school youth and youth to discover and
develop the leader in them. The activity will also be used to orient or inform and
recruit possible members of the Pag-asa Youth Association.
VIII. Project Objectives:
General Objectives: To became more active and productive in community.
Specific Objectives:
Throughout the leadership training and orientation the youth would be able
to:
1. Develop and enhance their leadership skills;
2. Become more aware about the Pag-asa Youth Association;
3. Use their time productively by engaging them to different
activities.
IX. Project Description:
The program will be divided into two days, on the first day the staff from
the City Social Welfare and Development Office will facilitate the Leadership
Training. The resource speaker will be coming from City Social Welfare and
Development Office. On the second day, the staff from the City Social Welfare
and Development Office will be invited to conduct an orientation seminar
regarding the Unlad Kabataan Program, specifically the Pag-asa Youth
Association.
This activity would be beneficial for the youth and at the same time the
community to lessen the percentage of youth who engage themselves in
unproductive activities. This will also hasten their capabilities to rule their own
community by making them aware matters regarding leadership.
The activity is the joint effort of the City Social Welfare and Development
Office in order to come up with this activity.
X. Participants:
The participants are 7-14 out-of-school youth, ages 15-24, single, from
Barangay Bayaoas Urdaneta City.
XI. Budgetary Requirements:

XII. Recommendation:
Based upon the above rationale and objectives, there is a need for this
activity to pursue to help the Out-of-School Youth and Youth of Barangay
Bayaoas.
In view hereof, undersigned strongly recommends approval of herein
proposal regarding the conduct of “Pag-asa Youth Association” with an
estimated budget of Php 10,750.
