Pavan Duggal is an esteemed Indian advocate who is also known as the formidable
maestro of Cyber Laws. He is the Conference Director of the International Conference
on Cyberlaw, Cybercrime & Cybersecurity organized by Cyberlaws.Net and the
Chairman of the International Commission on Cyber Security Law. Dr. Duggal has also
been associated with the Ministry of Communication and Information Technology,
Government of India on issues related to Cyber Law and E-Governance.
Mr. Rakshit Tandon is a Cyber Security Evangelist with an experience of more than a
decade in the Security Domain. He is Cyber Security Consultant to Internet and
Mobile Association of India. He is also a Resource Person/Visiting Faculty for Cyber
Crime Investigations at BPRD Bureau of Police Research And Development for
Training Law Enforcement Officers across the Country. He is the chairman of India
Against Child Abuse, A National Outreach Program by Justice Mohan Children
University and NCSSS.
Mr. Sai Manohar Aramane is 1995 Batch IPS officer born on Madhya Pradesh Cadre.
He is presently ADG, Bhopal Zone. He is a PG in Engineering and belongs to
Anantapur district of Andhra Pradesh. He served as SP of Raigarh, Narsimhapur,
Gwalior districts and DIG/SSP of Indore in MP. In his two central deputations, Mr Sai
Manohar, served as SP, DIG and JD of CBI for 11 years.

Ms. NS Nappinai
Advocate, Supreme Court of India
Ms. Nappinai is a supreme court lawyer and founder of Cyber Sathi with 30 years of
experience specialising in constitutional criminal IPR and cyber laws. She is also an
advisor Tamil Nadu e-governance agency and advisor Maharashtra cyber police. Ms.
Nappinai appears as counsel in cases pertaining to Constitutional, Criminal, IPR &
Cyber laws. She has authored a seminal book on cyber laws titled “Technology Laws
Decoded”.
Nischal Shetty is the Founder and CEO of WazirX, India’s largest cryptocurrency
exchange (recently acquired by Binance). He is a huge blockchain advocate and
influencer with over 120,000 followers. He has also been featured in Forbes ‘30 under
30’ list in the past. Nischal has been active in space for a long time with the mission
to involve everyone in the blockchain revolution. He's also been fighting for bringing
positive crypto regulation in India with his Twitter campaign called
#IndiaWantsCrypto for over 800 days.
Mr. Sumit is the co-founder and CEO of CoinDCX. He co-founded CoinDCX in early
2018 upon noticing a vacuum of information and understanding of cryptocurrency in
India. Mr. Sumit simplified the process of making investments in cryptocurrencies
through CoinDCX. He is a strong believer in the power of finance as a tool for
personal independence. He has advocated the adoption of Blockchain Technologies
(DLT) and supports the role cryptocurrencies play in driving inclusion.
Dr Gaurav Gupta is the first Indian to earn a doctorate in the field of digital forensics.
He was bestowed with the Young Scientist Award by Indian Science Congress in 2010
and received it from the Man of Science, our beloved Dr A.P.J Abdul Kalam. He has
been instrumental in hosting international conferences in the area of digital forensics
in India. As an active researcher of this field, he has contributed to society by
developing many state-of-the-art, efficient, and effective digital forensic solutions.
Nima Binara is Legal Counsel with Google LLC based in the United States.
Mr. Binara advises on legal engagement with — and data disclosure to — law
enforcement and other government agencies around the world. Prior to joining
Google, Mr. Binara served as Counsel to U.S. Senator Patrick Leahy, Attorney-Advisor
at the U.S. Department of Justice, and lawyer at the international law firm of Paul
Weiss Rifkind Wharton & Garrison LLP. He received his law degrees from Columbia
University and the London School of Economics.
Deepak Singh is a Senior Legal Counsel with Google India. Mr. Singh oversees
various legal, regulatory and compliance issues across India and also attends to the
law enforcement engagements. Mr. Singh gained his Bachelors in Law in 2002 from
Mumbai University and has an extensive eighteen years of experience working with
large technology industries. He engages with law enforcement agencies and govern-
ment bodies on various contemporary issues and developments in investigations
and other internet related jurisprudential challenges.

Mr. Anshuman Mainkar
Manager, Trust and Safety, WhatsApp India
Mr. Anshuman is a trust and safety manager at WhatsApp responsible for law
enforcement outreach. He holds a military background having served as fighter pilot in
the Indian Air force. He also holds a masters degree in international relations and is a
computer science graduate from the National Defence Academy.
Charles Cohen is a retired Indiana State Police Captain. During his 25 years of service,
he was responsible for the cybercrime, electronic surveillance, technical services, and
Internet crimes against children units along with overseeing the department’s overt and
covert criminal intelligence functions. He speaks internationally on implications of
online social networks in criminal investigations and criminal intelligence
gathering, cybercrime, online fraud, money laundering, corruption investigations, and
the investigation of skilled criminal offenders.
Mr. Deepak Kumar is a senior Digital Forensic & Cyber Intelligence Consultant.
He has been working on several consulting and investigating engagements with
organisations such as Academia, Corporates, International Law Enforcement
Organisations, Government sectors & PSUs. He is currently engaged with Indian
government projects related to security operation centre, threat intelligence
coordination, capacity building for cyber-crime & digital forensics domain. He holds
professional International certifications skills in areas of Ethical Hacking, Digital
Forensics, Incident & Response, Blockchain, Industrial Control Systems,
Cyber/Operational Security, Fraud Detection & Investigation, Counter-Terrorism &
National Security, etc.
Mr. Manu has done his LLB from National Law University Odisha, Cuttack. He is
practicing advocate before Hon'ble Supreme Court of India and various High Court's
in the country.
Mr. Santosh Khadsare is an InfoSec and DFIR professional who specializes in Digital
Forensics. He has 20+ years plus of rich experience in the field of Digital Forensics,
Cyber Laws, Information Security, Cyber Audit, and Incident Response. He is known in
the digital forensics community for his experience, skillsets and mentorship
qualities. He was judged amongst top three scholars during the MDI-ISAC National
Cyber Security Scholar Program for the year 2020 and was awarded for the best
innovative paper titled “The Role of Digital Forensics in Industry 4.0”.

Ms. Sushma Singh is a IPS officer from the 1989 batch. She is an officer of MP cadre.
She is MSC in chemistry, PG certified in cyber law and PG certified in human rights.
She is currently posted as ADG, Human Rights, Madhya Pradesh Police. She has
previously served as SP in Bhopal, Khadva and Dewas.

Dr. A Nagrathna's areas of specialization include Criminal Law, Cyber laws and
Commercial Law. Her areas of interest include Jurisprudence, Intellectual Property
Rights, Medical Law and Ethics, Legal Educational and Professional Ethics and
Women and Law. She is a life member of the South Asian Society of Criminology and
Victimology and also a member of the International Institute of Information
Technology Laws, Bangalore.
Mr. Lavanya is working as the General Counsel for OLX Group’s businesses in India and
other markets across Asia and Africa, which includes classifieds, autos
transactions and its technology-based recruitment businesses. In addition to the
essential legal functions, he is responsible for public affairs, government relations,
product compliance, crises management, ethics, governance, mergers and
acquisitions.

Mr. Bhalla is the officer of Indian Telecom Service -1992 batch. Over 32 years of
professional experience in Telecom and Cyber domain since 1989, he is presently
posted as DDG (Telecom Security & Policy Research) with National
Telecommunications Institute (NTIPRIT), Department of Telecommunications. He has
also served as Director in MHA 2015-2020. Mr. Bhalla has also implemented
Cybercrime Prevention against Women & Children Scheme (CCPWC).
Bharat Panchal is working as a Chief Risk Officer for APAC, Middle East & Africa for FIS
Global. Bharat has been working as Chief of Risk Management for National Payments
Corporation Of India (NPCI) for more than 8 years. He was one of the strong pillars
since inception of NPCI. He managed key functions like Enterprise Risk Management,
Compliance, Operational Risk Management, Ecosystem Cyber Security, Fraud
Management and AML for NPCI and its ecosystem since inception of NPCI.
Mr. Nisheet Dixit is a renowned practising advocate handling constitutional, civil and
criminal matters including cyberlaw and cybercrime (IT Act), telecommunication laws,
corporate and economic offences, electricity laws, media and advertising laws,
intellectual property rights laws, real estate and banking laws since 2001. He is also a
member of the Supreme Court Bar Association (New Delhi), Rajasthan High Court Bar
Association (Jaipur) and Bar Council of Rajasthan (Jodhpur).
Dr. Madan M. Oberoi is an Indian Police Service (IPS) officer. He is a Fulbright Scholar
in the area of "Cyber Security" from University of Washington. Dr. Oberoi is presently
working as Executive Director (Technology & Innovation), INTERPOL. Dr. Oberoi was
working in the rank of Special Commissioner of Delhi Police where he was heading the
Special Cell of Delhi Police. He was also concurrently handling the additional Charge of
Adviser (ICT), MHA. Dr. Oberoi was earlier deployed as Director Cybercrime of
INTERPOL, from 2014 to 2017. He has also worked as Inspector General of Police,
Deputy Inspector General of Police and as Superintendent of Police with Central Bureau
of Investigation (CBI).
Mr. Yogesh Deshmukh is a IPS officer from the 1995 batch. He graduated from the
Delhi University. He has also done L.L.B and post-diploma in cyber law. He has served
as SP of 5 districts. He has worked in Narcotics control bureau, government of India.
He has also worked as Director vigilance Railway board, New Delhi. He has been IG
of Chambal, Bhopal, Indore and Ujjain.
Dr. Vineet Kapoor is a member of Indian Police Service who has worked in various
police jurisdictions in India and with the UN Department for Peace Keeping Opera-
tions. He has an expertise in Safety, Security and Access to Justice Programming and
Policy Analysis through his engagement in Security Sector Solutions, Police Reforms,
Human Rights, Police Training and Law Enforcement related Research. He has a PhD
in Human Rights and its relationship with Organizational Socialization in the Police
and its impact on Organizational Development.
