RATIONALE: This MC provides the guidelines and procedures to be undertaken by the Philippine National Police (PNP) in the implementation of the Revitalized PNP KASIMBAYANAN (Kapulisan, Simbahan, at Pamayanan), a community mobilization program highlighting the ind collaborative partnership of the PNP»with the and the religious sector. It is geared towards a holistic transformation that involves the PNP and the community It serves and protects. 3. SITUATION: Maintaining peace and order is always a shared responsibility between the Police and the community. These main actors shall maintain an interdependent and reciprocal relationship. This public safety program will empower citizens to participate at the barangay level to encourage necessary community support in promoting public safety and security by suppressing criminality, local insurgency, and terrorism. Thus, it asserts that community participation is important because each member is responsible for and affected by situations of safety and security. On December 20, 2020, the Police Regional Office (PRO) 1 under the leadership of then Regional Director, PBGEN RODOLFO S$ AZURIN, JR. has conceptualized and implemented the KASIMBAYANAN, which aims not only'to bring about holistic transformation within the PNP Organization but also to effect change in the communities it serves with the help of the religious sector. Believing that “man by ture is good,” this project aims to remind the PNP personnel of their good traits and a share the fact that the people they serve are also intrinsically good. Further, goodness is sustained within the community when people are God-fearing and law- abiding citizens. Moreso, PRO 1 reinvigorated the Community and Service-Oriented Policing (CSOP)as the: the Malasakit + Kaayusan + Kapayapaan = Kaunlaran (MKK=K) Framework under the new normal uniting all sectors of the community in an ecumenical call for peace and order anchored in making every Filipino citizen a God- centered individual. This resulted in an initiative dubbed as “KASIMBAYANAN ng Panginoon,” a very laudable and timely project that will provide hope to everyone amidst this crisis affecting mankind. suilding trust and respect with the community is fundamental in maintaining the prestige as the Home of the Citizen-Friendly Policeman and Protector of Human Rights. Sound conduct by police improves community interactions, enhances communication, and promotes shared responsibility for addressing crime and disorder. This program provides an interplay among three important sectors by transforming the PNP members as community-based bridge builders. Page 2 of 19 Scanned with CamScanner The participating religious sectarian and non-sectarian organizations have the responsibility to serve as an important link to their respective members in ‘supporting PNP programs, projects, and activities especially as community advisers. Therefore, to further enhance and strengthen the program and to get the expected gaia gt.zansiome n through the Iagaivemont.o. he, general pula. wth luable support of the religious sector, the tevitalized PNP KASIMBAYANAN is introduced for nationwide implementation. 4, PURPOSE: The PNP, with the support of the religious sector, aims to strengthen its partnership with the general public and bring awareness to the various communities that PNP personnel and the people they serve have a vital role in contributing peace, order, progress, and even holistic transformation of the society. Further, the full ‘support of all unit commanders to this program is necessary so that transformation is ensured within the PNP organization and in the community, they serve and protect. 5. DEFINITION OF TERMS: a. Advocacy Groups - pool of volunteer individuals to coalesce, organize, mobilize, and expand the resources from different government agencies and sectoral organizations in order to complement the efforts of various law enforcement units in the fight against criminality, illegal drugs, insurgency, and terrorism. b. Barangay Immersion Program - a plan/program to be carried out by the PNP, Local Government Units (LGUs), and the religious leaders in the communities nationwide where it engages the recipients in various activities with a set of significant goals. . Barangay Peacekeeping Action Teams (BPATs) - are the main operators of Barangay Peacekeeping Operations (BPKO) at the Barangay level which are trained, equipped and are fast, agile and responsive to the needs of the community and are expected to work at the ground level where crime operates. d. Capacity-Building - includes the process of developing holistically the PNP personne! and their established partners into God-centered individuals in the community. e. Community and Service-Oriented Policing - a policing concept where the PNP, LGUs, and the community work together to improve peace and order situation and the delivery of public safety programs. f. Community-Based Bridge Builders - are composed of PNP personnel, seligious leaders, and community experts who will inculcate the values of the Revitalized PNP KASIMBAYANAN program. Page 3 of 19 Scanned with CamScanner (g) Community Empowerment and Mobilization - is the process wherein people are brought together to act on a common interest with the end goal of building a responsive community through shared decision- making and responsibilities. h. Community Organizing - refers to the initial process of this program by which the Pulis Sa Barangay (PSB) organizes the community and takes the lead in identifying the needs or issues, taking a plan of action, and developing cooperative and collaborative attitudes to meet the objectives. i. Community Mobilization - involves the process of executing the plan of action by utilizing the available resources towards a common goal. J. Community Allegiance and Partnership - refers to the process of creating fellowship and establishing clusters of individuals and stakeholders to continuously support and strengthen the program towards sustainability. k. Community Information and Education - is the institutionalization of awareness, alertness, participation, cooperation, and reciprocal responsibility among constituents relative to the PNP's crime prevention and public safety efforts. |. Community Organization - a process by which people are brought together to act in common interest with the end goal of building a changed community by empowering its community members with knowledge and skils. m. Coordinators - are appointed members from the organized cluster who shall serve as the liaison officers among the organized KASIMBAYANAN clusters in the conduct of activities related to the program. n. Kapulisan (Police) - are officers, men, and women of the PNP. 0. KASIMBAYANAN Advisers- are individuals in the PNP, Executive Senior Police Officers, subject matter practitioners, other sectarian and non- sectarian religious leaders and members who counsel on matters of personal challenges and in enriching the moral and spiritual well-being of the personnel and the community. ;) MKK = K - the peace and security framework of the PNP that stands for Malasakit, Kaayusan, Kapayapaan, and Kaunlaran, wherein the combination of care, order, and peace shall equate to progress. q. Pamayanan (Community) - a group of local and foreign residents of the country within sectoral composition consisting of LGUs, business, other law enforcement agencies, other government agencies, and civil societies. Page 4 of 19 Scanned with CamScanner Simbahan (Church) - refers to sectarian and non-sectarian religious sector organizations which includes, but not limited to the following: Roman Catholic, Protestant, Evangelicals, Full Gospel Churches, and Islam. 8) Pulis Sa Barangay (PSB) - refers to the PNP personnel who serve as the community leaders and movers of the community where they live and are responsible for coordinating and initially responding to the needs. of the community relative to maintaining peace and order and ensuring public safety and security. @ Reciprocal Responsibility — a relationship in which two people or groups agree to do something similar for each other, to allow each other to have the same rights with moral, legal or mental accountability. 6. GUIDELINES: a. General Guidelines: As an offshoot of Community and Service-Oriented Policing, the Revitalized PNP KASIMBAYANAN focuses on reshaping the image of the police that is highly capable, effective, and most especially credible _ with the aid of the religious sectors. The KASMBAYANAN ecvieere will strengthen the moral and spittusl er of personnel and the community toward a genuine transformation that is truly God-centered. With such approach, the community will have active partnership with the PNP, thus imbibing a positive image for future colaboration and mabiizatian. of individual towards addressing pressing issues and challenges at their respective community. ee b. Specific Guidelines: 1) The Revitalized PNP KASIMBAYANAN will operationalize the concept and objectives of the MKK=K program thrust of the PNP, wherein, the combination of care, order, and peace, shall equate to progress: a) The Malasakit program aspires to address the external and internal issues of the organization. The first challenge is for every police officer to convey that we are sworn to serve and protect our community. Thus, the PNP must nurture harmonious relationships with all sectors, to be able to address the peace and security of each community; b) The Kaayusan program aspires to strictly implement the rule of law, without fear or favor. That every citizen may abide by ordinances, c) The Kapayapaan program aspires for lasting peace. In partnership with the Armed Forces of the Philippines (AFP), and various clusters of Executive Order No. 70 known as the National Page 5 of 19 Scanned with CamScanner 2) 3) 4) ) 5) 6) Task Force to End the Local Communist Armed Conflict (l })— the PNP shall continue this endeavor with more vigor and enthusiasm. The PNP shall ensure that all Barangay Development Programs shall reach its completion, by providing security to its implementers; and d) The Kaunlaran program is the ultimate goal of the Eascafand ‘Security Framework. As it presumes that if our perceived to be safe and peaceful, then tourists and ents shall come to our beautiful country, thereby increasing job opportunities for every Filipino. The PSB as a community leader shall serve as the catalyst to steer peace, order, and progress in the community and shall act as a conduit among the PNP, religious leaders, and the community for peace and development; Community Organizing, Community Mobilization, and Community Allegiance and Partnership will be the founding concepts of the Revitalized PNP KASIMBAYAN implementation; ‘Community-Organizing - is the organization of the community in the barangay into different sectors (barangay officials, youth sector, transport sector, student sector, business sector, etc.). It will be spearheaded by the PNP personnel; Database of sectoral organizations and leaders will be maintained by the PROs down to the police stations as future reference for the conduct of information drives, dialogue or Pulung-Pulong sa Barangay, seminars, and other police community-related activities with the help of the KASIMBAYANAN advisers once launched or established; Launching will be conducted at the PNP National Headquarters for the national level and will be replicated in all PROs down to every police station/precinct wherein representatives from the Regional Community Affairs and Development Division (RCADD) and Regional Police Community and Development Affairs Unit (RPCADU) of the Regional and the Provincial Offices are required to attend to supervise and monitor the activity, that consists of the following: a) Cascading of the program. The concept of the program shall be cascaded by the focal persons led by RCADD, assisted by RPCADU, and Regional Chaplain Service (RCS) among their organized religious and community leaders in all provincial levels; and b) Mentoring. Trainers training of mentors shall be undertaken to empower the KASIMBAYANAN advisers of their roles and responsibilities transforming them into Community-Based Bridge Page 6 of 19 Scanned with CamScanner Builders equipped with the right knowledge, attitude, skills and values to spread and share within the community. A pool of Community-Based Bridge Builders shall be established by the RCADD along with the batches of trainers to ensure continuous availability of the lecturers or mentors. These Community-Based Bridge Builders are oriented on different topics to be discussed. The Squad Weekly Interactive Meeting (SWIM) manual and other pertinent references provided by the DHRDD are made available to outline the series of topics to be followed to guide them and to avoid repetition for more insights and learnings. PNP shall take the lead in ‘scheduling the meetings; ¢) Clustering. As soon as the Community-Based Bridge Builders are established, the available household clustering data of the Anti-lllegal Drugs initiative will be utilized to ensure continuous mentoring and tracking of learnings from the community they will be assigned to. An appointment of KASIMBAYANAN Coordinator shall be undertaken to ensure that clusters shall have an organized cascading and mentoring schedule beforehand. 7) Community Mobilization. This is the most vital part of the program wherein PNP personnel with the help of the KASIMBAYANAN advisers will reach out to different sectors of the community through information drives, meetings or Pulong-Pulong Sa Barangay (Barangay Congress), seminars, crime prevention education, and other activities that further strengthen the public safety services and crime prevention program of the PNP. The following should be undertaken: a) Establishment of Community Groups and Partners. From the pool of Community-Based Bridge Builders, clustered group of partners shall be established to mobilize them, armed with the learnings from the KASIMBAYANAN strategies. They are mobilized to form more groups of people that are God-centered and empowered citizens to address pressing issues in their respective communities; b) Capacity-Building. As established, led by police, as community leader, it capacitates everyone in the community with the help of the partners or stakeholders that can be tapped to provide strong support to address pressing issues in terms of community development; and ©) Development and Sustainability of Grassroots Programs, Activities, and Projects (PAPs). With the help of community groups and partners, more sustainable grassroots PAPs shall be established encouraging grassroots engagements like projects that focus on children and women protection, family Page 7 of 19 Scanned with CamScanner strengthening, drug-free community, among others. This becomes the output-driven effect of the program involving everyone in the community address prevailing issues and challenges toward nation-building; 8) The PNP personnel may also coordinate with sectarian and non- sectarian religious organizations that may allow them to become part of the religious gatherings/Basic Ecclesial community gatherings to share information about policing that affect the life of the community members (e.g. crime environment in the area, prevalent crimes in a certain barangay or locality, peace and order situation of a certain locality, tips on how to prevent crimes, brief explanation of a new law or ordinance, etc.); 9) For the formulation of grassroot programs, activities, and projects in Muslim Communities, PROs are enjoined to visit PNP CMC 08- 2021; 10) Strategic Allegiance and Partnership resulting in Kauntaran or progress in the community. This impacts on how every member of the community collaborates in adherence with the vision of Ambisyon Natin 2040 of a Matatag, Maginhawa at Panatag na Buhay. This strategy shall be lobbied for adoption to stakeholders and partners that include, Regional Peace and Order Council (RPOC), Regional Law Enforcement Coordinating Council (RLECC), Regional Development Council (RDC), and PNP Regional Advisory Council (RAC); 11) Assessment Committee and Board — composed of the selected units concerned and/or key personnel with DRDO/DPDO/DCDO as Over-All Supervisor in their respective levels together with their respective advisory council and other invited representatives from different government agencies concerned and local leaders. a) The Assessment Committee and Board shall be established from national, regional, provincial, and city police offices level; b)A monitoring matrix shall be established to allow feedback and ensure enhancement towards the end-goal of holistic transformed community; and c) The Assessment Committee and Board shall have a quarterly assessment to review the implementation and possible lessons leamed from the program in relation to the findings of the Oversight Committee on Enhanced Managing Police Operations (EMPO) and the Sub-Committee on Preventive Approach under PNP MC No. 20-2020 dated October 8, 2020 entitled, “PNP Internal Disciplinary Mechanism.” Page 8 of 19 Scanned with CamScanner 12) The Revitalized PNP KASIMBAYANAN Monitoring Matrix or Scorecard shall be formulated to monitor accomplishments and the Tealization of the objectives of this program c. Framework The Revitalized PNP KASIMBAYANAN model is a visual graphic and narrative to serve as a valuable guide to explain the process. It is a structure that works in a cyclical process to be followed by the PROs. a. Collect data from various reliable sources in both the intemal and ‘external environments; b. Develop and design strategies and initiatives (target audience, channels and methodologies) for activities and programs (For all levels, NHQ down to the MPS/CPS), c. Implement plans, activities and programs (PAPs) through the use of strategies and initiatives to achieve improved crime rate; improved sense of safety and security by the community; and’ increased community support and engagement; d. Monitor and evaluate the effectiveness of implementation of the Revitalized PNP KASIMBAYANAN PPAs through quarterly evaluation and assessment by the Assessment Committee Board; e. Analyze/assess the results of monitoring and evaluation; and f. Utilize the result of the assessment as an input/data to start another process. d. Responsibilities: 1) DPCR a) Act as supervisor in the implementation of this MC; b) Formulate a Standard Training Package of the Trainors’ Training Course and supplemental references for the KASIMBAYANAN advisers; ¢) Develop a Strategic Communication (StratCom) Snapshot and Communications Plan (ComPlan) in support of the Revitalized PNP KASIMBAYANAN; d) Supervise and monitor the PROs in the formulation of programs. and activities in the implementation of this MC; and e) Perform other tasks as directed. 2) Commander, APCs a) Supervise the PROs under their respective AORs in the implementation of this MC; and b) Perform other tasks as directed Page 10 of 19 Scanned with CamScanner 3) DI a) Supervise the conduct of Complete Background Investigation (CBI) of the people/entities who will be part of the KASIMBAYANAN advisers involved in the implementation of Revitalized PNP KASIMBAYANAN; b) Supervise the conduct of security assessment of areas wherein there will be a meeting and other related activity pertaining to Revitalized PNP KASIMBAYANAN; c) Ensure that all territorial units are capable of conducting CBI and security assessment; 4) Supervise the conduct of periodic assessment of the people/entities involved in the implementation of the program; and e) Perform other tasks as directed. 4) Do a) Ensure the adoption of Revitalized PNP KASIMBAYANAN of stakeholders and partners at the national level, that include, National Peace and Order Council, National Law Enforcement Coordinating Council, and PNP National Advisory Council; b) Monitor the adoption of Revitalized PNP KASIMBAYANAN of stakeholders and partners at the local level; and c) Perform other tasks as directed. 5) DL a) Provide logistical requirements for the tasked offices/units; and b) Program procurement of other goods and materials for the use of KASIMBAYANAN requirements; c) Re-allocate the distribution of FOL products and mobility requirements for the use as required; d) Perform other tasks as directed. 6) DC a) Provide fund necessary for the implementation of this MC; and b) Perform other tasks as directed. 7) DIDM a) Provide data on criminal cases taken from Crime Information, Reporting and Analysis System (CIRAS) to update the Page 11 of 19 Scanned with CamScanner KASIMBAYANAN advisers, LGUs, and the community in every region, province, city, municipality, and barangay; and b) Perform other tasks as directed. 8) DHRDD a) Monitor and consolidate the Best Practices of PNP offices/units in the implementation of the Revitalized PNP KASIMBAYANAN; and b) Perform other tasks as directed. 9) DRD a) Monitor the implementation of LOI, “Tamang Bihis”; b) Ensure mobilization of TF “Bantay Bihis” at all levels to ensure ‘security in the uniforms, insignias, and accoutrements; and c) Perform other tasks as directed. 10) PCADG a) Actas OPR in the implementation of this MC in the national level; b) Facilitate the launching and signing of Memorandum of Understanding (MOU) between the DILG, PNP and religious sectors at the national level; c) Consolidate monthly reports on Revitalized PNP KASIMBAYANAN activities of all PROs and submit to DPCR; d) Mobilize the Advocacy Groups and force multipliers to actively support the Revitalized PNP KASIMBAYANAN; e) Support the PROs in facilitating the Trainers’ Training Course in collaboration with the PNP Training Service and DHRDD; f) Support the PROs in the conduct of active monitoring and engagement in different social media platforms; g) Perform other tasks as directed. 41) PNP TS _ a) Facilitate the conduct of Training of Trainers for the Revitalized PNP KASIMBAYANAN through the Regional Special Training Units; b) Maintain a pool of Instructor Certification Accreditation Program (ICAP) instructors who will cascade the applied training course Page 12 of 19 Scanned with CamScanner to other offices/units and PROs to strengthen the objectives of Revitalized PNP KASIMBAYANAN; and c) Perform other tasks as directed. 12) CHS a) Primarily responsible for the moral and spiritual aspect of the Revitalized PNP KASIMBAYANAN; b) Ensure participation in the crafting of the Program of Instructions for the Standard Training Package of the Revitalized KASIMBAYANAN training and other related Information, Education and Communication materials; ¢) Direct the RCS to sustain existing PNP religious programs and Participate in the Revitalized PNP KASIMBAYANAN; d) Coordinate and engage with the local Archdiocese/Dioceses/ Parishes/Mosques and other religious groups for the cascading of this MC and discuss with the Church leaders their vital role in community transformation; and e) Performs other tasks as directed. 13) LS a) Assist DPCR in crafting the MOU or any document for Revitalized PNP KASIMBAYANAN; b) Review the provisions of the MOU or any document for Revitalized PNP KASIMBAYANAN to be drafted, as necessary; ¢) Direct respective Regional and Provincial Legal Offices to actively participate in the Revitalized PNP KASIMBAYANAN program; d) Provide legal assistance and support to all Revitalized PNP KASIMBAYANAN-related activities; and e) Perform other tasks as directed. 14) HS a) Provide medical assistance and medical support to all Revitalized PNP KASIMBAYANAN-telated activities; and b) Perform other tasks as directed. 15) CES a) Provide public address system with operators in various areas of engagement, if possible, in coordination with respective RCADDS and RPCADDUs; Page 13 of 19 Scanned with CamScanner b) Provide radio communication equipment, personne! and other communications services to tasked units during KASIMBAYANAN activities in coordination with respective RCADDS and RPCADDUs; and a) Perform other tasks as directed. 16) IMEG a) Collaborate with PROs and other PNP units in the intelligence community on matters pertaining to strengthening the Internal Cleansing Program of the PNP; e) Coordinate with the RPCADU and PNP Regional Pastoral Office in the implementation of this MC; f) Ensure safety and security of all participating volunteers to the Revitalized PNP KASIMBAYANAN; g) Submit respective IMPLANs together with their Revitalized PNP KASIMBAYANAN Scorecard and target setting as a strategy for the implementation of this MC; h)Ensure adoption of Revitalized PNP KASIMBAYANAN of ‘stakeholders and partners that include, RPOC, RLECC, RDC, and RAC; i) Cascade this MC to lower offices/units and religious sector in partnership with the LGUs or other stakeholders; j) Conduct information drive or seminar-workshop for local religious. leaders (Priests, Pastors, Imam, and other Religious workers) to orient them about their vital role in changing the mindsets of the people; k) Organize and mobilize their respective communities into sectors for future Pulong-Pulong Sa Barangay and coordinate with their local religious and advocacy groups to assist them in this endeavor; }) Coordinate with Barangay Chairperson and inform them of their vital role in maintaining peace and order in their respective communities; m) Direct the COPs to encourage the sectarian and non-sectarian religious organizations to actively participate as KASIMBAYANAN advisers; n) Ensure that KASIMBAYANAN advisers and other religious groups have undergone CBI; ©) Supervise the identification and appointment —_of KASIMBAYANAN coordinators from the clustered household in coordination with Regional Intelligence Division; p) Forge partnership with NGOs and other agencies in the provision of training and assistance for KASIMBAYANAN volunteers; 8) Disseminate Revitalized PNP KASIMBAYANAN activities through TRIMP; t) Ensure maintenance of 24/7 Police Hotlines and Complaint Centers; u) Submit Monthly After Activity Report on Revitalized PNP KASIMBAYANAN to DPCR through PCADG; and v) Perform other tasks as directed. 7. REPEALING CLAUSE: All issuances, memoranda, rules and regulations issued by the PNP inconsistent herewith are deemed repealed or amended accordingly. 8.
