TITLE:
Introduction
APP
1.0 PURPOSE
Pursuant to Section 3.3 of the Power Purchase Agreement between the Pakistan
Water and Power Development Authority (WAPDA) and AES Lal Pir Ltd (AESLP)
(the Company) dated November 3, 1994 (the Agreement), WAPDA and AES Lal
Pir are required to develop jointly written operating procedures for the AES Lal Pir
Power Plant (the Complex). The purpose of this document is to detail how these
agreed methods of working shall be defined.
This introduction shall preface a suite of documents that shall detail methods of
working across the various interfaces between WAPDA and the Company. For
the avoidance of doubt, in the event of a discrepancy between these Procedures
a.nd the PPA, the PPA shall have precedence.

4.0 PROCEDURE
4.1 Definitions
All upper case terms used and not defined herein have the meanings ascribed
thereto in the Power Purchase Agreement.
AESLP AES Lal Pir Limited, the Owner of the Complex referred to in Ref. 1
Complex The Generating Unit known as Unit 1 at AES Lai Pir Thermal Power
Plant at Mauza Verar Sipra, District Muzaffargarh, in the province of
Punjab, Pakistan. (See article 1 of Ref. 1). ~
Operator The Company, or other O&M Contractor from time to time notified to
WAPDA by the Owner, and not objected to by Government of
Pakistan under the Implementation Agreement.
Party or Parties: WAPDA or the Company collectively WAPDA and the Company
are referred to as the parties.
Working Day: A Day on which banks are open for business in Karachi.
(1) WAPDA and the Company shall be involved iri discussion required to allow
the interface documentation to be developed, modified and revised. This
shall be by means of:
(2) Once each document, for a particular area, is agreed by the sub committee
it shall be prescribed to the main Operating Committee for acceptance and
ratification.

3.0 PROCEDURE ·
3.1 Communications
(1) Commercial reasons: For example (but not limited to), for the purpose of
despatch or loading of the Complex, availability declarations and re-
declarations of the Complex, and arranging Scheduled Outages for the
Complex, or
(2) System operation or safety reasons: For example (but not limited to), for
the purpose of operation of the Switchgear located in the 220 kV
Switchyards of the Complex or the Switchgear of the 220 kV Switchyard,
Muzaffargarh or such other 220kV switchyard to which the Complex
may from time to time be connected ..
In both cases there is a requirement for both Parties to identify Key Personnel
authorized to give and receive information and instructions necessary to fulfil the
requirements identified above. These Key Personnel will be the only personnel at
WAPDA or the Complex entitled to converse and agree actions and information
pertaining to the operation of the Complex. Both the Company and WAPDA shall
refuse to accept information and instructions from any person othe_r than those
identified as Key Personnel.
3.2 Key Personnel-Commercial
(1) The Operator staff will be authorized, in writing, by the Plant Manager of
the Complex, as Key Personnel to receive from NPCC, WAPDA, Islamabad
and give to NPCC, WAPDA lsla.m abad information and (re) declarations
pertaining to the commercial activities of the Complex. These personnel
will include but not be limited to:

Engineer, NPCC, WAPDA as Key Personnel for the pwrpose of giving to the
Complex, and to receive from the Complex information and instructions ·regarding
commercial operation of the Complex. These personnel will include but not be
limited to:
(i) The Operator staff will be authorised, in writing, by the Station Manager of
the Complex as Key Personnel to discuss and agree Switching
requirements with NPCC Key Personnel, WAPDA , Islamabad for both
operational and safety reasons, for t~1e 220 kV Switchyard lo.cated at the
AES Lal Pir Power Plant. These personnel will include but not be limited
to:

Engineer, NPCC, .WAPDA, Islamabad as Key Personnel to discuss and
agree Switching requirements_, for both operational and safety reasons with
the Operator Key Personnel at the Complex, for the 220 kV Switchyard
located at the AES Lal Pir Power Plant. These personnel will include but
not be limited to:

1.0 SCOPE
In compliance with the requirements of the PPA, this documents details the
procedures agreed between the Company and WAPDA for the .following activities: ·

{2) NPCC, WAPDA, shall provide the following, non binding, estimated
generation schedules to enable AES to forecast its future fuel
demand: -
(a) year Ahead n_otification (Art 6.2 (a), item (i) of the PPA)

(b) Quarter Ahead Notification ( Art.6.2 (a), item (ii) of the PPA)
Not less than sixty (60) days before the beginning of each calendar
Quarter, estimated Net Electrical Output of the Complex on a week
by week basis for that Quarter. The for"mat 'of this report is as per
Attachment 2 of this document.
(c) Month Ahead Notification (Art.6.2 (a), item (iii) of the PPA)
(d) Week Ahead Notification (Art.6.2 (a)_! item (iv) of the PPA)
All reports itemised above (2(a) to (d)) shall be Faxed to the control
room of the Plant Complex by the Day indicated on each report. A
confirmatory copy shall be sent by courier or post if requested. The
parties may in future agree another means of transmittal.
(3) Plant Availability Notification (Art 6.2(a) item (v) of the PPA)

and Reactive Power during that Day and, provisionally, for the
following Day. These firm requirements are provided in all good
faith, but shall not be binding upon WAPDA and AESLP shall not
unreason~bly withhold its consent to any reasonable request from
WAPDA for an alteration to its requirements. The fonnat of this
notification is as details in Attachment 6 of this documents and will
be transmitted by Fax.

Both Parties acknowledge that actual despatch will be in accordance with
Economic Despatch, System Constraints and the Technical Limits of the
Individual units .
1. All Commercial exchanges, for the purpose of varying the net generation at
Complex, between WAPDA and the Complex shall be by Key Personnel (OP-
02) . These key personnel shal.l be identified on the most recent key Personnel
lists. Only such Key Personnel shall have the authority to give or receive such
instructions to very the generation that is located at the Complex.
2. NPCC, WAPDA , Islamabad shall provide Five (5) minutes notice (deemed
logging time) before required changes in the Complex loading pattem
commence. The mode of loading of the units shall be strictly in accordance
with the Technical Limits specified in the PPA. During the currency of a load
variation instruction, or in the case of a system emergency, a request to stop
the variation of the Complex Net Electrical Output shall commence
immediately. The Parties shall agree the Individual unit Net electrical output.
This agreed Individual unit Net Electrical Output shall be deemed the new .
operating level from this time.
4., · All telephone instructions shall be logged by both NPCC, WAPDA, Islamabad
and the Complex . This logging shall include, but not be limited to, details of
the message with the time and date along with the names of the sender and
the recipient confirmed by the recipient in a reasonable time . All fax
messages shall be stored on plain paper (not Thermal) for period of 60
months as per Article 6.10 of the PPA. Format of the Fax sheet is as per
Attachment 7 of this document.
From time to time NPCC will be supplied with Operational Data of Complex which
will include but is not limited to MWh and MVAR loading of Compfex, Transformer
tap position, Complex Net Electrical output (MW) fuel position etc. In addition,
Complex will supply operational Data by 0200 hours for the preceding day in the
form of Attachment 8.

Both 220 kV Transmission lines joining each Complex to the WAPDA grid system are
fitted with Main and Back Up Metering Systems which measure active energy,
imported and exported, and reactive energy, imported and exported. The purpose of
Main and Back Up meters are to ensure validity and dependability of the reading and
to enable faults to be readily dete.cted.
3.2 Supply, inspection, testing, fault reporting and repair of metering equipment
(1) Under the terms of the PPA, WAPDA shall own and maintain the Metering
System, the Company shall own and maintain the Back Up Metering System.
The metering is required to be kept in good condition and the meters shall be
tested for overall accuracy on site every 180 days to the standard described in
Schedule 5 of the PPA. The test equipment used for these checks shall have
suitable calibration certificate ·and be of sufficient accuracy to undertake the
testing (Accuracy greater than or equal to 0.2°/o). The meters shall _be
calibrated using an ·internationally recognised standards laboratory every ·four
years.
(2) WAPDA shall give AESLP no less than 48 hours written notice before any
testing, or adjustment to the Metering System takes place.
(3) When a fault or problem with the ty1etering System is identified then WAPDA
WPPO, WAPDA GSO and the Company shall be informed without undue
delay.

(4) Inaccuracies in the metering system will be handled in accordance with PPA
· Article 8.4(b)
(5) Repairs to, replacement of, or recalibration of the Metering System shall be .
performed in accordance with Article 8.6 of the PPA.
(1) Under the terms of the PPA the metering equipment must be kept as secure
as practicable. This includes the sealing of all meters, dat~ logging
outstations, test blocks, fuses and links, including "points of isolation", cable .
terminations or cubicles etc. to the satisfaction of WAPDA GSO.
(2) The Main and Back Up metering and associated equipment shall be jointly
sealed by WAPDA and the Company.
(4) WAPDA shall give the Company reasonable notice of intention to visit the
·Complex for the purpose of access to the Metering System. · This access shall
not be unreasonably withheld by the Company. It is understood that
inspection of the metering system seals may occasionally be made by a duly
authorised WAPDA representative without prior notice.
(1) Designee of GSO WAPDA and AESLP shall jointly keep records for each
Metering System. These records must include (but is not limited to) details of
the Installed equipment, such as serial numbers, calibration certificates, test
results, burdens, details of routine and non routine.work carried out, details of
seals broken and reasons, and person attending the above. Records shall
also be kept detailing dates and times that the Metering System equipment is
in service and periods when Metering System equipment is not working.
(2) Both WAPDA and the Company should ensure that the required records are
always available for inspection. Intention to inspect the records of either Party
v~-~
shall require ·ten (10) days notice, in writing, to the following:
(a) The General Manager (Grid System Operations), WAPDA Lahore with
· a copy to the Chief Engineer's Office, NPCC, WAPDA, Islamabad, or
~- UJ (b) The Plant Manager, AES Lal Pir Power Station, PO Box 89,
Muzaffargarh, Punjab.
·rr (3) The records consist of two groups:
(a) Standing data that does not frequently change; for example, (but not
limited to) certificates, serial number, system configuration drawings,
service start and end dates. ·
(b) Audit data; for example, (but not limited to) record of access to
equipment, breaking of seals and readings.
(1) AESLP shall give WAPDA not less than 48 hours notice of it's intention to
read the Metering System
(2) WAPDA shall have the right to representation during any such reading. If
WAPDA are present during such reading of metering, then such readings
shall be jointly taken and recorded. GM. GSO. WAPDA shall nominate a
WAPDA representative. ~
(3) In the event that a WAPDA representative is not present at such reading, then
AESLP shall take and record readings in accordance with PPA Article 8.4 (a).
(4) AESLP shall maintain a log of all such meter readings. In the event that the
Main Metering System is not a service as a result of maintenance, repairs or
testing, then the Back Up Metering System shall be used.
(5) WAPDA may inspect the Metering System if it has reason to believe that it is
inaccurate.
(6) Inspection of the records may be requested by WAPDA during an audit visit.
3.6 Contacts
(1) AES Power plant metering equipment problems and queries should be
directed to either:
(a) The General Manager (Grid System Operations), WAPDA Lahore with
a copy to the Chief Engineer's Office, NPCC, WAPDA, Islamabad, or
(b) The Plant Manager, AES Lal Pir Power Station, PO Box 89,
Muzaffargarh, Punjab.

1.0 SCOPE
In compliance with the PPA this document shall detail the agreed method of recovery from

3.0 PROCEDURE
3.1 Situation
From time to time there may be events where one or both the Complexes
become(s) detached from the WAPDA Grid System. The following are some_
examples of such situations:
3.2 Implication
If Both Complexes become detached from ·the WAPDA Grid System then the Both
Complexes shall become "Islanded" and unable to operate. The Complexes do
not have a "Black Start" facility and so will be unable to recommenG:e operation
until supplies are restored to the AES-Muzaffargarh 220 kV circuit(s) (or such
other Switchyards as the Complex may be connected to.)

If a single Complex becomes detached from the system, and the other Complex
remains synchronised, AES will, if so instructed by WAPDA, use reasonable
endeavours to put the detached Complex into Hot standby mode until such time as
one of its associated 220 kV lines is restored. ·
3.3 Actions
(1) If the Duty Supervisory/Junior ~·hift Engineer, NPCC, 'NAPDA, Islamabad
has notice of impending system disturbance likely to c_ause disruption to
the Complex- WAPDA 220 kV circuit(s) he shall _inform the Control Room
Operations Engineer(s) at the Complex of this fact and agree the
necessary course of action to safeguard the Complex operation.
(2) The Control Room Operation's Engineer(s) of the Complex shall undertake
the operation of the Unit(s) to assist WAPDA, as far as possible, to
maintain system stability until such time as the Technical Limits of the plant .
or the safety of the Complex are endangered. At this time the Control
' Room Operations Engineer(s) will inform the· Duty Supervisory/Junior Shift
Engineer, NPCC, WAPDA Islamabad, if possible, and shall take the
necessary actions to disconnect the Complex from the WAPDA Grid
System.
1.0 SCOPE
In compliance with the PPA this document shall detail the agreed method of
managing the loss of communications between the Complex and NPCC, WAPDA,
Islamabad.
2.0 REFERENCES
3.0 PROCEDURE
3.1 Situation
From time to time there may be occasions when communications between the
Complex and NPCC, WAPDA, Islamabad will be lost. At such times the Complex
shall be required to operate independent of communications with NPCC, WAPDA,
Islamabad until such time as a communication route is restored.
3.2 Implication
If the Complex loses communications with NPCC, WAPDA , Islamabad then control
of the Complex Net Electrical Output shall revert to the Control Room Operations
Engineer-of the Complex. The Control Room Operations Engineer of the Complex
shall have a requirement to operate the Complex in such a way as to minimise the
impact of this loss of communications on the general operation of the WAPDA
Grid System. ·
(2) The Control Room Operations Engineer shall undertake to operate and
control the Net Electrical Output of the Complex to the requirements of the
most recent Complex loading instruction rec~ived from NPCC, WAPDA,
Islamabad.
Guidelines:
(a) If the last Complex loading instruction has been completed then the
Complex shall remain at this level of Net Electrical Output until
communications are restored.
(3) Whilst operating the Complex to the requirements of the most recent ·
loading instruction the Control Room Operations Engineer(s) shall have
due regard for the WAPDA Grid System frequency and voltage and take
the necessary corrective action ~o maintain the same within the Technical
Limits of the -Complex. At such time as the Technical Limits of the Plant
Cqmplex or the safety of the Unit are endangered the Control Room
Operations Engineer(s) shall take the necessary actions to disconnect the
Complex from the WAPDA Grid System.
(4) The Control Room Operations Engineer(s) shall make all attempts tore~
establish communications with NPCC, WAPDA, .Islamabad by whatever
means can be employed.
(2) The Duty Supervisory/Junior Shift Engineer shall operate the WAPDA Grid
System such as to avoid the Complex operating outside the declared
Technical Limits. '
(3) The Duty Supervisory/Junior Shift Engineer shall be prepared for the
Complex to disconnect from the WAPDA Grid System should the Technical
Limits of the Complex be -exceeded.
(4) The Duty S\Jpervisory/Junior Shift Engineer shall make all attempts to r~
establish communications with the Complex by whatever means can be
employed.

SCHEDULED OUTAGE PLANNING
1.0 SCOPE
In compliance with the PPA this document shall detail the ~greed method of
notification and agreement of Scheduled Outages at the Unit. In the event of any
conflict between the wording of the PPA and this document, the PPA shall have
precedence.
2.0 REFERENCES
3.0 PROCEDURE
There is a requirement within the tenns of the PPA (Art 6.3) to undertake
Scheduled Outages on the Unit. The duration of these Scheduled Outages are
dependent on the technical requirements of the Plant Complex and shall vary from
year to year. However any Scheduled Outage periods shall not exceed 30 days in
each year or sixty (60) days in every fifth (5th) Year. (Note that Schedule 2 table 4
provides for a 60 day outage every four years after the fifth year, whereas Art 6.3
provides for a five year cycle. This needs to be resolved)
3.2 Notification of Scheduled Outages for the remaining Year following Commercial
Operations Date.
(1) In the event that Commercial Operations date occurs during 1997, no
outage is scheduled for that year.
{2) In the event that Commercial Operations Date is achieved after December
31, 1997, the requirements for Scheduled Outages of the Unit for the
remainder of the Year 1998 after the Commercial Operations Date shall be
those notified by AESLP under 3.3 below, unless the parties agree
otherwise.

3.4 Notification of Scheduled Outage for the Years following Commercial Operation
Date
(1) Not less than 90 days before the Scheduled Commercial operations Date
and thereafter not less than Ninety (90) days before the beginning of each
year (Not later than October 3), the Chief Engineer NPCC WAPDA
Islamabad shall provide the Year Ahead Notification referred to in PPA Art ·
6.2.
(2) The Chief Engineer, NPCC, WAPDA, Islamabad shall notify the Control
Room Superintendent, in writing, within thirty (30) days of receipt by
WAPDA from the Company, whether the requested Scheduled Outage
periods for the following Year are acceptable (such acceptance not be
unreasonably withheld).(Art 6.3 (b), Art 17.16)
. (1) If WAPDA cannot accept any of the requested Scheduled Outage periods,
the Chief Engineer, NPCC, WAPDA, Islamabad shall advise the Control
Room Superintendent of a period during the maintenance months when
WAPDA determines such unacceptable Sched~led Outage periods rcan be
rescheduled.
(1) Scheduled Outages shall OQiy take place during periods agreed to in
writing by WAPDA providing that WAPDA ·shall not require the scheduling
of Scheduled Outages in a manner or time which is outside the Technical
Limits.
(2) If WAPDA fails to. agree any period of which it receives notice of a
Schedule9 Outage and fails to notify the Control Room Superintendent of a
substitute period within the time limits detailed above, then the Unit shall
schedule a Scheduled Outage for the period in the notice given to WAPDA.
(3) WAPDA may, upon sixty (60) Days prior written notice, require the Unit to
reschedule a Scheduled Outage, provided that WAPDA shall not request
that such Scheduled Outage be rescheduled in manner or time inconsistent
with the Technical Limits or Prudent Utility Practices. The Company shall
use reasonable endeavours to comply with such request and shall notify
WAPDA within fifteen (15) Days of receipt of WAPDA's request whether
the Company is able to comply, and if it is unable to comply, giving the
reasons and the periods in which the Scheduled outage may be
rescheduled.

instructing any variation to the Net Electrical Output of the Complex, prior to
Commercial Operations Date, and the Complex, following Commercial Operations
Date. In the event of any conflict between the wording of the PPA and this

(2) Whilst the Day Ahead notification shall detail the expected guidelines for
generation at the Complex it is recognised that there is a necessity to vary
the Net Electrical Output on a real time basis to suit the requirements of the
WAPDA Grid System. The following shall detail the formal method of
receiving and logging Despatch instructions on a real time basis.
(3) At all times instructions to vary the Net Electrical Output of the Complex
shall comply with the Technical Limits of the Complex.
(1) Key Personnel at the Complex shall, at all times from the GBmmissionee
Commercial Operations Date. keep Key Personnel, NPCC, WAPDA.
Islamabad informed, by Fax, of the current Notice to Synchronise (NTS)
and loading/deloading rates of the Complex should such times or rates
vary from those detailed in the Technical Limits of the Complex. Such
deviations from Technical Limits shall if adverse to WAPDA be subject to
penalties as provided for in the PPA .
(1) It is recognised that WAPDA shall despatch the Net Electrical Output of the
Complex according to Economic Despatch and the Technical Limits
following the Commercial Operations ~ate. ·
(2) WAPDA shall direct the Complex to operate at a given Voltage level or a
given MVAR output (leading or lagging) within the Technical Limits. The
Control Room Operator may change the tap of the Generator Transformer
as prudent to maintain the Voltage level or MVAR output, but shall notify
NPCC WPDA before so doing.

(1) At all times AES shall. as a prudent operator, meet the requirements of the
most current Despatch instruction for Net Electrical Output of the Complex.
However the PPA Art 9.4 c details tolerance levels and penalties
applicable should the current Despatch level not be achieved.
3. 7 Desynchronising of Units
(2) At such time detailed in (1) above Key Personnel, NPCC, WAPDA,
Islamabad shall advise Key Personnel at the Complex of the use of the Hot
Standby facility, or shall advise the expected period for which the unit is to
be shut down.
(3) If the Hot Standby Facility is not us.ed then the Unit desynchronising shall
remain shut down for a period of not less than two hours (Minimum Shut
down Time)
(4) In the event that Key Personnel at the Complex require to the Complex
down, then reasonable endeavours shall be made to notify Key personnel
NPCC, WAPDA, lslar:nabad, two (2) hours before such event. (This
timescale may be less if the Complex is suffering mechanical or electrical
distress)
(2) It shall only be applicable if the Unit being despatched to 'Hot Standby is
notified requirement two (2) hours in advance of deloading and
disconnection from the Grid System.
(3) The Unit held in the state of Hot Standby shall remain in this condition for a
period to be determined during commissioning and certified by the
Engineer ·

At which point it shall either resynchronise to the WAPDA Grid System and
shall be credited a Hot Start payment. or else shut down, as NPCC shall
direct.
In the event that WAPDA from time to time elects to place the Complex under
the control of AGC , WAPDA shall advise the Company of the periodic
estimated requirements from the Complex and the Company shall schedule the ·

1.0 SCOPE
In compliance with the PPA this document shall detail the agreed method of
operational switching of the 220 kV Switchyard located at the Complex.
2.0 REFERENCES
3.0. PROCEDURE
(1) The Complex 220 kV Switchyard will be set up for running by the Control
Room Operations Engineer of the Complex to suit the operation
requirement of the Complex, with due regard to WAPDA requirements. In
most cases, with both 220 kV lines available, this means the substation will
be operated "solid". This method of operation shall give the most security
to the operation of the Complex.
(2) Before carrying out any switching at the Complex, that may effect the
interconnected WAPDA Grid System, the Complex Key Personnel carrying
out the switching shall, giving due regard to timescales and implications of
the intended switching, discuss the implications with the authorised Key
Personnel at NPCC, WAPDA, Islamabad.
(1) The Complex shall only synchronise to the WAPDA Grid System via pre-
energised 220 kV circuit(s) connecting the Complex: to the 220 kV
Switch yard at Muzaffargarh or such other switch yard as the complex may
from time to time be connected to.
3.3 Work carried out on the Complex 220 kV equipment Await agreement byGSO
(1) All work on plant or apparatus located within the boundary of the Complex
shall be carried out within the terms and conditions of the Company safety
rules and any applicable Company codes of practice.
(2) Where work requires the isolation and/or earthing of the other parties ·
(Company/WAPDA) equipment, to ensure safety from the system, such
work shall be subject to the exchange of safety ·precautions by the use of a
Record of Inter-System Safety Precautions (RISSP) procedure. ·
(3) Before such work starts and at all times such work is in progress, both
parties (Company/WAPDA) safety precautions referred to under the terms ·
of the relevant RISSP issued for the work shall remain intact.
(4) When a RISSP is issued it shall only be cancelled at such time as all work
is completed, or suspended, and all working parties are withdrawn.

on the Metering System ofthe Compfex, during those six (6) hours divided
by six (6).
(2) The Company shall give the Chief Engineer, WPPO not less than 48 !lours
notice, in writing, of it's intention to read the Metering System for the
purpose of measuring Net Electrical Output gross capacity, and
Dependable Capacity. · •
( 4) In the event that the Main Metering System is not in service as a result of .
maintenance, repairs or testing, then the best available information, which
may include the Back Up Metering System, shall be used, (Art 8.4 a)

( 1) In providing the Year Ahead Notification for the first full Year following the
Commercial Operations Date and all subsequent Years, the Chief Engineer,
NPCC, WAPDA, Islamabad shalf designate a Ninety day period (The
Demonstration Period) in the notification. This Der:nonstration Period shall
be deariy identified in the notes accompanying the Year Ahead notification.
(2) The Demonstration Periods s~a!l not contain any Scheduled Outages, and
if a Scheduled outage is necessary the Company shafl propose an

(2) When a test period is called by the Company, (in accordance with NPCC
scheduling) the Despatch level of the Complex shall be deemed to be the
maximum capability of the Complex.
(3) The test period shall be of six (6) continuous hours duration. The Complex
Dependable Capacity shalf be the Net Electrical Output, read on Metering
System of the Complex in accordance with Art 8.4, during those six (6)
hours divided by six (6).

start of a Demonstration Period then:

six (6) hours divided by six (6).
(2) The Company shall be entitled to one re-test of a.ny such test c~lied under
· this section provided that the Company rejects the ·test within twelve (12)
hours of completing the test. The rejection of the test shall be notified, in
writing to \fv'PPO.
(3) The test, or re-test, shall be carried out within seven (7) days of its request.
(4) The Cor:npany shall give the Chief Engineer, WPPO twenty-four (24) hours
notice of its intention to perform a test requested under the terms of this
section.
4.0 Conditions
,(1) All tests, for the purpose of determining Complex Dependable Capacity,
carried under the terms of this procedure shaft be deemed void if aR¥
Complex trip, due to operational reasons, whilst the test is in progress. The
void test shaH be reschedufed, by agreement, with the minimum of defay.

This document details the agreed procedure for Unit start up and testing
required prior to the Commissioning of the Complex. In the event of any
conflict between the wording of the ·PPA and this document, the PPA shatl have

(1) Each unit shall be subject to the following tests, not requiring WAPDA
involvement, prior to synchronisation:
(a) automatic voltage regulator set up and adjusted at standstill and
with the generator running at no load.
(b) turbine governor control checks, including a steam governor
overspeed test.
(c) open and short circuit tests on th~ generator.
(d) functional testing and timing of high voltage switchgear in the
Complex Switchyard .
.• . (2) The Company or its Contractors shall carry out these tests. The tests
shall be witnessed by a representative of the Engineer.

(3) Not less than 30 days prior to the commencement of such test programme,
the Company shall deliver to WPPO the programme for such tests. The
Company shall advise WPPO of any changes to its final schedule not less
than 7 days prior to the commencement of the tests in this section 3.1 and
section 3.2 .' If the schedule for any individual test is adjusted thereafter, the
Company shall give 48 hours notice prior to the commencement of any such
test.
(1) Each unit shall be subject to the following tests, requiring the assistance
of WAPDA, prior to synchronisation;
The Company and WAPDA shall verify that the protection level setting
for:
(a) stator earth fault
(b) negative phase sequence
(c) generator transformer over current and earth fault
(d) 220 ·g kV busbar protection covering all zones
are as agreed by the Operating Committee.
(2) All intertripping circuits between the Complex and WAPDA Grid System
shall be proved.
(3) . Voltage phasing checks shall be carried out betvveen the Complex
Switchyard and the WAPDA Grid System.
(4) WPPO shall co-ordinate the WAPDA personnel required to ensure that
the above testing is carried out.
(1) The Contractor shall carry out after first synchronisation of the Complex,
the tests required to Commission that Complex. The tests shall be
witnessed by The Engineer or his representative.

(2) The following tests are required to commission the Complex in
accordance with Article 10.3 of the PPA:

(4) Not less than seven (7) days prior to the commencement of the tests the
Company shall advise WPPO of any adjustments to the programme of
} such tests.
(5) In the event that the WAPDA is unable to accommodate the testing
progra·mme or any such adjustments as notified above, then VvPPO/the
Chief Engineer, NPCC, WAPDA, Islamabad shall give not less than forty
- eight (48) hours notice to the Company of its requirements regarding
deferral of any test or the programme of tests for the Unit. See Art 10.1
of PPA.
(1) During the testing and commissioning process VVAPDA shall accept all
Net Electrical Output produced by such Unit being tested/ ·
commissioned. ·
(.2) The Company sball carry out Commissioning of the Complex, testing the
Dependable Capacity of the Complex at the Commercial Operations Date
and testing of Dependable Capacity of the Complex thereafter in
accordance with Sections 10.2 through 10.4. W,APDA shall use its
reasonable efforts to comply promptly with all reasonable requests by the
Company for assistance in carrying out such testing and Commissioning.
WAPDA shall be given prior written notice of any testing or Commissioning
procedure in accordance with Sections 10.2 through 10.4 and shaii 0e
entitled to be present and observe any such testing and Commissioning.
The Company shall comply with all reasonabie V/ritten requests of
WAPDA , and assist in arranging, for any such observation visits to the
· Complex.
(3) All WAPDA personnel visiting the Complex shall comply with all
reasonable requests and instructions of the Company or the
Construction Contractors.

The Company shall provide WAPDA with ·copies of the test results · of all tests
performed pursuant to Sections 10.2 through 10.4 above and after every general
overhaul of a generating unit at the Complex. WAPDA shall not use or disclose
such results other than in connection with the administration and enforcement of this
Agreement.
In the event that a Dispute arises between the Company and WAPDA regarding the
testing of Dependable Capacity or the protection tests described in Sections 10.2
through 10.4, such Dispute shall be resolved pursuant to Article XV.

Complex. In the event of _any conflict of interpretation, the PPA has precedence.
If, at any time during the operation of the ~Complex or following the
commissioning and performance testing, the actual Technical Limits are found to
differ from those in this document or the PPA then the Company shall inform
WAPDA forthwith and new limits shall be agreed either on a temporary or
permanent basis.

3.0 PROCEDURE
(1) There are three types of start applicable to Units at the Complex. Times are
from desynchronisation to Notice to start.·.
' (2) The type of start indicated in (a) above refers to the initial start up condition .
following a normal ~hutdown. If the Unit shut down is by .other than nonnal
method, e.g. a trip, planned outage, or maintenance then the classification of
startwill be notified, by Fax, to the Chief Engineer, NPCC, WAPDA,

(3) Reference to starting means the process of firing the Unit boiler, running up
the Unit turbine generator and synchronising it to the WAPDA Grid System.
A Start Up has also deemed to have occurred if the Unit boiler pressure is
brought to 70 B~r or greater and is subsequently cancelled by WAPDA. In
this instance a copy of the relevant chart recorder showing the boiler
pressure at the point of cancellation shall be supplied along with the invoice
claiming the cost of the Start up.
If the Complex start up transformer is out of service for any reason, the
Complex may be started using an internal connection to the adjacent AES
Complex. However, it is not possible to start both Complexes
simultaneously using one start up transformer. In this event, the delay in
starting one Complex will be regarded as a temporary partial derating, and
the provisions of Article 9.4 (Liquidated Damages and Penalties) shall apply.
(1) Subject to item 3.3.(2) above, the following notice to synchronise times shall
apply to the starting of Units.
(1) · Starting of Units shall be subject to the following limits for each Unit:
(3) At no stage shall the number of start ups, on each Unit, be varied from that
detailed in (.1) above. The above Number of starts includes Starts arising
from WAPDA instruction or from faults on the WAPDA Grid system, but
excludes starts resulting from a maintenance outage or Forced outage for
reasons internal to the Complex.
Note: NPCC asked whether "unused starts" could be accumulated from one
year to the next. This subject may,be discussed in good faith by the

In practice the loading of the Complex shall be subject to thermal conditions
of the Complex at the time of synchronisation. n , .. f£----

(3) The rate for loading a warm Complex shall be determined by thermal
conditions applicable at the time of synchronisation. In practice·the ramping
rate and stabilisation periods shall be between those given for hot and cold
rates.
3. 7 Deloading rates
(1) Deloading rates applicable to the Complex shall vary according to the
method of shutdown. However, during commissioning of the Complex a
standard deloading rate shall be determined for the normal method of shut
down of the Complex. This shall be reported to NPCC, WAPDA, Islamabad
and shall be the expected standard deloading rate of a Unit.
· (2) However, not withstanding that contained in (1) above, there shall be times
that the standard deloading rate of a Unit requires varying for operational
reasons. If the deloading rate applicable to a Unit shutdown is to be varied
from the normal rate then the rate applicable shall be communicated, by ~ax,
to NPCC, WAPDA, Islamabad in advance of the shutdown of that Unit. .

(3) However, following a full load rejection, provided the Complex Auxiliaries are
in continuous operation, the Complex can be re-synchronised within 1 Hr
(pro~ided the reason for the rejection is removed).
(2) Until such time as this experience is gained then prudent operating practice
would define the minimum on time (MOT) for the Complex shall be defined
as being , 0 hours duration.
I (3) At any time that the MVAR limits ofthe Complex shalf be exceeded the
Control Room Operator(s) of the Complex shaff take such ·actions as are
necessary to contain the Complex within said Technical Limits and Generator
capacity diagram. ·
