Course Title: Policy Formulation and Analysis Applied to Education
Course Description:
Education policy is always a priority and high on the agenda of the Department of
Education in any government across the world. Global pressures focus increasingly attention on
the outcomes of education policy and on their implications for economic prosperity and social
citizenship. The experience of each individual learner is therefore decisively shaped by the
wider policy environment. However, there is often an underdeveloped understanding of how
education policy is formed, what drives it and how it impacts on schools, and obviously the
learners.
The course explicitly makes connections and links to the challenges of educational
leadership in a contemporary context. Education policy process, themes and impacts explores
and links three key aspects of policy. First, policy and education focuses on the development of
policy at the level of both the nation-state and the individual institution. Second, themes in
educational policy explores the forces that shape policy with a particular emphasis on the
themes of human capital theory, citizenship and social justice and accountability. And the third,
the impact of educational policy illustrates how policy develops in practice.
Course Objectives:
By the end of the course, the students are expected to:
1. Identify the basic concepts, goals and principles on policy formulation and analysis
applied to education;
2. Analyze the processes of policy formulation, implementation and analysis;
3. Understand how policy is being formulated and implemented;
4. Keep themselves abreast with the current issues and concerns about policy formulation
and analysis; and
5. Formulate an instructional policy which is relevant and meaningful to the needs of the
learners/teachers.

Course Methodology:
