1.0 INTRODUCTION
Established as the second university in the country in 1969, Universiti Sains Malaysia (USM)
was first known as Universiti Pulau Pinang. In 1971, USM moved from its temporary premises
at the Malayan Teachers’ Training College, Bukit Gelugor to the present 416.6 hectare site at
Minden. USM offers courses ranging from Natural Sciences, Applied Sciences, Medical and

Facility Management Specialist FMS® Level 5 via 3 months Professional Courses.
OTHM Qualifications is a UK’s based Awarding Organization regulated by OfQual (Office
of the Qualifications and Examinations Regulation) and has a numerous delivery centre
globally to deliver their qualifications with the objectives to uphold the integrity of
qualifications and assessments to provide British Standard Qualifications globally, to
promote professionalism, to promote ethical practice and to promote equality and diversity.
Mega Jati Academy is one of the Approved Centre of OTHM Qualifications United Kingdom
in promoting construction and facility management learning programs with registration
number DC2012488 and delivering international Endorsed Learning Program (ELP) by
OTHM Qualifications particularly in Construction Industry at Level 5, 6 and 7 approved under
the European Qualification Frameworks (EQF).
Mega Jati Academy is a Certified, Approved Training Provider registered with the Ministry of
Finance Malaysia (MOF), Human Resource Development Corporation (HRDCorp),
Construction Industry Development Board Malaysia (CIDB) and OTHM Qualifications (OTHM)
delivering construction-based training for construction personnel in Malaysia. This Proposal
will outline the collaboration brief between the School of Civil Engineering USM and Mega Jati
Academy Sdn Bhd (MJA) in this University’s INTERNATIONAL PROFESSIONAL
CERTIFICATE IN FACILITY MANAGEMENT SPECIALIST starting from September 2022. In
addition, MJA is registered with the MOF under CODE 221110: Training Services, Trainer
and Moderator/Negotiator & CODE 222704: Services / Certification and Accreditation
enabled us to offer such programs to certify qualified personel independently.
The general idea of this program as in-depth specialize in Facility Management (FMS®) in
important FM Services targets all supervision and management workforces in technical
building management and operation focus in ten (10) Facility Management Specialist
(FMS®) areas not only for Malaysian but also international workforces. All Learners, subject
to submission of all assessment will be awarded two (2) certificates from MJA + USM
Professional Certificate (CPD from CIDB, BEM, RISM and MBOT are eligible) and the OTHM
Qualifications Certified Facility Management Specialist (Level 5) delivered under
European Qualification Frameworks (EQF) Endorsed Learning Program (ELP) approved
programs especially for all our Facility Management Specialist FMS® sectors personnel as
part of our commitment to produce a qualified and certified FM workforces.

2.0 COURSE OBJECTIVES
The course is deliberately designed and structured to achieve below specific targets:
1) To deliver the curriculum content that approved by OTHM in line with CIDB CSQF and
OTHM EQF ELP programs at specific level as preparation for the participants for
OTHM Assessment under 3 (three) months course via ONLINE Learning
Management System (LMS) Professional Course.
2) To get ready to be certified with sufficient intensive self-assessment certification
programs and documentations preparation embedded in the course duration via
Recognition of Past Learning Experience (RPLE) certification process.
3) To bridge between Malaysia’s Construction Skills Qualification Frameworks (CSQF)
to international European Qualification Frameworks (EQF) with SMART (Specific,
Measurable, Attainable, Result-oriented and Time-bound technique) for FM personnel
who that specialized and attained to sufficient experience suited to Level 5
international European Qualification Frameworks and get the recognition via this
certification program collaborated between USM-MJA.
3.0 PRE-REQUISITE / ENTRY REQUIREMENT
This program is designed for existing FM personnel who had exposed and specialized in the
ten (10) sectors but need to meet minimum criteria as below:
GENERAL CRITERIA:
1) Hold a relevant vocational and/or academic qualification of at least the level ideally a
minimum Level 3/4 qualification in his/her own area of specialization.
2) Must be in the Facility Management Specialize sectors working candidates.
SPECIFIC MINIMUM CRITERIA:
1) Certificate From Polytechnic / Community College, Vocational College, Malaysian
Skills Certificate (Level 2 or 3), Malaysia Skills Efficiency Certificate or Competency
Skills Certificate or Technical Certificate (PW2, PW4, AO, A4) In Field of Construction,
Architecture, Electrical and Mechanical or Similar/ Equivalent from institution / local
authorities or International; OR
2) Malaysian Certificate of Education (SPM), Low Certificate of Education (SRP), Lower
Secondary Evaluation (PMR), Level 3 Assessment (PT3) or Primary School
Achievement Test (UPSR) can be considered subject to the approval, OR
3) Others recognized/equivalent local and international that can be proven when making
an application is subject to the approval of the University, AND
4) Be at least 25 years old in the year of application with at least 3 YEARS industrial
experience in a related FM Sector field.
5) English requirements: All assessment will be in English; Learners need to answer all

4.0 USM-MJA COLLABORATION OBJECTIVES:
1) Becoming an alternative TVET skills CERTIFICATION program as for construction
personnel in the Malaysian construction industry especially in FM Specialist Sectors.
2) Outreach to the FM Personnels under the industry linkages members through the
collaboration through USM for all FM Personnels Malaysia.
3) With this collaboration, it is hoped that in future, international outreach can be attained
with the engagement of University and the OTHM Approved Centre for this program
for all FM specialist supervisory and management workforce personnel.
5.0 COURSE DELIVERY
The course material will be in English. Delivery will be through a learning portal using
Learning Management System (LMS) for 3 months. The self-learning process in terms of
WEEKLY hour’s efforts estimated about 6 to 10 hours (Professional Certificate Program)
via part time inclusive of all assessment.

7.0 REGISTRATION AND PAYMENT PROCESS
6.1) All registration will be channeled to www.megajatiacademy.com/fms website and all information
about the program is stated in the page.
6.2) Participant will be added into MJA’s ONLINE Learning Platform (Learning Management System,
LMS) and all learning materials will be uploaded there. Self-Learning and assessment activities will
be taking place for consecutive 3 months. The detailed timeline is given on the website.
6.3) All assessment is embedded in the three (3) months duration.
6.4) Official Results will be issued by OTHM about 3-6 months after the course completed.
6.5) Issuance of shared certificates (USM-MJA-OTHM) along with this collaboration will be practiced.
The sample of the certificate is shown in attachment.
6.7) The Certificate will be fixed with a QR Code that linked to the OFFICIAL PARTICIPANTS LIST
issued by OTHM Qualification United Kingdom that will be published in OTHM’s website. This is to
enable cross-checking name list in the issue of discrepancies in future.

6.0 PROGRAM DIRECTOR
Adj. Prof. Ir. Dr. Muhammad Arkam Bin Che Munaaim is a PEPC
since 2005 and a MIEM in 2004. He a Registered Electrical Energy
Manager (REEM) with Suruhanjaya Tenaga Malaysia (ST) and a
Certified Construction Project Manager (CCPM) of Construction
Industry Development Board Malaysia (CIDB). He obtained his PhD
in Energy Conservation from USM (2014), Master of Science in
Building Technology USM (2010), where previously in year 2000
obtained his B. Eng. (Hons) in Electrical Engineering from UTM
Skudai, Johor, Malaysia. His area of working includes renewable
energy (solar, mini hydro), mechanical & electrical building services,
project management and engineering education training provider
and advisor.
He secures about 20 both local and international affiliates and
personnelsships including from the Board of Engineers (BEM),
Institution of Engineers Malaysia (IEM), Institute of Engineering and
Technology (IET), Institution Electrical & Electronics Engineers
