SECOND NCA NOTIFICATION
Applications are invited online only by One Time Registration from qualified candidates belonging
to Ezhava/Thiyya/Billava reservation community of Kerala State for selection to the post mentioned below.
Candidates who have already registered can apply through their profile. Those who have AADHAAR, should
add the same as ID proof in their profile.

Note:

(i) The name, educational qualification and age for this post is notified as per
G.O(P)No.113/08/TD dated 04.06.2008,(SRO 587/2008) G.O(P)No.264/10/TD dated
10.11.2010(SRO 1025/2010), G.O(P)No.178/2015/TD dated 03.10.2015, (SRO 669/2015,
and G.O(Rt.)No.766/2018/TD dated 21.10.2018.

(ii) Applications submitted by candidates belonging to the communities other than that notified
will be summarily rejected. No rejection memo will be issued.

(iii) The above vacancy is now in existence. The Ranked List published as per this notification
shall remain in force, until candidates are advised and appointed against the vacancies
earmarked for the above community, but remain unfilled due to paucity of candidates
during the currency of the Ranked List Number 148/2015/DOQ dated 04/05/2015. This is
the second NCA notification due to the non-availability of candidates notified as detailed
below.

(iv) The selection in pursuance of this notification will be made on a revenue district
basis, subject to the special conditions laid down in G.O (Ms) No. 154/71/PD dated
27.05.1971. A candidate advised for appointment in one Revenue District from the
Ranked List prepared is not eligible for transfer to another district unless she completes
5 years continuous service from the date of commencement of service in the former
district. Even if transfer is allowed after five years, it will be subject to the rules in
G.O(MS) No.4/61/PD dated 02.01.1961. Candidates already in Government service
holding this post in any one district are prohibited from applying again for this post, but
they can apply to higher posts when notified.

(v) NCC Cadets having `A' `B' & `C' Certificates will be given weightage marks at the rate
of 2%, 3% and 5% respectively (as per GO(Ms)No.112/2007/H.Edn dated 21.08.2007).

(vi) Women Civil Excise Officer shall not be appointed in the substantive post till the
successful completion of basic training for a period of not less than six months, subject
to the minimum of 180 working days as may be decided by the Commissioner of
Excise. Persons undergoing basic training shall be paid stipend as may be fixed by the
Government from time to time. All the persons who did not undergo basic training will
be placed under orders of training within a period of two years and those who did not
successfully complete the basic training shall not be considered for future promotion
5. Method of appointment : Direct Recruitment (Only from the women
candidates of Ezhava/Thiyya/Billava community)

6. Age : 19-34. Candidates born between 2.1.1989 and


1.1.2004 (Both dates included) are eligible to
apply for this post (Including the relaxation as per
Para 2(i) of the Part II of General Conditions)

please see Para (2) of the General Conditions
under part II of this notification (except para 2(i)).

7. Qualifications:
(1) Educational:
Must have passed the Plus Two Examination or its equivalent.

Note:
i) Rule 10(a)(ii) of Part II of KS & SSR is applicable.
ii) Candidates who claim equivalent qualification shall produce equivalency certificate
or the relevant Govt. order to prove the claim at the time of One Time Verification
or as required by the Commission.

(2) Physical:
The minimum height shall be 152 cms.

(3) Endurance Test:


All candidates should successfully complete an endurance test of running 2.5 Kilometers
race within 15 minutes.

(4) Physical Efficiency Test:


Must qualify in any five events out of eight events specified below of the National
Physical Efficiency Test (One Star Standard Test)

The physical measurement of candidates will be taken at the time of Physical


Efficiency Test or Endurance Test and those who do not possess the prescribed physical
measurement will not be admitted for the Physical Efficiency Test or Endurance Test. If
accidents or injuries happen to a candidate while participating in the Physical Efficiency
Test or Endurance Test, and as a result she could not complete the events on the same
day, she will not be given further chance to participate in the test.

(5) Physique and Eye sight:

(i) Must be certified by a Medical Officer not below the rank of an Assistant
Surgeon/Junior consultant as to her physical fitness and capacity for active outdoor work.
The Medical Certificate has to be produced as and when called for.
(ii)Must be certified to possess the visual standards specified below without glasses

Note:- Each eye must have full field of vision. Colour blindness, squint or any other
morbid condition of the eyes or lids of either eye will be deemed to be a disqualification.

(iii)Must be free from apparent physical defects like knock knee, flat foot, varicose vein,
bow legs, deformed hands and limbs, irregular and protruding teeth, defective speech and
hearing.

(iv) Medical Certificate from a Medical Officer not below the rank of an Assistant
Surgeon/Junior Consultant should be produced at the time of Physical Efficiency
Test/Endurance Test and should be uploaded in their Profile at the time of Certificate
Verification. A format of Medical Certificate is given below.

Note: Details regarding standards of vision should be clearly stated in the Certificate as
given above and vague statement such as Vision Normal/good/average will not be
accepted. Specification for each eye should be stated separately. If the specification are
not as indicated above, the officer issuing the Certificate should certify whether the
candidate has got better standards of vision or worse standards of vision as the case may
be, otherwise the Certificate will not be accepted.

8. Mode of submitting application:-

Candidates must register as per ONE TIME REGISTRATION with the official Website of Kerala
Public Service Commission www.keralapsc.gov.in before applying for the post. Candidates who
have registered can apply by logging on to their profile using their User-ID and Password.
Candidates must click on the 'Apply Now' button of the respective posts in the Notification Link to
apply for a post. The Photograph uploaded should be taken after 31.12.2013. Those candidates who
create new profile 01.01.2022 onwards should upload their photograph taken within six months.
Name of the candidate and the date of photograph taken should be printed legibly at the bottom
portion. The photograph once uploaded meeting all requirements shall be valid for 10 years from the
date of uploading. There is no change in other instructions regarding the uploading of photographs.
No application fee is required. Candidates are responsible for the correctness of the personal
information and secrecy of password. Before the final submission of the application on the profile
candidates must ensure correctness of the information in their profile. They must quote the User-ID
for further communication with the Commission. Application submitted is provisional and cannot be
deleted or altered after submission. Candidates are advised to keep a printout or soft copy of the
online application for future reference. Candidates can take the printout of the application by
clicking on the link 'My applications' in their profile. All correspondences with the
Commission, regarding the application should be accompanied with the print out of the
application. The application will be summarily rejected if non-compliance with the notification is
found in due course of processing. Original documents to prove qualification, experience, age,
community etc. have to be produced as and when called for.

9 Last date for submission of applications : 18.10.2023 Wednesday upto


12 Midnight.

10 If Written/OMR/Online Test is conducted as part of the selection, candidates shall submit a


confirmation for writing the examination through their One Time registration profile. Such
candidates alone can generate and download the Admission Tickets in the last 15 days before the
date of test. The applications of candidates who do not submit confirmation within the stipulated
period, will be rejected absolutely. The periods regarding the submission of confirmation and the
availability of admission tickets will be published in the examination calendar itself. Information in
this regard will be given to the candidates in their respective profiles and in the mobile phone
number registered in it.

11. Special Instructions to candidates :

(i) In the case of difference in caste/ community claimed in the application and that entered in SSLC
book, the candidate shall produce a Gazette notification in this regard, along with Non Creamy
Layer Certificate/ Community Certificate at the time of Certificate Verification.
(ii) Candidates are required to acquaint themselves with the instructions given in the notification as
Part II, General Conditions before submitting application for the post. Applications which are not
submitted in accordance with the terms and conditions laid down in the General conditions are
liable to be rejected.
(iii)Appropriate disciplinary actions as per rule 22 of the Kerala Public Service Commission Rules
of procedure 1976 shall be initiated against those candidates who submit applications with bogus
claims of qualification regarding education, experience etc. and are liable to be disqualified for
being considered for a particular post or debarment from applying to the Commission either
permanently or for any period or the invalidation of their answer scripts or products in a
written/practical test or the initiation of criminal or other proceedings against them if they have
already been appointed, or any one or more of the above.
