1.3 Project location
The Project road (65Km) lies in the eastern part of Uganda in the present districts of
Mbale, Sironko, Bulambuli and Kapchorwa. It stretches from Namunsi on the Mbale-
Soroti Highway. The road links the North eastern parts of Uganda (Sebei and Karamoja)
to the South Eastern and Central parts of Uganda. The road forms an important link in the
national road network and contributes significantly to the economic prosperity of north
eastern Uganda.

1.4 Scope of the completed works in the section


The scope of the completed works in the rehabilitation of the Namunsi-Sironko-
Kapchorwa-Muyembe Road includes:
 Earth works and fill in areas of widening and shoulder recharging
 Scarification of the Existing Pavement layer and mechanical modification
with CRR to form subbase (G-45).
 Construction of new Base Course Layer
 Bituminous surfacing using hot mix asphalt concrete AC-20 on the carriage
ways and shoulders.
 Drainage improvements, construction of new cross culverts, culverts
extension works and lined stone pitched drains.
 Road marking
 Installation of sign posts
 Installation of guard rails
 Accommodation of public traffic, provision of Engineer’s facilities,
relocation of public utilities, provision of public health and safety, HIV/AIDS and
gender sensitization and maintenance of the work during the construction period.

2. FINANCE:
The contractor submitted his projected cash flow for the period from commencement
upto the end of the project.
IPCS no. 1, 2, 3, 4 and 6 are fully paid. IPC no. 5, and 7 were submitted to the
Employer and payment is awaited. Summery of the certified amount is tabulated

3. Survey works.
The primary survey control points were established on the commencement of the
project. Secondary control points, setting out of works in position, topographic
survey and level check were all done jointly.

4. INSURANCE
THE following insurance have been submitted to the Engineer and are still valid
as shown in the table below:

5. MATERIALS AND MATERIAL SOURCES

5.1 Quality control management system and approval procedure

The quality control was based on a request system, where the contractor issues a
“request for inspection (RFI) form for each part of the works completed. The RFI
forms are issued by the contractor and then received by the supervision team of
UNRA.

The RFA format approved for the project is arranged in a sequential manner for
approval process right from the inspector up to the project manager. The copy is then
forwarded to the to the contractor for record and information so as to act accordingly.

Quality control tests were done jointly so that any result obtained could not be
contested or objected. The field tests included (but was not limited to, depending on
the ongoing activities) Field density tests, moisture content tests, field coring, direct
cone penetration (DCP) tests and spray rates.

5.2 Materials used and the sources

Suitable fill materials of G15 were utilised for earthworks and were obtained from
approved borrow pits tested to fulfil the specification requirements.

Hard core boulders form the quarry was utilised for the rock fill activities while
crushed rock materials was utilised for processing of crushed aggregates.

Concrete for construction of culverts structures was from Hima cement and Tororo
cement of 32.5 and 42.5 OPC. Fine aggregates and coarse aggregates are obtained
from the quarry. Village water being used for earth works, subgrade layers, pavement
layer processing and concrete works is being obtained from local water sources
adjacent to the road. Details of the material sources is as tabulated below:

5.3 Sampling

Sampling was done for the following materials;

 Existing and cut materials

 All concrete for structures like cross and access culvert for compressive strength
analysis.

5.5 Bituminous surfacing

The following activities were done prior to laying hot mix asphalt concrete:

 Prime coat
 Tack coat
 50mm hot mix asphalt

6. CONSTRUCTION PROCESS/ACTIVITIES
The following construction procedures were followed in the construction of the
Namunsi-Sironko-muyembe-Kapchorwa road.
 Clearing and grubbing
 Common excavation to spoil as determined by the DCP tests reults
 Rock fill in weak soil to the depth as determined by the DCP test results
 Fill layers of G7 and G15 with materials obtained from approved borrow
pits
 Modified Sub base layer through mechanical modification of existing
pavement and CRR
 Granular base course made of CRR fine type materials
 Bituminous layer of prime coat using MC-30 cut back bitumen according to
the mix design spray rates of 1.0/m2. This was blinded with quarry dust.
 Bituminous surface seal using hot mix asphalt concrete AC-20 which was
applied on the carriage ways and shoulders.
 Drainage structures which included schedules of open earth drain, concrete
lined drain and stone pitched drain, concrete pipe culverts, u-drain among others.

7. CLAIMS

The contractor submitted a number of claims and were assessed by the Engineer
and recommended to the client for consent and consideration. These claims were
considered by the client for EOT.

8. ENVIRONMENT AND SOCIAL SAFEGUARD
COMPLIANCE LEVELS DURING THE REHABILITATION OF
THE ROAD.
Introduction
The Contractor obtained NEMA certificates of approval and developed
management plans that guided her in the implementation of Environment
Social Safeguard during the rehabilitation of road project as displayed in
Table 1 &2

Water Sources, Water abstraction permits and water quality monitoring
Water sources
Throughout the rehabilitation period, the Contractor obtained water for her activities

from the following sources at chainage Km 9+690 LHS, Km 49+900 at Chebonet river,

and Km 8+180 LHS 4 Km offset at Mafudu Junction.

In compliance with Water Act Cap, 152, the Contractor obtained valid water abstraction

permits for both surface and ground water abstractions. These water abstraction permits

were submitted to supervisor


Water Quality monitoring
The Contractor adhered to the principle of water quality monitoring as different water

samples from three water sources were continuous tested by Uganda National Water and

Sewerage Corporation at Bugolobi. The results from the water source (Boreholes) at

chainage Km 8+180 LHS, 2.5 Km (Well Behind the Asphalt Plant), Km 8+180 LHS, 3

Km offset at the Camp Site, Km 49+900 at Chebonet Kapchorwa District. The results

revealed that the waters were fit for domestic consumption based on values of the

indicators (pH, color, Alkalinity, So4, turbidity, Fe total, EC, TSS, Hardness, Mg, Ca,

BI-Carbonate, CI, FI and Nitrate) were all below the National standard for natural

portable water.
Waste Management
Solid Waste management
CCECC managed her solid waste (non-hazardous/biodegradable, hazardous waste (Used

oil, greases fluids and medical wastes), plastic waste among others by putting in place

clearly labelled waste containers (i.e. food staff remains, paper waste, polythene bags

waste and hazardous waste) at all road active sites.


Human waste
The Contractor maintained sanitation and hygiene at all the project sites (camp site, stone

quarry, Asphalt plant, active road sites and auxiliary sites (borrow pits, dump sites and

aggregate stockpiles). This has been evidenced by erected permanent and clear labelled

toilets. For the auxiliary sites (borrow pits, dump sites and aggregate stockpiles) and

other road active sections, mobile toilets were provided. In addition, general routine

cleaning activities around these project sites were conducted on daily basis; toilet

cleaning, compound clearing /slashing, office cleaning and compound sweeping.


Hazardous waste management

CCECC sub contracted a licensed NEMA hazardous waste handler to handle the

hazardous waste and reached a memorandum of understanding. CCECC designated

an area for temporary storing of the hazardous waste (especially waste oil, grease,

fluids, and crusher remain among others) before collected by Licensed NEMA

hazardous waste handler.


Waste water discharge
The contractor-maintained waste waters as the batch plant and washing bay were

constructed far away from any water source. Also waste water from campsite buildings

were directed into the soak pit. Lastly, the Contractor regularly conducted water quality

testing on the different water sources to check the level of contamination and parameters

were; PH, EC, TDs. TSS, CoD, BoD, suphide, chloride and Fecal coliforms. The results

continuously shown that waters were fit domestic consumption.


Monitoring of Dust and Air quality, Noise, Sound and soil pollution
CCECC monitored Dust and air quality, noise, Sound and soil pollution throughout the

rehabilitation of the road project j


Dust and Air quality monitoring
Dust suppressions were conducted all road active site/section as the contractor had in

place six water bowsers. In addition, wet crushing was conducted at quarry during the

stone crushing to avoid dust-built area.

Noise, and Sound pollution monitoring


The Noise and sound vibration were monitored by doing continuous servicing of the

noise and sound producing machines e.g. the generators, crusher, drilling and blasting

machines. Noise and sound vibration records were taken to ensure that the emission of

noise does not exceed the permissible noise levels. However, workers and operators

conducting operations that generated excessive noise were provided with earplug and

muffs to the workers ensure their safety.

CCECC avoided soil pollution by having a designed workshop for her machinery and

equipment servicing. Waste oil handling areas were designated with containers and

servicing buckets for proper management of waste oil during the operation period. Also

the contractor had a bitumen store with concrete constructed floor for storing bitumen to

avoid bitumen infiltration into the soils.


Material Extraction
All borrow pits for the project required ES approval before utilization, the Contractor had

six approved borrow pits by project engineer for murram excavation. These borrow pits

were located at chainages; Km 25+400 LHS 5 Km offset Buyaga Trading Centre, Km

38+200 RHS 700 m offset Kaserem along Kaserem-Kamu Road, Km 18+200 LHS 5 Km

offset Sironko Trading Centre and the Borrow pit at Km 32+328 LHS 5 Km offset at

Muyembe junction in Bulambuli District and at Km 53+700 LHS 1.5 Km offset

Chengamwili Junction and Km 11+400 LHS 2.8 Km offset in Kotia Village, Kotia

Parish, Aligoi Subcounty, Bukedea District.


The borrow pits at: Km 18+200 LHS 5 Km offset Sironko Trading Centre and Km
11+400 LHS 2.8 Km offset in Kotia Village, Kotia Parish, Aligoi Subcounty, Bukedea
District are currently being utilized by the Contractor for finalizing Sironko Town roads

Dump Sites for spoil


For all dumping of spoil materials, the project was required to obtain approvals from the
project engineer, the Contractor had three approved dump sites for cut to spoil at Km
25+400 LHS 5 Km offset at Buyaga Trading Centre at Bukatsa village, Bukhalu parish,
Bukhalu Subcounty, Bulambuli District, Km 50+900 LHS at Chema Primary School
Kapchorwa District and Km 55+800 LHS Near Cheseber Stream at Kisenyi Village,
West Division, Kapchorwa District as shown in table 3

Aggregate Stock Piles


The Contractor had two approved stock pile sites at Km 38+200 RHS 700 m offset
Kaserem along Kaserem-Kamu Road Kapchorwa District and Km 50+900 LHS at
Chema Primary School Kapchorwa District. Safeguards were maintained at these sites in
order to safeguard both the workers and the community from the effects of the activities
at these sites as shown in table.3
Restoration of exhausted borrow pit
The contractor has done concurrent excavation and backfilling of the borrow pits at (Km
11+400 LHS 2.8 km offset at Mpogo sign post and Km 18+200 LHS 5 Km offset at
Sironko Town)
Rainfall data
The Contractor continuously monitored the rainfall status during the rehabilitation of
road project as different rain gauges were placed at various sites, as rains hinder the
progress of activities.

9.SAFETY

Status of OSH on the Project


The contractor maintained the safety of her employees and the surrounding
communities throughout the rehabilitation period;
Tool Box Talks and Workers’ inductions and sensitizations
Contractor through HSSE team conducted Tool Box Talks and Workers’ inductions
and sensitisations throughout the operation period; These focused personal safety and
safety of others at road active sites, site safety (access and exit), safety information,

Housekeeping, against COVID-19 infection and HIV/AIDS and post project life
among other issues was tackled to prepared the workers
Supply of personal protective equipment
Contractor maintained continuous supply of PPE to her workers (i.e. Safety Helmet,
Safety footwear, Ear muff. Dust masks, High visibility vest/jacket(reflectors) safety
glasses and gloves). Also, workers were trained on the importance of the use of PPE.
Safety equipment
Training in inspection and use of equipment
Through HSSE Team, the Contractor ensured that her employees were adequately trained
in the inspection prior to use and safe operation of all plants, equipment and PPE while
on site (checking verification of qualification)
First aid services and training of first aiders
The Contractor provided first aid services to all her workers with equipped first kits,
trained first aiders and qualified nurse. Also, employees were trained on first aid services.
Provision of Fire extinguisher and training on fire extinguishing
Contractor provided fire extinguishers and were placed in the strategic places. In
addition, employees were trained on fire extinguishing and protect themselves against
accidental fire outbreaks.
Through her HSSE team, the contractor continuously held health and safety meetings,
monitoring and audits.
Provision of Site amenities
Site amenities were continuous maintained at all road active sites (such as mobile toilets,
permanent toilet, wash rooms, smoking zones, resting shades for the workers.)
Emergency Response Plan implementation status
The Contractor continuous maintained the implementation of Emergency Response Plan
as different emergency procedures were in place such as evacuation notice especially
during blasting time, emergency assembly points at all active points and nearest
emergency medical centre.

The COVID –19 Pandemic Emergency Response Plan continued to be implemented by


the Contractor, the Body Temperature Monitoring Exercise for all project staff and
visitors rehabilitation periods where the body temperatures are taken prior to admission
into the Camp Site, Quarry and Asphalt Plant and before dispatch to the field.

Traffic Management and Road Safety


The Contractor continuously maintained traffic management team comprising of traffic
controls persons, that facilitated the construction works to proceed safely and efficiently;

facilitated traffic and kept moving at safe speeds to avoids accidents, tie-up and delays at
all active sites.
The Contractor continued conducting Tool box talks and safety awareness campaigns
among the work force in order to further reduce the occurrence of accidents in the quarry,
Asphalt plant road active sites and auxiliary sites (borrow pits. dump sites, and aggregate
stockpiles)
Incident notification and reporting
The Contractor kept the supervisor informed about the different incidents that happened

on the road active site and other areas within road project. This was done by filling the

incident notification and reporting form accompanied with the relevant evidence such as

police investigation report and stamped dated photographs of incident plus chainage.

Installation of permanent guard rails and signage


The Contractor continued with the installation of permanent guard rails on the completed
sections and permanent signage on the road. This is at aimed at reducing road incidents
that are to occur on the road user.

Traffic management at road active sites

Signage
The Contractor continuously supplied, maintained, and relocated temporary road signs
and were always in use at the project road active sites.
Traffic control measures
Several traffic control measures were adopted during road construction works such as
placing Jersey barriers at dangerous corner and sections, warning signs, hoarding off
deep excavations, placing warning tapes, safety signs and routine training, induction of
the flag personnel. On traffic controls more flag personnel were adequately inducted and
redeployed at all road active sites to guide the community, and workers on the traffic.
Continuous and appropriate visible reflective sign were placed along the road active
sections
Fulltime well-trained flag personnel at the traffic manned points and full-time presence
of traffic management team include designated safety assistant officers were maintained
Site Clinic Operations and Disease Prevalence
The Site Clinic continuously maintained its services to the contractor’s workers
throughout the rehabilitation and was open from Monday to Sunday. Site clinic nurse
attended to different cases that included injuries, disease and among others.

As emergency response to COVID-19, Site clinic nurse and HSSE team ensured that all
workers had masks, sanitizer and hand washing facilities were in place curb the spread of
COVID-19 at road active that were constantly supplied by the Contractor.
Sensitization on child protection, HIV testing and gender-based violence
The Contractor sub contracted NSP’s and continuously supervised her routine activities
that included distribution of male condoms all road active sites, child protection, HIV
testing and gender-based violence to workers and surrounding communities
Blasting and Quarry Operations
The Contractor conducted several blasting exercises at the Nalugai Rock Quarry. The
Contractor kept the supervisor, police and surrounding communities informed about
blasting exercise and this was in writing. Prior to the blasting exercise, mapping of the
houses, evacuation exercises were done to elderly and sick people to avoid more harm.
9. SOCIAL
Labour and Welfare Issues

The Contractor employed expatriates mainly the Chinese and the Ugandans. The
contractor was gender sensitive in recruiting her employees where females were
employed. Lastly contractor employed unskilled, and skilled personnel.

Contractor’s Community Liaison Committees.


The Contractor had a total of 8 Community Liaison Committees formed along the

project. 5 of these are along Kaserem– Kapchorwa while 3 are for Sironko Town Roads.

All these committees are functional and active. However, due to the new presidential

directives on COVID-19, no committee meetings revised to 200 attendants.

Cumulative Reported Grievances on the Project


Different grievances were reported on the project and these were due to house cracking a
result of vibration.

Social Incidents on the Project


Incidents were reported during the rehabilitation period. The Contractor through her

community engagement system, continued to engage and sensitise communities and

workers on the dangers of such social incidents on projects.

10. HIV and AIDS
The Contractor sub contracted NSP that she has supported on following activities;
HIV/AIDS, Child Protection Awareness Raising and Gender mainstreaming through
provision of supervisory and oversight role.
