Export policy

Ministry of commerce, GOB by a gazette notification dated Wednesday, 9 September 2015,


declared the present export policy.

1. Validity From the date of gazette publication to 2018. But until further declaration of
any new export policy this export policy will be valid.
2. Any notification recording tax/tariff by national budget or by national review board will
have the priority over this policy.
3. The Govt will review the policy every year and may change any clause.

Objectives:
1. To make export procedure suitable for globalization and free market economy under
WTO agreement.
2. Encouraging the export of such items that require labor (mainly female work intensive
industry.
3. To make easy availability of raw materials.
4. To increase productivity and product diversity.
5. To increase the quality of product by using upgraded, sustainable and ecofriendly
technology and production of value added products.
6. To increase the production efficiency and make more dynamic by using e-commerce and
e-governess.
7. To encourage new policy to export market by using computer technology, e-commerce
& other electronic technology.
8. To facilitate necessary infrastructure, forward and backward linkage.
9. To create new exporter and extending supports to existing exporting.
10. To provide appropriate training facilities for the development of export man power.
11. To make coordination with several business associations and concerned people to
acknowledge them the changing rules & regulations of international trade.

The export policy also declared some facilities & benefits for the Garment exporters:

1) Steps will be taken to reduce the "lead time” for export of readymade garments by
means of improvement of port management, simplification of procedures for releasing
goods, resolving electricity problems etc.;
2) Initiatives will be taken to set up “garments villages” at various places with adequate
infrastructural and utility facilities;
3) Steps will be taken to establish waste water treatment plants in garments villages;
4) Assistance will be provided to improve the working environment in the readymade
garments factories to reduce risks of accident and to fulfill the compliance requirements
at the factory level. Besides, initiatives will be taken to formulate an integrated and
reasonables compliance regulation with the help of all stakeholders;
5) Initiatives will be taken to provide trainings of different tenures to the workers and staff
of the garments industries to increase their productivity and facilitate diversification of
products;
6) Emphasis will be given on diversification of products by improving skills of workers and
staff, and disseminating information to the entrepreneurs on products markets and
technology;
7) Steps will be taken to send marketing missions abroad, arrange single country textiles
and readymade garments fairs abroad, and organize and participate in international
trade fairs at home and abroad so as to expand and consolidate the markets for
readymade garments;
8) Establishment of backward and forward linkage industries will be encouraged;
9) Subject to the submission of bank guarantee equivalent to the amount of duty for
imported raw materials, the enterprises without bond license will be allowed to produce
exportable hand-woven sweaters from natural and artificial wool outside the bond
areas;
10) An Advisory Board consisting of members from Public and Private sector will be
established for uninterrupted and ensured supply of cotton;
11) Ministry of Commerce will take necessary steps to coordinate financial and technical
cooperation related to export development of different development partners; and
12) Government will take initiative to develop a Standard Unified Code of Compliance for
the export oriented garment industries of the country by integrating the requirements
of the different countries and buyers.
13) To make competitive RMG & Garments Accessories in future govt will take steps for
Research & Development.

6. Jute and jute-based products,

8. Agro products and agro-processed products,
9. Furniture,
10. Home textile and terry towel,
11. Home furnishing and
12. Luggage

Benefits and Facilities to be provided to the Highest Priority Sectors


1. Bank loan with priority basis and with less interest.
2. Reduction of income tax.
3. Facilitate electricity, water, gas, connection as priority basic.
4. Export loan with reduced interest rate.
5. Reduced air freight.
6. Duty free and bond facilities.
7. Advantages on establishing building and other infrastructure.
8. Technical support to impressive the product quality.
9. Support to production & marketing
10. Help to search foreign markets.
11. Encourage foreign investment in this sector etc.
