206 – COMPREHENSIVE ARCHITECTURE SERVICES (CAS)

CAS – refers to the full scope that the Architect can provide throughout a building project

Architect:
- prime profession
- Depicted as profession that engaged throughout the various phases in a building project from initial
planning to post construction evaluation.
- Must be knowledgeable in other fields, but not expected to perform all the services
- Act as the agent of the client

Aim of the services:


- ensure successful planning, design construction
- evaluation of building/structures
- buildings are not only well-designed but also well-maintained and sustainable over time

Rationale:
Architect needs to provide services that will cover the entire project lifecycle from initial
conceptualization to post-construction evaluation.
- To make sure that all aspects of the project are address cohesively
- To make sure that the project is align to the goals and objective of the client
- To monitor and manage changes like modification to design and budget.

Professional Services that CAS covers:


- Pre-design Services (SPP Doc. 201)
- Regular Design Services (SPP Doc. 202)
- Specialized Architectural Services (SPP Doc. 203)
- Construction Management Services and Full-time Construction Services (SPP Doc. 204-A & B))
- Post-Construction Services (SPP Doc. 205)

Project Management
- When the owner hires an Architect or a firm to coordinate the whole range of CAS
- Involves management activities over and above the normal architectural and engineering services
- to have control over time, cost & quality relative to the construction
- complement the functions of the architect, engineers and contractors

Project Manager (PM)


- individual or firm, operates as a member of an Owner-Architect-Engineer-Contractor Team
Roles:
Architect & Specialized Consultant – design of the project
Engineers – engineering plans
Contractor – delivery of the project
Owner – decisions and funds
PM – overall cost control, adviser on material cost & construction method
Scope of Services of PM:
Pre-Construction Phase
o PM conducts regular design consultation with the Owner and with the Architect & Engineers
on all aspects of planning
Construction Phase
o If the PM also serves as the Construction Manager (CM) to oversee time, cost & quality
control, he shall provide the services under SPP Doc. 204-A and/or 204-B.
Metod of Compensation
The Architect as Project Manager can compensate using the following methods:
1. Percentage of Project Construction Cost
2. Multiple Direct Personnel Expense
3. Professional Fee + Expenses
4. Lump Sum of Fixed Fee
Recommended Professional Fee (RPF)
Under 1979 UAP Docs.
1. The RPF for Project Manager is 2% to 5% of the Project Construction Cost (PCC).
2. If the Architect as PM performs Regular Design Services for the same project, he is
compensated separately for these services as stipulated in SPP Doc. 202.
