ON
APPLICATION OF GEOGRAPHIC INFORMATION SYSTEM TO FLOODING AND
DRAINAGE MANAGEMENT
(A CASE STUDY OF ALIMOSHO LOCAL GOVERNMENT AREA, LAGOS STATE)

1.0 INTRODUCTION
1.1 BACKGROUND TO THE STUDY
Flooding in recent times has been a reason for concern in Nigeria and even other parts of the
world due to the extreme changes in climate situation and the mismanagement of our drainage
network. Various areas are faced with several levels of flooding issues depending on the water
level, terrain features, drainage availability and maintenance, flow of water and several other
reasons.
Flooding is becoming an increasingly severe and more frequent problem in Nigeria.
Unfortunately, the impact is more felt by the urban poor in such a way that recovery is unlikely
to be achieved without external aid (Blaikie, 1994). Flooding is known to be one of the most
devastating hazards around the world now that is likely to increase in so many regions now due
to change in climate and poor governance.

Flooding in Lagos, Nigeria, is a recurring issue, often attributed to a combination of factors such
as rapid urbanization, poor drainage systems, and heavy rainfall. The effects of flooding in
Lagos can include damage to properties, disruption of transportation, and potential health
hazards due to contaminated water.
Alimosho local government area being the largest local government area in Lagos state have
had its own share of flooding and drainage issues. The urban poor are the ones with higher
tendency of facing flooding crisis as their houses are built along floodplains.
The aim of this research work is to determine the extent of damage done by flooding within
alimosho local government area and also how we can maximize and manage the drainage
system of the local government through the application of geographic information system to
carry out analysis on the environment and make certain recommendations that will be suitable
to manage the crisis of flooding there.
1.2 STATEMENT OF PROBLEM
The significant growth experienced at Alimosho local government area has created a need to
have an accurate database which will contain drainage information of the terrain and even
flooding occurrences in the past to help in better decision making. Putting this things in place
will help for better planning on urbanization growth of the environment and will help to
manage the crisis that comes with flooding. Having an up to date information on flooding can
be very tasking and even sometimes not visible if right channels are not put into place so the
implementation of GIS into the drainage and flooding management of the terrain can aid to
give real time updates and also help in suggesting solutions to this crisis.

1.3 AIM OF THE STUDY


The aim of this study is to create a database showing drainage and flooding information of the
entire Alimosho local government area of Lagos state.

1.4 OBJECTIVES
The objectives of this study are:
i. To obtain the administrative map of Alimosho local government area, satellite imagery
of the area and DGPS measurements.
ii. Data processing and creation of spatial database.
iii. Perform spatial analysis.
iv. Information presentation.

1.5 SCOPE
The scope of the project encompasses the creation of a detailed and accurate drainage
information system for the entire Alimosho local government area. The following steps will be
taken:
Reconnaissance, Obtaining Acquisition Data, Obtaining Gazette, DGPS Observation,
Downloading Satellite Imagery, Data Processing, Database Design, Database creation, Data
manipulation and queries for decision making, Information presentation for decision making

1.6 STUDY AREA


The study area is Alimosho local government area of Lagos state in the south western part of
Nigeria. It is estimated to have a population of about 3,082,900 people as at the last projection
taken of the state in 2019 and it is the most populous local government in the state. Alimosho
local government was created in 1945 and it is sub-divided into 6 divisions which are;
Agbado/Oke-Odo LCDA, Ikotun/Igando LCDA, Ayobo/Ipaja LCDA, Alimosho LG, Egbe/Idimu
LCDA, Mosan Okunola LCDA.

2.0 RESEARCH METHODOLOGY
These deals with the various methods and techniques that will be used to carry out the project.
Geographic Information System and Ground Survey methods will be adopted in accomplishing
the desired results. It will involve processes as data acquisition, data processing and
information presentation.

2.1 DATA SOURCES


There are two sources of data and they are primary and secondary data sources. However, for
the sake of this project both data sources will be used. The proposed sources of data are as
follows;
i. Lagos state ministry of environment and water resources: - Drainage and flooding
information of the local government area.
ii. DGPS Data: - Field data acquisition.
iii. Satellite Imagery.
iv. Newspaper Vendors Library: - For Information on newspaper publication detail.
v. Journals and existing projects to get prior research work on chosen area of study.

2.2 EXPECTED OUTCOME


The expected outcome for this study is to successfully create a comprehensive and precise
drainage information database over the area of alimosho local government. The drainage
information will provide necessary information such as depth, flow direction, width of such
drainage e.tc which will help to plan and manage future occurrences of flooding.

2.3 TIMELINE
The estimated time for completion of the exercise are as follows;
i. Preliminary research : 2 weeks
ii. Field survey and data collection: 2 weeks
iii. Data processing and analysis: 3 weeks
iv. Report writing : 2 weeks

2.2.2 EQUIPMENTS TO BE USED


These are the Hardware and Software to be use in executing the project.
Hardware
i. Laptop (HP Pavilion gaming 15 with 16GB RAM, 250GB SSD Hard disk, 64bit
operating system, x64-based processor (8CPUs)@2.10GHz).
ii. Optical Mouse and 32GB Flash Drive.
iii. External drive 1TB SSD.
iv. Differential GPS and its accessories.
v. Printer.
Software
i. ArcGIS version 10.7 for database creation, Management and spatial analysis.
ii. AutoCAD.
iii. ERDAS Imagine.
iv. Google Earth pro.
v. Microsoft office 2016 for project report writing, script writing and presentation.
vi. Microsoft PowerPoint for presentation and visualization.
