Abstract
Face to face learning engagement of students and teachers
within the school has been suspended due to the COVID-19
pandemic. This pandemic has paved the way to the
implementation of Modular Distance Learning as an urgent
response to ensure continuity of education. The Philippines is
in the process of adapting to the new normal form of education
at present, and continuous innovations of educators and active
involvement of other stakeholders are the driving force for its
success. The key purpose of this research is to find out the
challenges encountered, opinions, and recommendations of
teachers, parents, and students in the implementation of
Modular Distance Learning in Agusan National High School.

CHAPTER 1
BACKGROUND AND STUDY
The outbreak of the new coronavirus infection known as COVID-19 has first occurred at Huanan
Seafood Market in Wuhan city of China in December 2019 (Wikipedia, 2020), and within a
couple of months it has turned out to be a global health emergency. It has rapidly affected
thousands of people, who are sick or being killed due to the spread of this disease. The COVID-
19 pandemic also resulted in widespread disruption such as travel restrictions, closure of
schools and global economic recession.
Most countries around the world have temporarily closed educational institutions to contain
the spread of the virus and reduce infections (Tria, 2020).

currently Because of Covid 19, The Department of Education (DepEd) introduced Modular
Distance Learning and used by all public schools because according to a survey conducted by
the Department of Education (DepEd), learning through printed and digital modules emerged
as the most preferred distance learning method of parents with children who are enrolled this
academic year (Bernardo, J). This is also in consideration of the learners in rural areas where the
internet is not accessible for online.
However, using modules has its advantages and disadvantages. According to (Nardo, M.T.B,
2017), the use of modules advocates self-directed learning. Using modules for learning leads to
better self-study or learning skills among students. The concepts presented in the modules
engross students in learning. The tasks provided develop a sense of responsibility among
students. and they progressed on their own. They learn to learn; they are empowered. In
addition, the students participate in real experiences. They discover new things, and they
experience their knowledge on their own. Students learn to reflect on their own experiences,
thus developing new skills, learning through modular direct students to be in charge of their
own learning.
The use of modules has its disadvantages also. According to Bijeesh (2017), without the
presence of the faculty and their classmates who remind them of their assignments the chances
of getting distracted and losing track of deadlines are high. In addition, in the study of Dangle,
and Sumaoang (2020) they revealed the main challenges that emerged in the implementation
of modular distance learning where budget is not enough in the making and delivery of
modules; students had a hard time answering their tasks on their modules and the lack of
knowledge of parents academically to guide their child/children.
With all the advantages and disadvantages of using the modular learning as a learning
modality, this paper aims to determine the effect of printed modular learning on the academic
performance of the students.
Because of COVID 19 the EIM Students of Agusan National High School haven’t able to perform
Electrical Skills that is very crucial for TVL (EIM). Experience is the key to enhance the skills to
perform Electrical activities. But because of Covid 19 and the introduction of modular learning
this becomes Hard for students to learn.
The teacher of Agusan National High School takes the responsibility of monitoring the progress
of the learners. The learners may ask assistance from the teacher via e-mail, telephone, text
message/instant
messaging among others. Where possible, the teacher shall do home visits to learners needing
remediation or assistance (Llego, n.d.). Printed Modules will be delivered to students, parents
or guardians by the teachers or through the Local Government Officials.
According to the Department of Education (DepEd), parents and guardians' perform the various
roles in Modular Learning such as Module-ator, Bundy-clock, and as Home Innovator. As a
Module-ator, they are the ones to get and submit the printed Self-Learning Modules (SLMs)
from and to schools or barangay halls at the beginning and end of the week, depending on the
agreement between the parents and the school.
The main purpose of this study is to determine the effects of modular learning for Electrical
Installation and Maintenance of the students in Agusan National High School. At the same time,
this determines the factors affecting the skills acquisition for EIM students.
STATEMENT OF THE PROBLEM
This study attempted to focus on the Effects of modular learning for Electrical
Installation and Maintenance (EIM) Student Of Agusan National High School.
1. How does COVID-19 affect the Performance of Students to acquire skill
and knowledge?
2. What are the Common Problems That the students have to overcome?
And how will this Affect the Academic learning of the students?
3. Why is the return of F2F Classes is better for TVL (EIM) Students?
4. What EIM Students think about Modular learning?
5. What are the advantages and disadvantages of modular learning?
SIGNIFICANCE OF THE STUDY
This study focuses on the effect of modular learning on Grade 11 students. The
following would be benefited.
To the students. It would help them to enhance their electrical skills so they can be
prepared for the future jobs.
To the teachers. It would help theme to know the level of the electrical skills of their
students so they can think a technique to improve the skills And help the students
improve theme self.
To the parents. It would help theme guide their children in terms of improving their
skills in electrical.
To the future researchers. It would help theme to have information about the effects of
modular classes for Electrical Installation and Maintenance student, so it would help
theme in terms of information that the study would provide.
SCOPE AND LIMITATION
This study reveal the effect of modular learning of 11 GRADE 11 JAMESWATT (EIM) Students of
Agusan National High School who are ages between 16 to 20 years old. It did not include the
other strand since the skills to be assessed are specialized in Electrical Installation and
Maintenance. The students were asked about there

DEFINITION OF TERMS

MODULAR LEARNING. Modular learning, as the word connotes, uses learning
modules that facilitate student learning by themselves. Modular learning is a form
of distance learning that uses Self-Learning Modules (SLM) based on the most
essential learning competencies (MELCS) developed by the teachers with the aid
of curriculum developers.
CHAPTER II REVIEW OF RELATED LITERATURE
The Government has closed-down educational institutions and dramatically
shifts the instruction to distance learning. However, students rooted from
the marginalized families and from rural areas have limited access to
technology necessary for online learning. Modular learning addresses this
learning inequality by providing more inclusive access to education. This
study explored the lived experiences of the parents who act as learning
supervisor, tutor, and home-schooling teacher for modular learning during
the health crisis.

Distance Learning refers to a learning delivery modality, where learning takes
place between the teacher and the learners who are geographically remote from
each other during instruction. This modality has three types: Modular Distance
Learning (MDL), Online Distance Learning (ODL), and TV/Radio-Based Instruction.

Modular learning is the most popular type of Distance Learning. In the Philippines,
this learning modality is currently used by all public schools because according to

teachers in education. Parents play a vital role as home facilitators. Their primary
role in modular learning is to establish a connection and guide the child.

or workweek plan. Because of the number of subjects or activities to be done,
they must see that it is being followed accordingly to avoid cramming or delays in
submission, which may affect the child's performance. Lastly, as a Home
Innovator, they must provide their child with a productive learning environment
to help them focus more on Learning. It must be a well-lighted and well-ventilated
space in the house, with little or no distraction.
The use of modules encourages independent study. One of the benefits of using
modules for instruction is the acquisition of better self-study or learning skills
among students. Students engage themselves in learning the concepts presented in the
module. They develop a sense of responsibility in accomplishing the tasks provided in the module. With
little or no assistance from others, the learners progress on their own. They are learning how to learn;
they are empowered (Nardo, M.T.B, 2017). Other advantages of modular instruction include more
choice and self-pacing for students; more variety and flexibility for teachers and staff; and increased
adaptability of instructional materials.
The disadvantages include greater self-discipline and self-motivation required for students, increased
preparation time and lack of concrete rewards for teachers and staff, and greater administrative
resources needed to track students and operate multiple modules.
Because of these Not all Students Do there module wholeheartedly and some parents spoil there kids
and do the deep to their children and some tend to copy their Answer from other Without reading the
module. Many students said that they haven’t learn Anything.
