C. Within the 72 hours of surveillance, the surveillant has entered in the place of the target
First entry was on February 24, 2024, at exactly 5:45 PM. The second entry was on
February 25, at exactly 5: 50 PM. Last entry was on February 26, 2024, at exactly 5: 40
PM.

always wearing hoody jacket.

II. GENERAL DESCRIPTION OF THE SUBJECT
Physical Characteristics : The target has a skinny body and has an acne on his face.
Mannerism : The target is always wearing a color red hoody jacket.
Peculiarities : The target is always going to the place where he is alone and
just watching/observing the people around him.
Habits : The target is always going to a specific store to buy cigarette. He
also goes to internet caffe at around 3 AM every morning.

III. DETAILED CHRONOLOGICAL ACCOUNT OF ACTIVITIES
During the execution of the surveillance for the target Bern M. Montanez, the surveillants
found out that the target is a student of JRMSU-TC. The target is 25 years old and a resident of
Barangay ZNAC, Tampilisan Zamboanga del Norte. The surveillant notices that the target has a
skinny body and has an acne at the upper right of the face. The target is always waring a color
red hoody jacket. Tuko has a specific store to go everyday where he buys cigarette. This target is
always stand by on the corner of the basketball court.
VI. DESCRIPTION OF CONTACT/S
The target has a contact to his parents, siblings, some of his classmate, and to his teacher
adviser. Furthermore, because of that information, those mentioned subject is being interviewed
for some inquiries for the information related to the target.
V. DESCRIPTION OF BUILDING CONCERNED
The area where the target lived in is a house compose of woods and looks like an
abandoned house. There is a lot of houses before the exact dwelling of the target.
VI. TIME-OFF AND REASON FOR TERMINATION OF SURVEILLANCE
February 26, 2024, at exactly 3:45 PM, the surveillance has been ended, and sufficient
information is gathered and collected for the buy bust operation. Within the 72 hours of
surveillance, sufficient information related to the target is obtained.

MONTHLY DEVELOPMENT REPORT
I. Introduction:
This is a periodic Development Report of Buy Bust Operation of
Philippine National Police, Tampilisan Municipal Police Station targeting Mr.
Bern M. Montanez alias Tuko.
This report covers the period of 1st day of March 2024.
II. DEVELOPMENTS:
A. AGENT ACQUISITION/TERMINATION
- No. The action agent was not being acquired or spotted during the period.
- No. The action agent was not terminated during the period.
B. OPERATIONAL ACTIVITIES OF THE AA FOR THE PERIOD
- During the period, the action agent obtained the information that the subject is
legitimate violator of Article 9165, Section 5.
- The action agent notices that the subject has a specific store to go to buy cigarette
and that every morning around 10 AM, the subject always goes to the internet
caffe.
C. INFORMATION ACQUISITION:
- As what the action agent gathered information, the subject is looking for some
potential buyers of an illegal drugs and the buyer he usually transacts to is a minor
like a high school and senior high students.
- For that, those mentioned potential buyers are also monitored and was
interviewed.
D. PROBLEMS
- The target has detected that he has a spectator monitoring/observing him and
because of that, the target is trying to escape. Because of the problem faced, team
decided to take distance to the target to avoid error in the operation.
- Next action is that the team build a new plan or an alternative plan in case of
emergency.
E. PLANS
- In the succeeding period, the action agent was advised to be careful in every step
he make and planed a hand signal as a sign that the team should now attack to
arrest the said subject.
F. CONCLUSION
- The plan/project is still in a good condition and has a better result if well
accomplished. The BUY-BUST OPERATION is still viable.
