- Students will have a greater understanding and awareness of the nature, scope, and
history of public administration and the variety of academic discimplines that have
contributed to the theories and the practice
- Students should be able to describe the development of public administration and to
compare the major organizational theories; and to have a working knowledge of the
dimension of public management
- Identify and address core issues in public governance, through a comparative
approach and bearing in mind of the challenges posed by global progress
- Discuss public policy challenge in specific administrative areas, i.e., agriculture,
education, NRM, health, development.
- Demonstrate an understanding of the intellectual heritage of public administration
and public organizations, including writing by the key scholars who helped shape
the field of public administration
- Assess the important ethics and ethical theory in the administration of public
resources to earn and retain public trust.
- Evalute the theorietical underpinings of the new public management and the
postmodern theories.

- Explain the meaning of public administration, management and organization
- Generalize the function of government both national and international pertaining to
the public administration process.
Develop skills in the activities of management of human resource in public settings.
- Analyse the incentive schemes in motivating the public employees.
- Breakdown some sources of subnational government’s revenues and expenditures.
- Discover the related mechanisms which are used to control the activities of
administration
- Analyze the impact of appropriate leadership styles for the performance
improvement of public employees.
- Students will be prepared for a career of public administration by linking the
content of the course, both theory and practice, with your own experiences and the
shared experiences of the other class participcants. Students should be able to
actively participate as a team member and ideally as a leader.

project (take-home assignment), and present the book
chapters and scientific papers from different academic
journals (i.e., Elsevier, Springer, Sage, Taylor & Francis).

The lectures will be given/sent to student by email (if it
is requested by students).
Strong requirement is that the graduate students have
to read the provided PPT (handout) in advance for
their interests.
Most importantly, the graduate students have to read
and summarize and prepare the oral presentation of
the given scientific papers and book chapters.
