Somaliland IDPs Situation Report

Summary
NDRA produced report on December 2021 shows that the number of the IDPs in Somaliland was 92,888
HHs but it was before the new displacement, now NDRA is expecting the number is increased
unconsciously, as NDRA regional coordinators reported there are ten districts experienced new
displacements including Burao, Las anod, Oodweyne, Ainabo, Buhoodle Salahley, Baligubdle, Bali Matan,
El afwayne and Erigavo.

NDRA regional coordinators visited the new displaced hotspots to go and see the situation of the new
displaced to send an alarming report to the head office and other stakeholders they interviewed the
new displaced persons by using KIIs and Camp Management Committees with FGD methodology.

They found that there is gap in all emergency sectors including protection, Food security and Livelihood,
Shelter/NFIs, Water sanitation and Hygiene, Education, Health, Nutrition and CCCM, so that NDRA
recommended to arrange and coordinate Humanitarian responses to the IDPs bearing in mind the newly
displaced ones.

Introduction
Due to prolonged draughts in Somaliland NDRA experienced a huge number of displacements from
pastoral and agrarian communities those are establishing an IDP camps in different locations, most of
the sites are in urban and pre-urban areas. The last assessment made by NDRA shows that the number
of IDPs in Somaliland was 557,328 individuals living in 228 IDP camps around the country; it is about 12%
of the population of Somaliland which is a large number according to the ratio. Almost 75% of the sites
were established during the severe draught of 2016.

Although there were a continuous draughts in Somaliland for the last four years, there are alarming
reports from NDRA regional coordinators which are stating the formation of new IDP sites in the country
especially the eastern regions including Sool, Saraar, Togdher, Oodweyne, Buhoodle, Salahley,
Baligubdle, Bali Matan, El afwayne and Erigavo.

moreover an increasing number of the IDPs in pre-existing sites reported according to new
displacement, the new arrivals of some IDP sites reached 100 HHs which has burdened the living
conditions of the residents in all sectors including protection, Food security, Shelter, WASH, health,
Nutrition and Education facilities.

Objectives
To inform the IDP stakeholders the alarming situation of the new displacement and its aftermath

To advocate the IDPs in Somaliland to get quick humanitarian responses to adapt with their settlement

To coordinate the humanitarian and developmental organizations’ activities to response efficiently


Methodologies
During the preparation of the report NDRA contacted with their regional coordinators to get information
from the effects of the draughts in the IDPs, the regional coordinators visited the sites to verify the
displacement affected persons arrived the camps; they conducted Key Informant Interviews (KIIs) with
new arrivals to evaluate the situation of the new residents; Also they met with the Camp Management
Committees (CMCs) by conducting Focus Group Discussions (FGDs), the CMCs explained the whole
situation of the IDP camps deeply.

Findings
There is sever draught in Somaliland at large but the most sever hotspots are the eastern regions of
Somaliland including the following five districts Burao, Las anod, Ainaba, Oodweyne, Buhodle, Salahlay,
Baligubdle, Bali Matan, El afwayne and Erigavo.It was found that there is gap in all emergency sectors

Water, Sanitation and Hygiene

Due to the shortage of rain fall for the last four years, there is fear for water trucking since the sources
of water for the IDPs were Baraaks, harvest damps and the shallow wells which are finished the burden
of the new displacement. Also it was affected the general sanitation and hygiene since there is limited
latrines and garbage pins which can cause communicable diseases after using the surrounding areas of
the IDP camps for waste disposal.

Shelter/NFIs

The new IDPs were pastoralists lived in Somali huts, during displacement it is difficult to take heavy and
ragged materials including trees trunks, tailoring clothes tied together and plastic sheet which was
susceptible to the sun rays. So that shelter/NFIs needs reported.

Protection

There are protection gaps including security of tenure since there are no title deeds for the newly
displaced households and can cause forced evictions by the landlords, there is also other protection
gaps including portable solar lights as well as street solar lights.

Health

There is need for the expansion of the existing health facilities and services in the IDP camps having
functioning health centers and establishing new ones where there are no health centers.

Nutrition

The displaced children and pregnant women need technical nutritional assessment to avoid malnutrition
for the above mentioned vulnerable communities.
Food Security and Livelihoods

The food security is the foremost need for the new displaced Households and it is urgent since the there
is no employment and other sources of income for the new displacement communities.

Education

The new displacement children can share their schooling to the pre-existing schools although the school
resources are not sufficient both the previous students and the new comers, so that we are suggesting
to expand the schools’ resources.

CCCM

According to the reports received it needs to verify all data for site verification then after the result
found site advocacy is necessary so that coordination of aids is necessary.

Recommendation
NDRA is recommending to stakeholders to

1. To prepare quick response for the IDPs especially to the expanded IDP camps
2. To conduct jointly multi sector assessment to respond sectors’ needs
3. To advocate the IDPs to get funding for the new displacement

Conclusion
The situations of the IDPs are very harsh not only the new displaced but also the pre-existing ones, so
that NDRA is worrying about the worsening droughts and suggesting taking an account a quick response
for the emergency sectors which are mentioned in the findings section of the report.
