101.2.2 Process for Delivery
101.2.2.1 Stages or Phases of Delivery
The project is separated into five phases:
Phase 1: Preliminary Design (15 % Review Report for Bridge Design)
Phase 2: Detailed Design (85 % Review Report for Bridge Design)
Phase 3: Tender Documentation
Phase 4: Final Submission
Phase 5: Post-Design Support
Formal submissions will be required at the completion of each of the design
stages. Refer to Clause 101.2.3 Deliverables for details on deliverables at the
completion of each of the design stages.
The Principal’s Representative will review the submitted documents only when all
documents for the stage are complete and are accompanied by a statement from
the Consultant that the documents are complete and have been checked. The
Principal’s Representative will not commence the review of the preliminary design
until all the information required to make meaningful assessment has been
provided. The Principal will accept no responsibility for any rework or re-design
that results from proceeding beyond any phase before the output of that phase
has been approved.
The primary aim of the Preliminary Design is to ensure that all issues associated
with the works have been fully defined, affected parties consulted, options for
resolution identified and evaluated, and preferred options either agreed and
adopted or recommended for approval. Refer also to Clause 206.3.3
Preliminary Design.
During the course of the preliminary design process the proposed alignment to be
adopted shall be confirmed with the Principal’s Representative before the
Consultant is committed to detailed survey and geotechnical investigations.

The Principal’s Representative's review and comment on the preliminary design
does not release the Consultant from responsibility for adequacy of the design.
Any errors or inadequacies discovered between preliminary design and final
design acceptance remain the Consultant's responsibility.
Following the Principal’s Representative's review of the detailed design drawings
and contract documents, the Consultant shall make any corrections required, and
produce final documents. As well as original copies of documents, copies for
distribution to contractors shall be supplied by the Consultant as detailed in
Clause 209.2.6 Production of Major Works Tender Documents.
101.2.2.2 Progress Meetings
The Consultant shall arrange regular progress meetings with the Principal’s
Representative at ………….. intervals.

The Consultant shall at each meeting present and discuss progress of the Project
and all matters associated therewith. A progress report as described in Section
101.2.2.3, may form the basis of each progress meeting, and should be circulated
prior to the meeting. The Consultant shall record minutes of each meeting and
distribute the minutes to meeting attendees and parties to the Contract within
three working days of the meeting.
101.2.2.3 Progress Reports
The Consultant shall prepare regular (typically monthly) progress reports for
submission to the Principal’s Representative outlining:
progress on key tasks against planned progress
unforeseen circumstances
expenditure summaries
future program implications
actual and expected cost variations
any other relevant issues
101.2.2.4 Design Reports and Design Review Meetings
The Consultant shall submit interim design reports and hold formal design review
meetings as indicated below so that the Principal’s Representative may review
the various stages of the design and provide any direction necessary. The
desirable content and format of a design report for a road design project is
detailed in the Road and Traffic Engineering Branch’s “Design Report Guideline”,
refer to on-line Technical Library. Refer to Section 206 for Bridge and Waterways
Investigation design report requirements.

The Consultant shall provide the details, reports and drawings to be presented at
least 5 working days (excludes weekends and public holidays) before each
interim design review meeting to allow the Principal’s Representative time for
evaluation. Sufficient detail shall be provided for the Principal’s Representative to
evaluate all aspects of the design.

Preliminary Design Report
The Consultant shall prepare a preliminary design report describing the
preliminary design of the road in accordance with Road and Traffic Engineering
Branch’s “Design Report Guideline”, refer to on-line Technical Library. The report
shall provide a summary of the design considerations, non-adherence of design
standards and any alternatives the Consultant wishes to be considered.
If bridge designs are included in the commission, the Consultant shall also report
on the alternative design arrangements which have been considered with
appropriate construction details, cost estimates and a recommendation of the
preferred design. Such considerations shall be in accordance with the
requirements of Section 206 Structural Design. A completed Design Criteria
Sheet (in accordance with Section 206 Structural Design) and details of all
design assumptions shall also be included in the report.
Final Design Report
A final design report to accompany the completed construction documents shall
be submitted in accordance with Road and Traffic Engineering Branch’s “Design
Report Guideline”, refer to on-line Technical Library. The report shall be similar in
format to the preliminary design report but modified to include matters that have
arisen during the Principal’s Representative's review and the final design.
Copies of all documents shall be submitted to the Principal’s Representative for
review, and consequent corrections shall be completed before handover.
The final report shall be supplied in accordance with Main Roads’ Asset &
Geospatial Information Branch’s “Data Lodgement Guideline”, refer to on-line
Technical Library. The EIA report and EMP shall be supplied as detailed in
Section 203 Environmental Management.
101.2.2.5 Site Inspections/Visits
The Consultant is required to undertake a mandatory site visit either during
Phase 1 or Phase 2 of the project. As a minimum the Consultant’s Design
Engineer and Road Designer need to attend this site visit. The Consultant is to
comply with the requirements of Clause 201.2 Property Access and Landowner
Liaison with regards to the site visit.

Where standard drawings, standard designs, specifications, topographic surveys
and similar information are freely provided by the Principal to the Consultant,
such details are supplied solely for use by the Consultant on the Project.
Although supplied in good faith, it shall be the sole responsibility of the Consultant
to determine their suitability for the Project and make such changes as
considered necessary. Standard drawings shall not be changed.
Material to be supplied to the Consultant to undertake the Project is as follows:

GUIDANCE NOTES
DELETE GUIDANCE NOTES FROM FINAL DOCUMENT AFTER USING FOR REFERENCE
All edits to downloaded Briefs shall be tracked (most word processing software
allows this to be done automatically). Deletions shall be struck through e.g.
example. Insertions shall be in italics e.g. example. If all information relating to a
clause is deleted, then the clause number should be retained and the words
"NOT USED" should be inserted.
The proposed documents with tracked changes shall be submitted to Main Roads
for review, prior to printing the final batch of documents. When this final printing
is carried out, changes are saved, and the tracked changes option is to be turned
off.
The Custodian of this section of the Brief is Mr Con Magriplis (Principal Design
Consultant) ph: 138 138.
1. Concept Design Review
If the Consultant is required to review the concept design prior to commencing
the preliminary design then the following clause shall be included, and affected
clauses renumbered as necessary.
101.2.2.5 Concept Design Review
The Consultant is required to undertake a review of the concept design in
accordance with Road and Traffic Engineering Branch’s “Design Review
Guideline”, refer to on-line Technical Library.
Aspects to be consider in the review are as follows:
Horizontal and vertical geometry
Drainage

The Consultant shall produce a report that summarises the scope and findings of
the review in accordance with Road and Traffic Engineering Branch’s “Design
Review Guideline”, refer to on-line Technical Library.
2. Design Verification
If the Principal’s Representative requires the Consultant’s Design to be verified
then the following clause shall be included.
101.2.2.6 Design Verification
The Design Documentation (including specifications, models, calculations,
material test results, drawings, calculations and reports) at the 15% completion

stage (Phase 1) and 85% completion stage (Phase 2) must be verified in
accordance with this clause.
The Design Verifier must verify, including carrying out independent calculations of
key elements of that design, that each of the versions of the structural design,
pavement and bituminous surfacing design, geometric road design, geotechnical
design, traffic signal design, lighting design, waterways analysis, road marking
and signing design and drainage design:

is appropriate for construction;
that the design model matches the drawings;
is carried out with the appropriate professional care and skill to be
expected of a designer experienced in carrying out projects of a similar
character, size and complexity as the Project; and
complies with the Brief.
This verification must be confirmed in the Design Verifier’s report for each of the
final versions of drawings. The Consultant must provide written responses to all
comments made in the Design Verifier’s report. The Principal’s Representative is
responsible for ensuring that appropriate action is taken in response to the
findings of the verification.
The Principal’s Representative should consider the Verifier’s findings and the
Consultant’s responses and should agree a course of action in consultation with
the Consultant. Some of the findings will be considered the responsibility of the
Consultant and some a change in scope beyond the original commission.
The Consultant must ensure that the Design Verifier:
is from a separate Consulting Firm and is independent of the Consultant
and the Consultant’s subcontractors and subconsultants;
is experienced in the design of engineering projects similar in character,
size and complexity to the Project as well as experienced in the particular field
for which verification is required under this Brief;
is appropriately informed during the design phase of the Project in
respect of the development of the Design Documentation including being
copied any comments Main Roads’ Representative provides the Consultant in
respect of the development of Design Documentation.
