The Process of importing goods

A goods import process is usually completed with the following 9 steps as in

the figure

1. Determine the type of imported goods (Dung )


- Determine which industry group the goods you intend to import
- They are prohibited goods or not
- The goods require an import license or not

cấm, xin giấy nhập khẩu ko.)

2. Sign a foreign trade contract

- Foreign trade contracts will usually be required in all sets of documents

throughout the goods import process.

- The content of the contract : must be recorded clearly and in detail,


follow to the provisions of law and includes content such as: Item name,
quantity, weight, price, packaging,...

3. Check the set of goods documents:


This is some important factor in the process of importing goods,
individuals or businesses must ensure that the following documents are
fully prepared

+ Sale contract: Commercial contract


+ Bill of lading : Bill of lading
+ Commercial invoice : Commercial invoice
+ Packing list : Packing list of goods
+ Along with other relevant documents
● (Terms of Payment): Thanh toán chuyển tiền T/T, L/C ,D/A, D/P.

4. Register for specialized examination (Minh Anh )


- Registration for specialized inspection is a process that authorities carry
out to determine whether imported or exported goods meet technical
requirements or standards according to specialized regulations.
- After the business receives the arrival notice, the business must
register for a specialized inspection. Normally the shipping company will
send this document to the business about two days before the ship
arrives at the port.

5. Declare and transmit the customs declaration


- A customs declaration is a document in which the goods owner (exporter
& importer) or vehicle owner must declare full detailed information about
the shipment when exporting or importing into and out of the territory
of Vietnam.
- The necessary and sufficient condition for customs declaration is a
digital signature and digital signature registration with the General
Department of Vietnam Customs or done on the VNACCS system of the
Customs Department.
6. Get delivery order ( Hân )
- A delivery order is a type of document that a shipping company or
private transport company issues

- Businesses that want to receive a delivery order must prepare the

following complete set of documents and submit them to the shipping

company:

+ Copy of ID card/CCCD
+ Copy of bill of lading
+ The original bill of lading has been stamped for confirmation by
the company's leaders
+ Fee

7. Prepare customs documents. ( Phương)

The process of implementing customs channelization takes place as follows:


1. Receiving the Customs Declaration: First, the business or exporter submits
the customs declaration and all related documents to the customs authority,
such as invoices, export records, product information products, and related
documents.

2. Check basic information: Customs authorities will check basic information on


the customs declaration to ensure the accuracy and completeness of the
document. This includes checking customs codes, import locations, import
dates, and other important information.

3. Customs channeling: Based on information from the customs declaration and


various factors, such as type of goods, origin, import purpose, and compliance
with regulations, the customs authority will decide to classify goods. customs
flow. There can be three main types of streams:
Green Lane (1): For documents and goods that comply with regulations and do
not present risks or violations. They are passed quickly.

Yellow Lane (2): For cases that require additional testing or assessment but
are not serious cases. They may require additional paperwork or inspection of
the goods.

Red Lane (3): For cases where there is doubt about the accuracy or
compliance of information or goods. They will be thoroughly examined and
carefully reviewed. When red lane , the goods will be inspected entirely or
10% of the goods will be inspected.
4. Inspection of goods and documents: In the case of Yellow and Red
Channels, goods and documents will be inspected in detail. This includes paper
review.

5. Channeling results: Based on the results of inspection and review, the


customs authority will make the final decision. Goods may be approved for
import or rejected depending on the specific situation.

This process ensures that goods are meticulously inspected and assessed, and
helps prevent the import of illegal or non-compliant goods.

8. Pay taxes and complete customs procedures 👍 ( Hà )

- After the customs declaration is approved, businesses proceed to pay

taxes. For imported goods, businesses must pay two main taxes: value

added tax and import tax.

- In addition, for some specific products, businesses also have to pay

environmental tax and special consumption tax.

9. Carry out procedures to change orders and transfer goods to storage


warehouse

At this time, businesses must pay attention to the following two issues:

- Means of transport to bring goods back


- Warehouses and yards to preserve goods
