This is in reference to the letter received last May 29, 2024 regarding the unliquidated
prepositioned relief goods family food packs that were distributed to beneficiaries last December
2023, which were aimed at addressing the urgent needs of individuals affected by the devastating
impact of typhoons in the Philippines.
As you are undoubtedly aware, the Philippines is situated within the Pacific Typhoon Belt,
rendering it highly susceptible to the destructive forces of tropical cyclones. Annually, the
country experiences numerous typhoons, resulting in widespread devastation, loss of life, and
displacement of communities. These recurring natural disasters have placed a significant burden
on government agencies, necessitating swift and effective response measures to mitigate the
adverse effects and provide essential support to those affected.
In recognition of the urgent humanitarian needs arising from these calamities, our organization
embarked on an initiative to distribute family food packs to 3540 beneficiaries last December
2023. These food packs were strategically allocated to individuals and families who were most
vulnerable to the impacts of the typhoons, including those residing in high-risk areas prone to
flooding, landslides, and other hazards.
It is important to highlight that the selection of beneficiaries was guided by principles of equity,
inclusivity, and vulnerability assessment, ensuring that assistance was directed towards those in
greatest need. Beneficiary identification was conducted in collaboration with local government
units, community leaders, and relevant stakeholders, with a focus on reaching marginalized
groups such as elderly individuals, persons with disabilities, female-headed households, and
indigenous communities.
Moreover, the beneficiaries of the family food packs were not merely passive recipients of aid
but active participants in disaster risk reduction and disaster preparedness efforts within their
respective communities. Many of these individuals served as frontline responders, community
volunteers, and members of local disaster response teams, demonstrating exemplary commitment
and resilience in the face of adversity. By empowering these individuals with essential resources,
we aimed to bolster their capacity to respond effectively to future emergencies and enhance
community resilience.
The distribution of these food packs was conducted with transparency and accountability,
adhering to established guidelines and protocols. Detailed records of the distribution process,
including beneficiary information and pack contents, have been meticulously documented and
are available for review.
In light of the foregoing, we respectfully request that this justification letter be accorded due
consideration as part of the documentation required for the liquidation process of the family food
packs distributed. We are fully committed to providing any supplementary information,
supporting documentation, or assistance necessary to facilitate the expeditious completion of the
liquidation process in accordance with regulatory standards and procedures.
