‘The volatile memory shall retain data for a minimum of 180 days upon loss of
power supply or failure of communication to RTU. The power loss
protection function with important data should be designed, and should
not be lower than 128KB. The memory shall be with storage function of
the process data to ensure that no data is lost when the communication
link is abnormal, and the subsequent transmission can be resumed on
the communication link. The storage space shall be no less than 4MB,
preferably greater than 16MB.

For 24VDC power supply line (e.g. solenoid valve, gas detectors power

3.10.1 Main AC Power surge protectors

RTU cabinet internal wiring shall be provided with cable lug. Cable
terminal blocks shall be used fuse with LED light.
The size of cabinets should be 800mm
(width)x800mm(depth)*2100mm(height, with 100mm support). Any
other sizes if used shall be approved by COMPANY.
The cabinets should be provided with a extraction fan system,
to dissipate heat produced by electronic circuits during operation. A
temperature-detecting system should also be fitted to activate a high-
temperature alarm in the system. The fans should be suitable for
continuous operation, mounted on self-lubricated bearings. The filters
for the extraction system should be of easy replaceable type. Single fan
failure should be alarmed and transmitted to the system.

GENERAL
Purpose
This specification details the basic minimum technical requirements of the Remote
Terminal Units (RTUs) to be installed at the Pads/OGMs.
The specification and related documents define the minimum requirements for RTU
system function, scope of work, technical specifications, configuration, and software
generation, design, manufacture, test, supply and shipping and affer sale service
support. Any items or activities not included in this specification but which may be
required to configure and achieve a fully functional RTU will also be the responsibilty of
the vendor.
Vendor shall take the full responsibility for RTU hardware, software, project services,
software programming, system integration, package and transportation, installing
guidelines, field test, system acceptance, after sale service support, and RTU system
running.
The Vendor shall supply all hardware, software, programming, configuration, system
cabinets, system cables, wiring, paris and materials, power supply and grounding
accessories for a fully functional system. System cables shall be supplied as part of the
RTU. Test, commissioning, training shall also be part of Vendor's scope.
RTU shall be integrated into SCADA system. A fully functional, programmed and
configured RTU interface with open protocol for communication to SCADA shall be
provided. RTU shall receive and transmit all data to SCADA system.
RTU and the SCADA shall be serial linked by fibre optic communication system.
The documents and parameters necessary for RTU design and configuration shall be
prepared by vendor and approved by purchaser. Therefore, the Vendor shalll implement
the RTU manufacture and configuration in accordance with the above.
The Vendor shall provide all necessary material, labour, and take full responsibilty for
the design, fabrication, installation, supervision, and start-up of the RTU, except for
items specifically designated as being supplied by purchaser or the responsibility of
purchaser.
The Vendor's scopes of work include, but not limited the following
> Specify, procure and install all required software and hardware for whole RTU.
> LCD display all process parameter and sound & light alarm (including F&G
signals).
> Write and install any and all source code programming,
> Write and install any peripheral application programs designated in the bid
proposal.
» Specify, procure and install all required accessories such power distribution etc.
> Specify, procure and ship RTU hardware in appropriate enclosures unless identified
as “furnished by equipment vendor’. Installation of these pre-assembled RTU shall=

Compliance with this specification shall not relieve the vendor of the responsibility to
supply systems and equipment of correct design, materials, workmanship and
performance suited to meet the specified services, conditions and regulations.
Vendor shall verify stated requirements during bid. Elements, equipment, subsystem and
system shall conform in design, material, workmanship and performance, except where
otherwise specified, with the current issue and amendments of the referenced codes,
standards and regulations prevailing on the effective date of the contract.

the system has been in use.
Vendor shall provide user list included user name, site location, running time, and brief
project summary in the bid.
Vendor shall provide the licence and cerfification to prove that the application of the
provided equipment shall be appropriate and legal for the project.

designing, material procurement, manufacture and assembly, testing, and inspection,
delivery to site, installation, pre-commissioning and commissioning of the system.
Vendor will also be responsible for the coordination and management of any sub-
contractor appointed during the course of design and manufacture and will also offer
after sales service support.

standard design utilizing system and equipment which use the latest technology and
developments which have a proven history of operation
The Vendor shall supply all hardware and software required to achieve a fully function
RTU. This will include a fully functional programmed and configured RTU with interface
for communication with the SCADA system.
The documents and parameters necessary for RTU design and configuration shall be
prepared by the Vendor and approved by purchaser. Therefore, the Vendor shall
implement the RTU manufacture and configuration in accordance with the above.
Manufactured date of equipment and accessories provided by vendor shall not be
1 year earlier than Purchaser Order date, the production before this date is prohibited.
They shall also be of an internationally recognised brand. Equipment from Non

The system shall be composed of vendor's standard hardware, software, and firmware,
which can be configured to meet the stated requirements
Equipment supplied as part of the system shall be the latest version or revision level
currently available at the time of placement of order.
Software design shall ensure that future revisions or updates of the system operating
software shall not affect the successful operation of the system. Standard software shall
be used as far as possible to guarantee safety on delivery. Vendor's standard system
operating software can be modified to meet purchaser's requirements.

All hardware and software to be provided shall have been installed for at least 5 similar
applications, within the last 5 years with a proven history of operation and reliability.
Previous examples of where the hardware, firmware and software being offered in the
proposal have been installed and are in current operation should be cased referenced.
2.5 Systems Integration
‘A satisfactory functional integration between SCADA and RTU shall be provided.
26 — Planning
A milestone schedule shall be set-up by Vendor and approved by purchaser before
system execution. This schedule shall show all target dates for RTU system
implementation. Any deviation to the established schedule must have the purchaser's
approval. The Vendor shall report job progress in writing on a monthly basis.
3.0 SYSTEM REQUIREMENTS
3.1 RTU Basic Requirements
RTU will interface directly with the field instruments and equipment. RTU shall be
installed in the container on each PAD and shall be suitable for the climate conditions of
Ad _ the project such as extreme range of temperature and humidity and sand storm etc.
RTU shall operate continuously without any CPU, VO, or communication module
damage, misoperation, or data corruption when subjected to a level 2 ((3V/myMHz)
radiated electromagnetic signal per !EC-801-3. radio frequency interference immunity of
electronic equipment shall be demonstrated in accordance with the following criteria: RF
sources such as handheld transceivers operating at 5 watts, in the 66~87, 182~174, and
406~470 MHz bands at a distance of one (1) meter from the equipment (with cabinet
doors closed) shall not cause a signal deviation of more than 1% of range when keying
or transmitting.
The environment is severe on all equipment and must be considered carefully before
design and procurement. RTU shall operate continuously without damage, misoperation,

3.2
The RTU shall be provided with both 2-wire RS485 and Ethernet communication
interface. MODBUS RTU and TCP/IP, DNP 3.0, CIP protocol shall be supported.
‘The RTU shall be provided with the audible and visual alarm function for all the types of
alarms in the site. When alarm events occur, maintenance personnel can be reminded
during approaching the RTU.
For each RTU system, relative building fire & alarm signals listed in W/O list shall be
considered and three buttons for reset/silence/test shall be designed and located on
RTU cabinet front panel, if required.
Products and equipment to be provided by the vendor shall be field proven and shall
utilize the latest technology available. The system will be flexible to allow future
expansion and be of an “open” architecture to facilitate ease of connection to other
systems. It will also be user friendly to ensure easy man machine interface and simple
and convenient programming and operation.
RTU shall be of modular design with convenient maintenance. Its capacity shall be able
to meet normal operation of control system and shall have extension capability
The software and communication cables for the configuration and maintenance of RTU
should be provided by RTU’s vendor.

The CPU architecture shall be selected such as at peak load conditions the CPU
utilization shall not exceed 50%.

RTU memory shall be sized such that 50% of total memory supplied is available after all
memory requirements for system and application software are utiized at peak load

The volatile memory shall retain data for a minimum of 180 days upon loss of power
supply or failure of communication to RTU. The power loss protection function with
important data should be designed, and should not be lower than 128KB. The
memory shall be with storage function of the process data to ensure that no data
is lost when the communication link is abnormal, and the subsequent
transmission can be resumed on the communication link. The storage space shall
be no less than 4MB, preferably greater than 16MB.
RTU must have following data acquisition and control functions as minimum:

The date and time functions shall be considered. The RTU time synchronization shall be
achieved. When communication system fails, the RTU time synchronization shall be

specific intervals or specific times of the day. RTU shall be able to save data internally
with time tags. RTU shall be able to send data and time back to SCADA.
Input/Output Modules
The transient electrical isolation rating for all I/O modules shall be 1500VRMS. Such
transient surges shall not cause damage or system performance degradation
All input and output points shall be individually fused and shall be short-circuit and
overload protected. It shall be possible to replace fuses without pulling the module out. If
fuses are used, there shall be a blow fuse indication.
RTU shall be able to communicate wth the controllers of the third-party self-governed
‘equipment by 2-wire RS485 supporting MODBUS RTU serial communication.
RTU shall support analog inputs, enalog outputs, digital inputs, digital outputs,
and pulse inputs. RTU shall support (after signal filtering and buffering) 100ms
time resolution of discrete inputs for Sequence-Of-Events functions. Analog input
and output modules shall have a repeatability and accuracy of 0.5% of full scale
respectively.
It shall be possible to configure analog and digital outputs to fail in a fail-safe mode in
response to a CPU failure, a commurication module failure, or an input/output module
failure
Isolation capability shall be required for input/output modules, and isolation shall be
primarily mutual isolation between input and output channel and between power supplies.
The \/O cards shall be capable of being removed and inserted into the I/O rack under
power, without affecting any other V/O cards in the rack.

wired and tested together with RTU

Faults
On testing any component of the system found defective due to hardware shall be
replaced and retested. if the defective component can be repaired, it shall be
demonstrated subsequently during the FAT. Any operational defect due to the software
configuration shall be corrected as soon as possible within the FAT period and the
validity of the correction demonstrated subsequently during the FAT. A fault found during
the operational test will not hold up the testing. However, any fault or lack of design shall
be solved before FAT completion. Any impact to the planning of the FAT due to any
deviation from purchaser requirements will be at vendor's care and cost. The FAT
approval by purchaser will be a pre-condition dispatch the system to site.
Site Acceptance Test (SAT)
‘On reaching the site, and after the system installation, the RTU shall be subjected to the
SAT. The objective of the SAT is to demonstrate the correctness of installation and that

installed in field and with system elements/cables connected within RTU. The SAT shall
basically be the repetition of FAT procedures without field instruments check.
Vendor and their personnel employed for the test shall be appointed prior to the
‘commencement of the same. Vendor shall be responsible for carrying out the test and
solving any problems that may arise during the SAT, under the supervision of purchaser
appointees. Before starting the SAT, Vendor shall have identified and transported to site
all the equipment and associated documentation. All spare parts deemed necessary for
test performance shall be made available at site. No modification shall be made to
system hardware andior software without the prior agreement with the purchaser.
The SAT activities will be carried out based on the procedure submitted by the vendor
and approved by the purchaser. The vendor shall supply to the purchaser the procedure
at least 2 months before the starting dete of the SAT in order to receive the approval.
Operational Availability Test (System Commissioning)
The operational availability test (OAT) shall be conducted after the SAT and upon
completion of the Plant loop check. The OAT shall be performed to demonstrate the
availability of the system to carry out the functions required in this specification, once it is
in operation with the plant running. The duration of the OAT will be the same of Plant
commissioning; it means that the system commissioning has to be considered as
integral part of the commissioning relevant to the whole plant. The system availability
shall be calculated considering the following definitions.
Operating Time (OT): the period of time during which all the functions are operable or
‘may be operated within the required response times. Operating time can be calculated
starting from the overall test period and subtracting the inactive periods requested by the
Vendor and granted by purchaser, utilized for making any modifications to
methodologies and test equipment found necessary only during the performance of the
test itself.
Out-of-service time (OST): the period of time during which at least one function is
inoperable or cannot be operated within the required response times.

In order to provide rapid response for services or part replacement, the Vendor shall

and service for ten (10) years from the placement of order.

The form, the contents and relevant details and extent of description/representation of
each document shall be subject to specific purchaser approval.
The vendor shall be responsible for supplying documentation revisions or changes due
to inaccuracies, installation requirements, omissions determined by usage, and design
or production alterations to the system. All changes shall be issued in the form of
replacements for the affected drawing, diagrams, charts, tables, lists, and pages in the
various manuals,
The purchaser approval of submitted drawings and specifications shall not relieve
Vendor of the responsibility to supply Systems and Equipment of correct design,
materials, workmanship and performance suited to meet the specified services,

Since a space shall be provided around each unit for easy maintenance under any
operating conditions, maintenance areas shall be clearly indicated for each unit.
The Vendor shall be responsible for supplying documentation revisions or changes due
to inaccuracies, installation requirements, omissions determined by usage, and design
or production alterations to the system. All changes shall be issued in the form of
replacements for the affected drawings, diagrams, charts, tables, lists, and pages in the
various manuals.
Vendor shall provide all the necessary document of the system for operation and
reference.
The Vendor shall furnish the specified copies of each of the manuals listed below: Equal
quantities of these manuals shall be provided in English:

The Vendor shall determine if any manuals other than those listed are required and, in
consultation with the purchaser, shall determine the contents of all manuals. For the
manuals listed above, the following descriptions shall be used as guides:
‘System Manual: This manual shall include a description of the operation of the system
aS a whole and of its interrelated units. The functional description shall include the
intended use, capabilities, and limitations of the system. The system manual shall
contain a functional description of the software, with simplified logic diagrams.
‘Software Manual: This manual shall contain detailed information on all Vendor-furnished
software.
‘Computer Operator's Manual: This manual shall contain in brief form, information and
procedures relating to the operation of the computer. Vendor-fumnished compiling,
assembling and de-bugging software shall be described with step-by-step operations

Hardware Manual: This manual shall contain physical descriptions of hardware.
Descriptions shalll be brief. Special attention shall be given to avoiding the inclusion of
repetitious details that are easily illustrated or tabulated. The quick-reference hardware
data contained in this manual consists of pertinent technical information, such as
nameplate data, functional characteristics, capabilities, special characteristics and
related information.
Maintenance Manual: This manual shall include applicable data on the electronic and
mechanical hardware which must be maintained. Maintenance manuals shall include
factory settings and test results of all field adjusted hardware parameters, such as timing
tests of peripherals, etc. Detailed requirements for this manual shall include the following:
Preventive Maintenance: Instructions shall be included for maintenance procedures,
examinations, tests, and adjustments which should be performed periodically under
operating conditions for the purpose of preventing failure or impairment of the system.
Trouble-shooting: This manual shall provide the maintenance technician with adequate
details for quickly locating the cause of a hardware malfunction. The discussions shall
contain concise information on how the hardware operates, guides for localizing faults to
the printed circuit card level, istinas of possible sources of trouble, symptoms, probable
causes, use of test equipment and instructions for remedying faults
Repair: Instructions shall be provided for the removal, repair, adjustment, and
teplacement of all system hardware.
Parts list: The parts list shall include identification board level.
Operator's Manual: Detailed operating instructions for the Control Center shall include
routine and emergency procedures, safety precautions, and quantitative and qualitative
limits to be observed in the starting, operating, stopping or shutting down of the system
of parts thereof and backup and restore procedures. Adequate illustrative material shall
supplement the test to identify and locate all operating, control and indicating devices.
Operating instructions shall describe procedures to be followed when normal operation
is not possible because of power ‘allure, partial failure of hardware and related
emergency conditions.
‘SHIPPING, PACKING AND MARKING
After satisfactory completion of Factory Acceptance Test, Vendor shall disconnect all
equipment and prepare the systems for shipment. All interconnecting cables shall be
clearly labelled. Cabinets shall be shipped intact and packed using purchaser's packing
and shipping procedures.
Al equipment and materials described in this specification shall be prepared and crated
for shipment in such a manner as to protect them from damage in transit. The Vendor
shall be responsible for and make good at his own expense any and all damage due to
improper crating, preparation, and shipment. The Vendor shall ship equipment
assembled and completely wired whenever possible.
1. Boxes and Crates
All boxes and crates shall be of good, strong material, substantially constructed,

be marked with the purchaser's order number and item number. Sensitive equipment
shall be crated with enclosed impact recording and tip-an-tell indicating devices.
Electronic cards and equipment shall be enclosed in anti-static packaging.
2. Packing Lists
Packing lists shall be securely attached to the outside of each crate. In addition a “Pro
Forma’ Invoice may be required at the Customs Office at the Port of Entry.

Besides the above documents in section 8.0 which shall be submitted by the vendor, the
following specification sheet shall be also filled in according to the provided RTU's
parameter and configuration and submitted with other documents for approval by the
purchaser:
