1. PURPOSE

It is aimed to determine whether the company's aircrafts have to be tracked according to the
operation areas and ensure that 4D / 15 Service is provided continuously by Air Traffic Service Units
(ATSU) within the Pegasus Airlines Operational Area.
2. SCOPE
This procedure covers the relevant provisions, guidance (shown as below), the company's procedures
and practices in accordance with these provisions.
• ICAO-Annex 6, Part 1.
• ICAO-Aircraft Tracking Implementation Guidelines (Cir 347).
• ICAO-Global Aviation Distress Safety System Concept of Operations Document.
• EASA-Commission Regulation EC No. 965/2012 CAT.GEN.MPA.205 and related AMC and GM.
• SHT-OPS Ek-4 (CAT.GEN.MPA.205).
3. RESPONSIBILITIES

Duty responsible dispatchers are in charge of to follow day-to-day operational control activity and starts
emergency process which mentioned in Company ERP manual, if any negative results of Missed 4D/15
Position Report .
Air Traffic Service (ATS). A generic term meaning variously, flight information service, alerting
service, air traffic advisory service, air traffic control service (area control service, approach control
service or aerodrome control service).

4D/15 Service. In the provision of air traffic services an ATS unit receives four-dimensional (latitude,
longitude, altitude,time) position information at 15-minute intervals or less from suitably equipped
aircraft.
4D/15 tracking. The operator obtains four-dimensional (latitude, longitude, altitude, time) aircraft
position information at 15-minute intervals or less.
4D/15 Service Area : An Area which is 4D/15 service is available and Operator doesn’t need to track.

Operational flight plan. The operator’s plan for the safe conduct of the flight based on
considerations of aeroplane performance, other operating limitations and relevant expected
conditions on the route to be followed and at the aerodromes concerned.

5. APPLICATION
5.1 SUM OF REGULATION
Aircraft tracking may be accomplished by obtaining aircraft position information from sources
including, but not limited to, ACARS position reports, ADS-B position data, ADS-C position data, HF
Radio position reports or Air Traffic Services Units (ATSUs).
The operator shall establish and maintain, as part of the system for exercising operational control
over the flights, an aircraft tracking system and tracked from take-off to landing except when the

The following given method will be used to assess whether flights performed along a given route
need to be tracked.
(a) Determine the planned route and the planned diversion routes and consider only points of these
routes located at a distance of greater than or equal to 50 NM from the departure airfield, the
destination airfield and the diversion airfields. If there is no such point, then the flight does not

(b) Identify all airspace blocks crossed by the result of (a) and go to (c).
(c) If every airspace block meets all of the following conditions, then the flight does not need to be
tracked:

If a commercial flights to be made outside the Company Operation Area are determined in the zone
where the 4D/15 service cannot be provided and the required risk analysis can be made for the flight
decision. Aircraft Tracking Risk Management Flowchart (Appendix-4) should be used for risk
assesment.
In addition, for that purpose, flight dispatchers will be monitored by NOTAMs in which the ATS
surveillance systems of FIRs operate normally. If any failure at 4D/15 service in Company Operating
Area, no flight planning should be made or avoid in this area. In such a case, a risk analysis should
be performed using Aircraft Tracking Risk Management Flowchart (Appendix-4) in order to plan
flights in the area with 4D/15 service interruption and other company monitoring and communication
facilities such as ACARS and Flightradar24 (business version) may be used for tracking purposes.

Pegasus Airlines has a contract with Jeppesen for contact information for all countries and
EUROCONTROL EAD for NOTAM and AIP Services. Turkish and more countries AIP services
purchased from EAD services. All regarding ATSUs communication information (direct phone) has
been derived from ANSP documents or Jeppesen Airway Manuals.
Also ICAO collects 4D/15 service information from ATSUs and reflects to regarding map in their web

4D/15 Service and contact informations of related Airspace blocks within the Company Operation
Area are collected from the sources above and recorded in OCC computers (file master- abh)
Dispatches Folder, for quick use.
OCC Deparment responsible dispatcher should reach regarding ATSUs via phone according to
contact list in case of any missed 4D/15 position report occurred to verify aircraft position. Missed
4D/15 Position Report Flowchart (Appendix-5) should be used to verify aircraft position and

Missed 4D/15 Position Report Form should be stored in its OCC folder (Aircraft Tracking) for 3

adabt in current Flight Monitoring Lesson for recurrent trainings.
The tracking exercise should be carried out together with the annual evaluation.
