KINDER, GRADE 1 AND GRADE 4

I. RATIONALE

In line with the implementation of Republic Act No. 10533 or the Enhanced

Basic Education Act of 2013, the Department of Education (DepEd) issues the

enclosed policy on The Learning Action Cell (LAC) as a K to 12 Basic Education

Program School-Based Continuing Professional Development Strategy for the

Improvement of Teaching and Learning. Through this policy, the DepEd fully

supports the continuing professional development of its teaching and non-teaching

personnel based on the principle of lifelong learning and the DepEd’s commitment

to the development of their potential aimed toward their success in the profession.

This can be done through the LAC sessions, which primarily function as a

professional learning community for teachers and school heads that will help them

improve practice and learner achievement.

To answer the call, the Schools Division of Ilocos Norte will implement the

PROJECT TaLACayan to selected master teachers and all school heads in the

division. This activity in the division will facilitate learning from the experts as

resource speakers from the community, stakeholders, school heads, and teachers.

It is a holistic mission of today that through trainings and seminars, teachers and

school heads craft as facilitators of learning in school becomes more prolific to

improve every learner’s knowledge, skills, and attitudes for them to be globally

competitive. The division implies also that every school head and teacher should be

properly guided and equipped with the know-how of the teaching and learning

process through revisiting and reviewing areas or concerns aligned to enhance the

performance of teachers and school heads to become more effective and efficient in

their duties and responsibilities..

II. OVERVIEW

The Schools Division of Ilocos Norte supports the continuing professional

development of its teaching and non-teaching personnel based on the principle of

lifelong learning and DepEd’s commitment to the development of teachers and

school heads potential aimed toward their success in the profession as reflected in

their School Improvement Plans. Thus, the Project TaLACayan is conducted every

month which primarily functions as a professional learning community for teachers

and school heads that will help them improve practice and learner achievement.

Their attendance to this activity will help create an effective learning environment,

improve teaching-learning situations, keep updated on modern instructional

methods and inspire them to become better teachers and school heads in the

modern world.

III. OBJECTIVES

A. General

The Project TaLACayan aims to support the realization of the Department’s goal

of continuous upskilling and reskilling of teachers and school leaders that will

result in better learning outcomes.

b. conduct professional development trainings for teachers and

school heads through LAC sessions;

c. craft a professional development plan for teachers and school

heads based on the monitoring and evaluation results
