Track Monitoring Requirements for Third Party Projects

Purpose

This document outlines the requirements of third party applicants carrying out project
works on or adjacent to Canadian Pacific (CP) property which shall impact or have the
potential to impact the condition of Canadian Pacific tracks. Canadian Pacific must
maintain track to a minimum standard as set out by Transport Canada and described in
the Canadian Pacific Engineering Services Red Book of Track Requirements referenced
in this document. In addition CP expects that all tracks will be in as good or better
condition at the end of any works as compared to prior to the start of work.

Monitoring and Communication:

When CP deems necessary the applicant (third party) shall establish a baseline of
Canadian Pacific track elevations by survey prior to the start of any works that shall or
may affect the tracks in the project area. The baseline survey must include elevations of
the top of rail on both rails of all tracks at intervals not to exceed ten (10) feet in areas
mutually agreed upon by the applicant and CP. CP reserves the right to require survey
data at intervals less than ten (10) feet when deemed necessary to ensure the integrity of
the track.

The initial survey baseline results will be supplied to CP by the applicant in a format that
is easy to review. Minimum information required is a table including track id, rail id,
station number and elevation however CP may request the information in alternate
formats such as graphs depending on the specific project requirements.

Once work progresses periodic survey monitoring will be carried out by the applicant and
results supplied to CP for review. The required frequency of survey monitoring will be
dependent on the type of work being conducted and the applicant will be advised by CP
in writing prior the start of work what the required minimum frequency of monitoring
shall be.

Required Maintenance

Survey data supplied to CP shall be reviewed to determine if any track defects are
present. If a track defect defined as an “Urgent” defect is found CP must carry out
maintenance of the track at the cost of the applicant to restore the track to the same or
better condition as was established in the baseline survey.
If monitoring data indicates that a defect which is “Near Urgent” or within 1/8 inch of an
Urgent defect CP may carry out required maintenance of the track at the cost of the
applicant to restore the track to the same or better condition as was established in the
baseline survey.

In all cases CP will have the right to carry out maintenance of the track upon completion
of the works and during any agreed to warrenty period to restore the track(s) to the
condition established in the baseline survey at the cost of the applicant.

The following tables establish class of track, outlines track measurement thresholds for
Urgent defects and provides a brief description of each defect type.

DEFECT DEFENTION
Wide Gauge Gauge is more than 1 inch wide.
Narrow Gauge Gauge is ½” narrow.
Surface 62’ MCO The measured vertical displacement or surface at the mid point
of a 62-foot chord (sting line) strung out along the top of rail is
more than 2 inches.
RC/55’ The elevation changes more than 1-3/4” inches over a fixed
distance of 55 feet.
RC/62’ The difference in cross level between any two points less than 62
feet apart on tangents, or on curves between spirals, is more than
1-1/4” inches.
Sp/Xlv 31’ The cross level measured at any point in the spiral differs by
more than 1 inch from the elevation measured 31 feet away.
Runoff 31’ The runoff in the surface (for example, after a lift) measured
over 31 feet is more than 1-1/2 inches.
Alignment 62’ Curve The alignment of either rail (when measured at the midpoint of a
62 foot chord with the ends placed 5/8 inch below the top of the
rail) differs by more than 1-1/2 inches from the offset
corresponding to the design curvature through the curve.
Alignment 31’ Curve The alignment of either rail (when measured at the midpoint of a
31 foot chord with the ends placed 5/8 inch below the top of the
rail) differs by more than 1 inch from the offset corresponding to
the design curvature through the curve.
Alignment 62’ Tangent The alignment (when measured at the midpoint of a 62 foot
chord with the ends placed 5/8 inch below the top of the rail)
deviates by more than 1-1/2 inches from the tangent.
Design Elev. Curve At any point in a curve the elevation drops by more than 1-1/4
inches below the value specified in Section 3 – Curve Easement
and Elevation, Figure 3-4 Curve Elevation Table 4.
Design Elev. Tangent The elevation in a tangent differs by more than 1-1/4 inches
from level (zero elevation).
Design Elev. Spiral The elevation differs by more than 1 inch from the design
elevation through the spiral.
Design Speed The posted speed is greater than the calculated design speed for
passenger trains (see Section 3- Curve Easement and Elevation,
Figure 3-4 Curve Elevation Table 4).
RR / Surface 6 consecutive alternating changes in the surface measurement
are more than 5/8 inch.
RR / Xlv 3 consecutive alternating changes in the cross level measurement
are more than 7/8 inch between a distance of 45 to 65 feet.
