AI:
- Fixed the historical AI inaccuracy where the Communist Party of Cuba wouldn't
take the Pro-LGBT Policies
- Cleaned up an Operation Enduring Freedom AI strategies so they're more
performant friendly
- Added a two week delay to the EU AI from proposing a new law giving the player
an opportunity to put their own laws up to vote
- Added a two week delay to the EU AI from proposing a new Euro Council law to
give the player a chance
- Fixed the American AI trying to garrison the US Naval Base despite leaving it
- Fixed the European Union AI from immediately taking Offices giving no chance to
players to return
- Fixed the AI of Myanmar always bankrupting immediately
- Made the AI less likely to propose trade agreements/debt/mutual investment
treaty while it needs political power
Balance:
- Removed the armor value from "NextGen Design Mindset" since helicopters
typically don't have armor
- Reduced default influence gain from 2% flat to 1.5% flat
- Reduced SOV tank stockpiles
- Increased the construction time for a number of building types
- Increased the PP cost for Proposed Trade Agreements
- Made Chechen slightly stronger. They now start with insurgency doctrines.
Bugfixes:
- Fixed all of the intro focuses bypassing for Serbia
- USAID will cancel if the USA no longer exists
- Fixed kosovo uprising focus for Serbia having incorrect party checks
